러시아의 변경정책은 국가 영토의 병합과정과 더불어 형성, 발전되었다. 19세기 전반에 형성된 변경정책의 근본 방향은 국가정책의 보편적 원칙-조세수입의 증대, 통치의 용이함, 국경지대의 안전-과 불가분의 관계를 갖고 있었다. 시베리아는 러시아 땅에 병합되면서부터 중앙정부에 의해 조직화된 착취 대상이 되었다. 그럼에도 불구하고 19세기 초 스뻬란스끼에 의해 행해진 개혁은 시베리아의 지정학적 특성에 근거한 지방의 복합적 입법을 위한 최초의 시도였다. 현지인의 입장에서 추진되고 시베리아의 지역성을 고려한 통치제도의 개혁은 동방 변경에 새로운 변화를 가져 왔으며, 이 법규는 20세기까지 시베리아 행정통치의 근간이 되었다. 그러나 제정러시아의 시베리아 변경정책은 제국의 안정과 발전에 매우 중요한 요인이었음에도 불구하고 제대로 실행되지 못하였다. 영토의 병합과정에서 필연적인 단계인 행정체제의 강화작업을 위한 법적 토대가 형성되었지만, 중앙정부는 이런저런 이유로 제도의 근대화 과정을 가속화시키지 못했던 것이다. The policy of Russian region(okraina) was formed and changed according to the enlargement of the territory. The fundamental direction of the regional policy in the 19th century is inseparably related to the general principles - an increase of tax income, an easiness of administration, a security of the border land. Siberia was exploited systematically since being merged into the Russian territory. Nevertheless early in the 19th century M. Speransky's reform was first try to legislate on the basis of the geopolitical character of Siberia. The reform of the regional administration considering the regional characteristics of Siberia newly changed the aspect of the region and was continued to the 20th century. But Russian regional policy was not carried out practically in spite of very important factor of the statement and development of the Empire. Though legislative foundation for the complement of the administrative system is made, the central government could not accelerate modernization of the system for various reasons.

The formation and structure of self-assembled monolayers (SAMs) by the adsorption of acetyl-protected octylthioacetate (OTA) on Au(111) in a catalytic tetrabutylammonium cyanide (TBACN) solution were examined by means of scanning tunneling microscopy (STM), X-ray photoelectron spectroscopy (XPS), and cyclic voltammetry (CV). Molecular-scale STM imaging revealed that OTA molecules on Au(111) in a pure solvent form disordered SAMs, whereas they form well-ordered SAMs showing a c(4 × 2) structure in a catalytic TBACN solution. XPS and CV measurements also revealed that OTA SAMs on Au(111) formed in a TBACN solution have a stronger chemisorbed peak in the S 2p region at 162 eV and a higher blocking effect compared to OTA SAMs formed in a pure solvent. In this study, we clearly demonstrate that TBACN can be used as an effective deprotecting reagent for obtaining well-ordered SAMs of thioacetyl-protected molecules on gold.
Self-Assembled Monolayers of Alkanethioacetates on Au(111) in Ammonium Hydroxide Solution

To shed light on the effects of NH4OH deprotection reagent on the formation of self-assembled monolayers (SAMs) from alkanethioacetates on Au(111), we examined the surface structure and adsorption conditions of SAMs on Au(111) prepared in a 1?mM octanethioacetate (C8SAc) methanol solution and in a 1?mM methanol solution formed after in situ deprotection of C8SAc by NH4OH. Scanning tunneling microscopy (STM) imaging revealed that direct adsorption of C8SAc on Au(111) created only disordered SAMs regardless of the polarity of solvent (methanol, DMF, and hexane). In contrast, highly ordered SAMs with a well-ordered c(4???2) phase were formed via in situ deprotection of C8SAc by NH4OH (deprotection condition: 30.7?mM NH4OH, 323?K, and 3 h). X-ray photoelectron spectroscopy measurements also showed that the SAMs formed via in situ deprotection show uniform adsorption, whereas those prepared by direct adsorption show very complicated adsorption, which agrees well with STM results.

Purpose: As consumers interest in skin beauty has increased recently, the market size of the skin beauty care business also shows a rapid growth. According to these social demands, the base of the population using skin beauty salons is expanding, and the beauty industry is also rapidly actively using Naturopathy. Therefore, this study conducted an analysis of the perception and utilization satisfaction of naturopathy perceived by skin beauty industry workers. Method: In this study, 246 subjects were sampled by the convenience and judgmental sampling among the non-probability sampling methods. The analysis of the data was carried out by multiple regression analysis to understand the relationship between the perception of naturopathy and the satisfaction of use of the skin beauty industry workers. The statistical level was verified at the p<.05 level. Results: In multiple regression analysis conducted to investigate the relationship between perception and satisfaction on naturopathy, regression models were all statistically significant in social satisfaction, education-al satisfaction, physical satisfaction, psychological satisfaction, and rest satisfaction. educational perception had a great influence on social satisfaction, and it was found that in educational satisfaction, the higher the educational perception, the higher the influence, in physical satisfaction, the higher the educational perception, the higher the influence, and in the result of psychological satisfaction analysis, the higher the educational per-ception, the higher the influence. Conclusion: Naturopathy is a way to achieve health intervention through the enhancement of the body s natural healing force without the use of surgery or chemotherapy to restore the human body s insufficient func-tion. Therefore, In the skin beauty industry as well, along with beauty management, naturopathy is used to improve customer satisfaction and services, and it is a point in time that its utilization as a new field of the skin beauty industry is attracting attention. The results of this study inform us that the perception of natural healing perceived by the skin beauty industry workers and their utilization are positively changing according to the changing circumstances of the times.
Overcoming Asymmetry in Entity Graphs

<P>This paper studies the problem of mining named entity translations by aligning comparable corpora. Current state-of-the-art approaches mine a translation pair by aligning an entity graph in one language to another based on node similarity or propagated similarity of related entities. However, they, building on the assumption of “symmetry”, quickly deteriorate on “weakly” comparable corpora with some asymmetry. In this paper, we pursue two directions for overcoming relation and entity asymmetry respectively. The first approach starts from weakly comparable corpora (for high recall) then ensures precision by selective propagation only to entities of symmetric relations. The second approach starts from parallel corpora (for high precision) then enhances recall by extending the translation matrix based on node similarity and contextual similarity. Our experimental results on English-Chinese corpora show that both approaches are effective and complementary. Our combined approach outperforms the best-performing baseline in terms of F1-score by up to 0.28.</P>
