        민간투자법상의 최소수입보장방식과 최소비용 지원방식의 비교에 관한 연구

        정부가 사회간접자본시설(SOC)의 민간투자를 활성화하기 위하여 최소운영수입보장제도제도 즉, MRG 제도를 시행하여왔으나 민간투자업자의 이익을 과도하게 보장하고 있다는 측면에서 많은 비판이 있었으며 이로 인하여 점차적으로 이 제도가 축소되다가 2009년 10월에는 MRG 제도가 폐지되고 정부고시 민간투자사업에는 투자위험분담방식으로 변경되었다. 이로 인해 현재 수익형 민자사업(BTO)에 대한 투자는 상당히 위축되어 있는 상태이다. 최근에 다시 민자사업에 대한 투자를 활성화시키기 위하여 민간투자사업의 새로운 방식인 표준사업운영비 지원방식, 최소비용지원 방식 등이 제안되고 있으며 본 연구에서는 민간투자사업의 최소운영수입보장제도(MRG-Minimum Revenue Guarantee)방식으로 협약이 체결되어 있었던 부산시 부산항대교를 사례로 하여 최근 연구되고 있는 최소비용지원방식(MCS - Minimum Cost Support)에 의한 수익성 분석모형을 적용하여 MRG 방식과 비교ㆍ분석과 아울러 민간투자사업의 추진 방안과 효과를 제시하였다. v1. CONTENTS (1) RESEARCH OBJECTIVES The Korean government once institutionalized MRG(Minimum Revenue Guarantee) system the act on private participation in Social Overhead Capital(SOC), which minimizes the investment risk of a public private partnership project. However, this act was severly criticized for protecting private finance investors abruptly large profits. As a result, MRG was gradually scaled back, and was finally repealed in October, 2009. Since then, the government has changed MRG into Investment Risk Sharing only for governmentally notified public private projects. In consequence, many private finance investors projects are currently decreasing and declining in a substantial amount. Recently, new investment systems were proposed, which is Minimum Cost Support in order to promote the public private investment. The purpose of this study to analyze on between Minimum Revenue Guarantee and Minimum Cost Support(MCS). (2) RESEARCH METHOD To archieve our research objectives data was collected from Busan port grand bridge contract agreement. This study carried out an analysis of MRG model and MCS model. (3) RESEARCH FINDINGS The comparison and analysis of MRG and Minimum Cost Support is presented, and the strategies of a public private partnership project and its effects are proposed. 2. RESULTS It is proven that MRG is better than MCS under the traffic volume ratio of 40%. In short, MCS is a better method and can increase actual traffic volume ratio from 40 % to 100%

        능선부 개착에 의해 형성된 암반사면 거동해석

        정상부가 개착된 암반사면에 지중경사계를 설치하여 개착사면의 내부 거동을 계측하였으며, 국지적으로 배후면 방향으로의 거동이 관찰되었다. 사면 거동, 특히 배후면 방향으로의 거동을 유발시키는 원인을 분석하기 위하여 시추작업을 수행하였다. 추출된 시추코어를 관찰하여 사면 암반의 암석학적 취약성을 조사하였으며,공내 BIPS 영상을 취득하여 암반의 구조적 특성을 분석하였다. 코어 절리 시료를 이용하여 불연속면의 역학적특성을 측정하였으며, 탄질물이 협재된 절리 시료에 대한 직접전단시험을 수행하여 전단강도를 측정하였다. 사면 거동에 대한 계측결과를 사면 암반과 탄질물이 협재된 절리들의 구조적 및 역학적 특성을 종합적으로 고려하여 해석하였으며, 절리에 협재된 탄질물 및 팽윤성 점토광물의 존재에 의해 국지적인 사면거동이 지배될 수 있는 잠재성을 확인하였다. A behavior of ridge-cut rock slope had been monitored by installing inclinometers and regional slope movement toward rear side of cut face was detected. To delineate the governing factors of slope behavior, especially backward slip of ridge-cut slope, petrographic characteristics of rock cores obtained from four drilled boreholes had been examined. BIPS images inside boreholes had been acquired and structural characteristics of slope rock had been studied. Mechanical properties of discontinuity planes distributed in the drilled core had been measured and the shear strength of coal seam imbedded-discontinuity planes also had been obtained by performing the direct shear test. Monitoring results of slope behavior had been analyzed by comprehensibly considering both the mechanical and structural characteristics of slope rock and coal seam-imbedded discontinuity planes, and the potential governance of coal seam and clay minerals embedded in the joint plane on the regional slope behavior has been also identified.

