        도시형 마을기업의 성장요인과 사례연구

        한국은 지난 20년 동안 지방 자치제를 도입했지만, 대도시권 이외 지방자치단체들은 발전 속도 저하와 인구유출 등의 문제에 여전히 시달리고 있으며, 지역사회의 해체가 더욱 가시화되고 있다. 이에 지방자치단체 주민들이 지역 문제를 스스로 해결하게끔 지원하고, 해결 과정에서 지방자치단체라는 공동체의 응집력을 강화하며, 사회를 활성화하기 위한 시급하고 효과적인 정책이 필요하다. 이런 배경에서 마을기업의 개념이 갈수록 중시되고 있고, 지방단체의 해체 현상, 지역 경기의 쇠퇴 등의 문제 해결방안으로 사회적 경제에 대한 연구를 바탕으로 하는 사회기업, 협동조합, 마을기업 등의 개념이 떠오르고 있다. 따라서 본 연구는 지역 활성화를 위한 지역 마을기업 육성정책을 수립하는 데 목적이 있으며, 구체적으로는 다음과 같다. 첫째, 영국과 일본, 그리고 한국의 커뮤니티 비즈니스의 현황, 발전과정을 검토하고 각 발전에서 가지고 있는 문제점을 파악하고자 한다. 둘째, 선행연구를 통해 마을기업이 지역 활성화에 가지고 있는 역할을 살펴보고자 한다. 셋째, 서울시와 고양시에 있는 모범이 되는 마을기업을 사례 분석하고, 이를 토대로 마을기업의 성공 요인 요소를 살펴보고자 한다. 넷째, 연구 결과에 따라 시사점을 제시한다. 그리고 연구 결과에 따른 마을기업의 성공 요인은 다음과 같다. 첫째, 마을기업의 핵심요소는 지역 주민 중심으로 사업 주체를 발전시킬 수 있다. 둘째, 지역 문제와 주민들이 관심이 있는 문제를 해결하기 위한 기업 경영 형태로 적정 이윤의 비영리 형태와 이익의 사회 환원 방식으로 구성되어야 한다. 셋째, 마을 기업은 지역 주민들이 참여해서 자체적으로 제도나 조례의 형태로 규정을 수립하고 자율적으로 이사진을 조직하여 운영할 필요가 있다. 넷째, 주민 조직의 역할과 지도자를 양성하고 중앙정부/자치 단체의 재정 지원과 법률 제도 및 조례의 제정, 마을 운영의 전문 부서 또는 운영 시스템을 수립해야 한다. 다섯째, 마을기업의 성공 요인으로서 마을기업 네트워크 간 순환 지원 구조의 형성이나 지역 내 수익 등에 의한 이미지 제고 및 기업 간 협의회 구성을 강화해야 한다. Korea has introduced a local autonomy system for 20 years, but local governments other than metropolitan areas are suffering from problems such as slow development and population outflow, and the dissolution of local communities is becoming visible. That is why local residents need urgent and effective policies to solve local problems on their own, strengthen the cohesion of local government communities and revitalize society in the process of solving them. Against this backdrop, the concept of village enterprise is becoming increasingly important. More and more studies on the social economy have occurred in the concept of social enterprises, co-operatives and village enterprises, so new measures for problems such as the dissolution of local organizations and the decline of the local economy are being put forward Therefore, this research is an important basis for the establishment of the village enterprise development policy for the revitalization of the region, and the purpose of this study is to establish the local village enterprise development policy for the revitalization of the region because of its high value. Specifically: First, we would like to review the current status and development process of community business in both countries, Japan, and Korea and identify the problems we have in each development Second, we would like to examine the role that village enterprises have in revitalizing the region through prior research. Third, we would like to analyze examples of exemplary village enterprises in Seoul and Goyang, and examine the factors that contribute to the success of village enterprises based on the analysis. Fourth, suggest implications according to the results of the study. The success factors of the village enterprise according to the results of the study are as follows. First, the core element of the village enterprise can develop the business entity around the local residents. Second, it should consist of a non-profit form of appropriate profits and a social return method of profits in the form of corporate management to solve regional problems and problems of residents' interest Third, the village enterprise needs to be operated autonomously by local residents to establish their own regulations in the form of the system or ordinance and to organize and operate the board of directors. Fourth, the roles and leaders of the residents' organizations shall be nurtured and the financial support of the central government/autonomous organizations and the finance of legal systems and ordinances, the specialized departments or operating systems of village operations shall be established. Fifth, as a success factor in village family business, the formation of circular support structure between village enterprise networks or the enhancement of image by profit in the region, and the formation of inter-business council should be strengthened.