        개착사면의 안정성 해석을 위한 횡단면 기법의 활용성 고찰

        Stability of cut-slope, the orientation and dimension of which are gradually changed, has been analyzed by employing the cross-section method capable of comprehensibly considering the lithological, structural and mechanical characteristics of slope rock. Lithological fragility is investigated by inspecting the drilled core logs and BIPS image has been taken to delineate the rock structure. Engineering properties of drilled-core including the joint shear strength have been also measured. Potential failure modes of cut-slope and failure-induced joints are identified by performing the stereographic projection analysis. Traces of potential failure-induced joints are drawn on the cross-section which depicts the excavated geometry of cut-slope. Considering the distribution of potential plane failure-induced joint traces blocks of plane failure mode are hypothetically formed. The stabilities and required reinforcements of plane failure blocks located at the different excavation depth have been calculated to confirm the applicability of the cross-section method for the optimum cut-slope design.

        민간투자법상 사업재구조화에 따른 최소비용지원방식 적용에 관한 연구

        정부가 사회간접자본시설 (SOC) 에 민간자본의 참여를 유도하기 위하여 1994년 사회간접 자본시설에 대한 민간자본유치 촉진법을 제정하였으며 민간투자를 활성화하기 위하여 민간자본이 투입된 사업의 수익이 예상보다 적을 경우 그 적자 분을 정부가 보전해 주는 최소수입보장제도 즉, MRG 제도를 시행하였으나 정부의 재정 부담이 과다하여 점차적으로 이 제도가 축소되다가 2009년 10월에는 MRG 제도를 모두 없애고 정부고시 민간투자사업에만 투자위험분담방식으로 변경되었다. 이로 인해 현재 수익형 민자사업(BTO)은 상당히 위축되어 있는 상태이다. 민간투자법상 민간투자사업 재구조화에 따른 개선방안을 강구하기 위하여 3개의 민자사업의 재구조화 내용을 분석하였으며 민간투자사업을 재구조화 시 가장 많이 사용하고 있는 표준사업운영비 지원방식 (SCS)올 발전시켜 민간투자자와 주무관청이 최소비용을 분담하는 최소비용 지원방식 (MCS)올 적용하여 재구조화방안올 분석하고 효과를 제시하였다. Korea government introduced MRG (Minimum Revenue Guarantee) which minimizes risk of private participation in infrastructure (PPI). However, This policy has been criticized for heavy burden of government. Subsequently, This system gradually decreased and finally MRG was abolished in October, 2009. Since then, Investment Risk Sharing replaced MRG and It is only for government announced PPI. Currently, Therefore BTO Project is dee피ling substantially. In this study, in order to explore the ways in which improve feasibility of financial structure for PPI Project, 3 PPI Projects that are constructed under the MRG are analyzed. Furthermore, MCS (Minimum Cost Support) that allows minimum cost of private participation in infrastructure is proposed upon development of SCS (Standard Cost Support) which is widely being used for re-structuralization of PPI Project by centering on Investment Risk Bearing, Investment Risk Management System in domestic PPI Projects. Lastly, Re-structuralization measurements are andyzed and propose d effects.

        국내 노상토의 강도 및 강성도 특성 상관모형

        노상토의 변형특성은 포장설계에 있어서 매우 중요한 기본적인 입력물성치다. 노상토의 탄성계수를 실험적으로 결정하기 위해서는 많은 노력이 필요하다. 포장 단면이 간단하거나 중요도가 낮은 도로 설계의 경우 시험적인 탄성계수 결정이 과다한 비용을 요구하게 된다. 보다 간편한 대체시험 또는 기초물성치로부터 탄성계수를 결정하는 다양한 경험모형이 제안되어 있다. 본 연구에서는 7종의 국내 노상토에 대한 시험을 수행하였다. 국내 노상토의 경우 강도특성과 변형특성의 밀접한 상관성을 확인 하였으며, 경험적 상관모형을 제안하였다. 점착력과 낮은 구속응력단계에서의 탄성계수는 매우 큰 상관관계가 있었다($r^2=0.93$). 제안된 상관모형을 적용하여 강도특성으로부터 추정된 탄성계수와 시험을 통하여 측정된 탄성계수의 비교에서 결정계수($r^2$)는 0.75로 나타났다. Deformational characteristics of subgrade soils are very important input parameters for pavement design. It is necessary to make an amount of effort to estimate experimentally the modulus of subgrade soils. In case of designing simple (or lower level) pavement section, the estimation of the modulus based on experiments must cause an excessive cost. It has proposed various empirical correlation models to estimate the modulus from basic properties of the materials or more simple alternative tests. Seven subgrade soils in Korea were tested in this study. It was founded that the deformational characteristics of subgrade soils in Korea has a close relation to strength characteristics, the empirical correlation model was proposed. There was a close relation between cohesion value and modulus at low confining stress ($r^2=0.93$). By comparing with the measured modulus and the modulus determined by proposed correlation model from strength characteristics, the value of the coefficient of determination ($r^2$) is 0.75.

        제올라이트 Rho의 합성과 중금속 흡착능

        카드뮴, 납, 구리와 같은 중금속은 잘 알려진 유해 중금속이며 흡착 또는 이온교환을 이용한 이들 중금속의 제거기술 개발이 계속되어왔다. 몇몇 제올라이트는 이들 중금속에 높은 흡착능이 있다. 제올라이트 Rho가 기존의 합성 방법을 기초로 하여 합성되었으며 XRD, SEM 등의 분석결과 합성된 제올라이트 입자의 크기는 2~7m이고, 70~80%의 순도와 합성불순물로 카바자이트가 발견되었다. 제올라이트 Rho의 Pb, Cd, Cu에 대한 흡착특성이 연구되었다. 흡착은 Langmuir 와 Freundlich 모델에 잘 일치하였으며 흡착용략은 Pb<sup>2+</sup> > Cd<sup>2+</sup> > Cu<sup>2+</sup>의 순이었다. 용액의 pH는 Pb의 흡착용량에 큰 영향을 미치는 반면 Cd의 흡착량에 미미한 영향을 미쳤다. 분배계수와 자연수에 가장 많이 존재하는 2가 양이온으로 Ca<sup>2+</sup>에 대하여 분배 계수와 선택계수를 구하였으며 Pb<sup>2+</sup>와 Cd<sup>2+</sup>는 Ca<sup>2+</sup>에 대하여 각각1485와 28의 선택계수 값을 보이며 이는 납의 경우 경쟁이온이 존재할 경우에도 제올라이트 Rho에 의해 흡착제거가 잘 될 수 있음을 보여준다. Heavy metals such as lead, cadmium, and copper are well known harmful cations in water and wastewater. Several treatment methods have been developed using adsorption or ion-exchange for the harmful cations. Some zeolites have shown high sorption capacity for the common heavy metals. Zeolite Rho was synthesized by following a previous report. The synthesized zeolite Rho was characterized through XRD, SEM, and surface area measurement. The crystal size was ranged from 2 to 7 μm. Purity was about 70~80% with chabazite as by-product. To examine the adsorption of Pb and Cd on zeolite Rho, sorption studies were conducted. To determine selectivity, sorption of heavy metals was conducted in the presence of a background cation Ca<sup>2+</sup> at pH 4 . The sorption data were well fitted to both of Langmuir and Freundlich isotherm. Sorption capacity for each heavy metal is in order of Pb<sup>2+</sup> > Cd<sup>2+</sup> > Cu<sup>2+</sup>. The sorption capacity of Pb<sup>2+</sup> was highly dependent on the solution pH but the effect of pH on the sorption capacity of Cd<sup>2+</sup> was not significant in dicating the sorption sites for Pb are variable with concentration of proton. The distribution coefficient (Kd) and selectivity coefficient (Ks) of P b <sup>2+</sup>+ and Cd<sup>2+</sup> were determined. Usually divalent cations had higher sorption selectivity against monovalent cation but Pb<sup>2+</sup> and Cd<sup>2+</sup>compete with background divalent cations. Pb<sup>2+</sup> showed a very high Ks of 1485 over Ca<sup>2+</sup> while Cd<sup>2+</sup> showed 28 of Ks in dicating zeolite Rho could adsorb lead ions even in the presence of common background ions.

        기업형 임대주택사업의 활성화 방안에 관한 연구

        Putting expectations on newly-introduced enterprise type rental house for removal of residential anxiety focusing on the rental market and activation of domestic economy through expansion of supply of new rental houses, the government announced full support for deregulation, housing site, funds, tax, infrastructure etc. However, controversy over political effect or effectiveness of the foregoing has continued, and private sector, main agents of supply has raised a variety of problems and limitations. Expansion of substantive supply of enterprise type rental houses and its effect can be expected only when measures and improvement plans to solve problems new stay are prepared considering structural changes in rental market. Thus, this study devised political improvement plans for inducing participation of new stay business operators for stable supply and continued growth of housing rental market. For the aforementioned, this study investigated recognition about new stay and behavioral type of decision for participation through a survey targeting construction companies and housing rental business operators who are the participatory agents for supply and operation of new stay.