        A New Automatic Gait Cycle Partitioning Method and Its Application to Human Identification

        Gait cycle partitioning is very important prior to human gait analysis such as gait modeling, gait recognition, gait feature analysis, etc. In this paper, we propose a new automatic gait cycle partitioning method based on two kinds of simple gait representation. Then, the propose method is applied to find keyframe corresponding the rest position for gait-based human identification system. To demonstrate the validity of the proposed method, the CASIA gait dataset A and the SOTON gait database are used to evaluate the recognition performance of the gait recognition system identifying subjects using the decision level fusion based on majority voting.

        Coacervate-mediated novel pancreatic cancer drug Aleuria Aurantia lectin delivery for augmented anticancer therapy

        Background: Pancreatic cancer, one of the cancers with the highest mortality rate, has very limited clinical treatment. Cancer cells express abnormal glycans on the surface, and some lectins with a high affinity for the glycans induce apoptosis in cancer. In this study, the efficacy of Aleuria Aurantia lectin (AAL) for the treatment of pancreatic cancer was evaluated and the efficacy improvement through AAL delivery with mPEGylated coacervate (mPEG-Coa) was investigated. Methods: AAL was treated with pancreatic cancer cells, PANC-1, and the expression level of caspase-3 and subsequent apoptosis was analyzed. In particular, the anticancer efficacy of AAL was compared with that of concanavalin A, one of the representative anticancer lectins. Then, methoxypolyethylene glycol-poly(ethylene arginylaspartate diglyceride), a polycation, was synthesized, and an mPEG-Coa complex was prepared with polyanion heparin. The AAL was incorporated into the mPEG-Coa and the release kinetics of the AAL from the mPEG-Coa and the cargo protection capacity of the mPEG-Coa were evaluated. Finally, improved anticancer ability through Coamediated AAL delivery was assessed. Results: These results indicated that AAL is a potential effective pancreatic cancer treatment. Moreover, mPEGCoa rapidly released AAL at pH 6.5, an acidic condition in the cancer microenvironment. The initial rapid release of AAL effectively suppressed pancreatic cancer cells, and the continuous supply of AAL through the Coa transporter effectively inhibited proliferation recurrence of cancer cells. Conclusion: AAL is a potential novel drug for the treatment of pancreatic cancer therapeutic agent. In addition, a continuous supply of drugs above the therapeutic threshold using mPEG-Coa could improve therapeutic efficacy.

      • Immobilization of C-14 Waste by Cement Wasteform

        Radioactive carbon, C-14, can be generated by the neutron capture reaction of O-17 during the nuclear power plant operation. Since C-14 is classified as an intermediate level waste radionuclide, it is required that an effective separation process for C-14. C-14 is mainly absorbed on activated carbon in the air cleanup system. Therefore, the main generation source of C-14 during the nuclear power plant decommissioning is spent activated carbon. KAERI has been developing the treatment of spent activated carbon. In this process, C-14 can be desorbed as a gaseous oxide form from the spent activated carbon at high-temperature vacuum conditions. This radioactive carbon dioxide can be captured into alkaline earth metal incorporated glass and can be transformed into carbonate form. However, the carbonate (e.g. CaCO3 and SrCO3) is dispersive. When the radioactive carbonates are disposed into a geological repository, they should be immobilized to remove future uncertainty. This study examined the stabilization/immobilization of the radioactive carbonates by the cement hydration process. Cement wasteform incorporated with calcium carbonate and strontium carbonate was produced under various waste loading (e.g. 20wt%, 40wt%, and 60wt% of CaCO3 and SrCO3, respectively). Then we evaluated mechanical and chemical durability by measuring compressive strength and leachability according to standard test methods specified in the waste acceptance criteria of the Gyeongju low and intermediate level waste repository (WAC-SIL-2022-1). Also, microstructure and thermal characteristics were investigated by SEM-EDS and TGA analysis.

        Estimation of Detection Performance for Vehicle FMCW Radars Using EM Simulations

        This paper proposes a systematic method for estimating detection performances of a frequency-modulated continuous wave radar using electromagnetic simulations. The proposed systematic method includes a radar system simulator that can obtain range-Doppler images using the electromagnetic (EM) simulations in conjunction with a test setup employed for performance evaluation of multiple targets at different velocities in a traffic environment. This method is then applied for optimizing the half-power beamwidths of the antenna array using an evaluation metric defined to improve the detection strengths for the multiple targets. The optimized antenna has vertical and horizontal half-power beam widths of 10 and 60, respectively. The results confirm that that the proposed systematic method is suitable to improve the radar detection performance with the enhanced radar-Doppler images.