        실거래가격을 이용한 토지 과세평가에 대한 형평성 실증연구

        In a recent year, The Korean Government has steadily carried out a scheme for realizing the officially assessed land price of standard land for taxation to the market price so as to enhance adequacy and credibility. As a result of the scheme, there is no doubt for remarkable achievement for the Government Will in view of quantitative aspect as the officially assessed land price has gradually been increased approaching to the market price since then. During this progress, however, the achievement in view of qualitative aspect has been figured out to be insignificant, and still need to be enhanced as it is on going hot issue against the principle of equity for taxation. In this regard, this study is to demonstrate fairness and equity to see whether or not the officially assessed land price has impartially been carried out by scrutinizing the data obtained through the carefully screened volume of market transaction records from January 01, 2014 to December 31, 2015 and thereby comparing the data with actual assessment rate in the year of 2016 within the jurisdictional boundary of the Busan Metropolitan City Government. In addition, as a result of analyses for demonstration, in cases where inequity and or unfairness are found to have been existent, an effort has exerted to identify the cause of the problem in either local-oriented aspect point of view or political point of view, and suggested political alternatives to overcome it.

        풍화진행에 따른 한라산조면암의 역학적 특성변화

        한라산 정상부의 백록담 암체는 백록담조면현무암이 분포하는 동측구역과 한라산조면암이 분포하는 서측구역으로 구분된다. 백록담에서 진행되는 풍화, 암벽붕괴, 낙반은 전반적으로 백록담 서측구역에 분포하는 한라산 조면암의 풍화작용과 밀접한 연관성을 가지며, 동측구역에서는 개별 암석 블록들의 국지적 붕락현상이 발생한다. 본 연구에서는 한라산조면암 분포지역의 지질학적 특성을 조사하였으며, 풍화단계별로 조면암 시료를 채취하여 편광현미경분석, X-선 회절분석, 지화학적 분석, 공학적 특성시험을 수행하였다. SEM, XRD, XRF 분석을 통하여 2차 변질광물의 종류와 함량 및 광물조성 변화를 관찰한 결과 점토광물이 확인될 정도의 심한 화학적 풍화작용은 발생하지 않았지만 풍화에 따른 화학적풍화지수와 주요원소의 함량 변화에 대한 분석 결과에 의거할때 화학성분의 용탈에 의한 미약한 화학적풍화작용이 발생한 것으로 판단된다. 풍화에 기인된 암석의 공학적 특성변화를 고찰하기 위하여 밀도, 비중, 흡수율, 공극률, 탄성파속도, 일축압축강도, 슬레이크내구성지수, 동결-융해시험을 수행하였다. 인공풍화시험을 통한 균열발현 양상과 물리적 특성 측정 결과 기계적풍화작용은 미세균열 및 공극을 발달시켜 암반의 역학적 강도 저하를 야기하고 있으며, 기계적풍화 진행에 의한 추가적인 공극률 저하 양상을 고려할 때 D<SUB>B</SUB> = 1.5 또는 공극률 = 20~21% 범위에서 한라산조면암의 공학적 강도 특성이 소멸될것으로 분석되었다. Rock mass in Baekrokdam at the summit of Hallasan in Jeju island is composed of two volcanic rock types: Baekrokdam trachybasalt at the eastern region and Hallasan trachyte at the western region. On-going rockfall and subsequent collapse of Baekrokdam wall rock are closely linked to the weathering of trachyte distributed in the western region of Baekrokdam. Samples of Hallasan trachyte showing different weathering grades had been collected and the polarizing microscopic observation, X-ray diffraction analysis and analysis for chemical weathering had been conducted. Formation of secondary minerals, especially clay minerals, by chemical weathering has not been identified, but the change of chemical weathering indices indicated that chemical weathering process had been proceeded to the degree for increasing and decreasing the contents of some chemical components. Changes in physical and mechanical rock properties due to weathering has also been examined. Artificial weathering test of freezing-thawing reveals that the process of crack initiation and propagation deteriorated the mechanical characteristics of Hallasan trachyte and D<SUB>B</SUB> = 1.5 or porosity = 20~21% would be the ultimate limiting value induced by the mechanical weathering processes.
