This paper, coauthored by Chin-Se Chung, as well as other 5 faculty members at Hong-Ik University Department of Law (Jea-Hwang Jeong, Suk-Ho Bang, Tae-Hoon Ha, Seong-Deog Yi and Bong-Chul Choi), deals with liability issuses surrounding constitutional law, administrative law, civil law (contracts, torts), commercial law, criminal law, international law and philosophy & law. Professor of Law Jea-Hwang Jeong makes a comparative analysis of privacy protection and disclosure of information legal issues, appeared at current Korean law and draft of law in case of the latter one. He suggestes some desirable ways of legislation through revision process and operation of legal rules at his paper. Professor of Law Suk-Ho Bang makes a brief survey of civil liability issues arising out of contracts and torts in English and American law, first. He tries to show that many Parts of arguments in such legal world are attributed to Statute of Frauds tradition, unique to such legal world. New developments in the area of torts, including computer malpractice and computer virus, are shown and analysed in terms of application possibility under our current law. But, as even the Anglo-American courts are found very reluctant to accept those arguments as new grounds for torts liability, it seems more plausible and practicable to refer to contractual approach, basically, rather than to torts approach even under English American law. Professor of Law Chin-Se Chung suggests in his paper on EFT that the allocation of liability under EFT be made under the new and most relevant principle, working for useful transmission way of fund, not solely under traditional legal principles. If such new principle works with high return of risk to users, it makes imminent problems against the goats of consumer protection, and eventually will be hardly refered to. Conversely, if it requires too much sacrifice from the side of banks, then the convenience in such system will not be utilized. So, it may be natural that EFT be discarded even without proper functioning under market system. In conclusion, Professor Chung points out that, only when banks fond that the economy out of cost-saving at tasks outweighs the risk undertaken by the banks, the banks will operate the system. But, if this system makes more return of benefits to the banks with the burden of users, it is against the idea of equity. Consequently, the banks should bear the aggeviated risks in return for the cost saved under this system Professor of Law Tae-Hoon Ha focuses his research paper on criminal liability under EFT. He draws his conclusion out of current criminal statutes that illegal fund transfer under automatic teller machines, cash cards and information system can not be penalized due to lack of proper statutory provision. So, the criminal provision on computer crime, newly made on December of 1995, can be positively appreciated. But, he anticipates that the question whether such new provision will be successful in regulating all illegal activites at fund transfor system without any operation defects in criminal code, or will cause new problem in interpretation of criminal code remains unsolved. Professor of Law Seong-Deog Yi examines the international legal issues which may be given rise to by direct satellite broadcasting. In his paper, the issue of national jurisdiction in relation to direct satellite broadcasting is firstly dealt with. Secondly, the possible ways in which direct satellite broadcasting is regulated by international law are examined with special emphasis of two different approaches, that is, freedom of information approach and state sovereignty approach. In this context, many international conventions concerning direct satellite broadcasting in Particular, and international regulatory regime of outer space in general are broadly reviewed. Thirdly, the types of activities which may be a violation of international legal regime of direct satellite broadcasting are suggested and the possible lethal remedies for these violations are proposed with the traditional international state responsibility law in mind. Professor of Law Bong-Chul Choi explores the relations of computerized society to its laws throughout his paper as a kind of conclusion of this whole paper. Computerized society is one that the technical, scientific, informational knowledge prevails. With correspondence to the structural change in knowledge, the law of such a society has suffered transformation, and the knowledge and techniques distributing and computing legal responsibility has also changed. However, he does not insist that the diffusion of technical knowledge is the sole factor of the transformation of legal responsibility. It is only one of the various factors. Moreover, he does not deny the continuation between the classical techniques distributing legal responsibility and the contemporary ones. In this era, the law realizes fairness and community values at the expense of singularities. In addition, he proposes that legal scholars take the diagnosis of law from the perspective of the technology/knowledge shifts seriously.
[논문]결정화 유리첨가에 의한 BNT 계 세라믹 복합체의 소결 및 유전특성

본 연구에서는 BaO-Nd2O3-TiO2계 마이크로파 유전체 세라믹스에 결정화 유리를 첨가하여 적충일체형 RF 수동소자 모률 구현을 위한 저온소결 유전체소재를 개발하고자 하였다. BaO-Nd2O3-TiO2에 결정화 유리를 5~3Owt% 범위로 첨가하여 소결온도를 1300°C 에서 1050 °C 로 낮추었으며, 첨가량의 증가에 따라서 소결밀도의 증가 및 입성장이 뚜렸이 일어났고 결정화 유리를 20wt% 첨가하여 1050 °C의 소결온도에서 95% 이상의 상대밀도를 갖는 소결체를 얻을 수 있었다. 이때 유전율(Er),72,품질계수(Q . f),1500, 공진주파수 온도계수(tf), 22 ppm/°C 을 나타내었으며 이는 LTCC 재료로서 응용가능성이 있다고 판단되었다.

There have been many reports which dealt with the matter of incidence of schizophrenia, controlled by family size and sibling order. They got no uniform result but many of them suggested a possible relation between the schizophrenic incidence and the sibling order. Meanwhile the family size is getting smaller. Anticipation of this leads us to deal with the problem of mental hygiene in the small sized family. So the authors have chosen the mental patients who have two siblings, in the O.P.D. and the ward of Department of Neuropsychiatry of Han-Gang Sacred Heart Hospital from September 1976 to November 1977 to see the incidence of psychoses and neuroses among three siblings. The authors could sample 124 cases of psychotic and neurotic patients excluding patients with brain syndromes and 60 cases of organic brain syndromes, the control group. The results were as follows: 1. Among 29 psychotics, 12 were the first born, 7 the second born and 10 the third born. Among 95 neurotics, 30 cases were the first born, 37 the second born and 28 the third born. No significant difference was noted among these features. 2. In the subgroups of one son and two daughters, 3 brothers, and 3 sisters, no siginificant relationship in incidnece of mental disorder could be found. 3. In the subgroups of two sons and one daughter, the incidence of neurosis was significantly high in females. 4. In the group of organic brain syndromes, there was no significant difference in the incidence of psychosis and neurosis among different sibling orders.

Abstract – The objective of this study was to prepare ketoprofen-loaded buccal adhesive patch. The adhesive patch was formulated by casting method using aqueous soluble polymer povidone K17 (PVP 17PF) as film-forming agent and hydroxypropylmethylcellulose (HPMC) as adhesive agent. To compare the effect of HPMC type, different molecular weight of K4M and K15M HPMC was used. The physicochemical properties of patches such as appearance, thickness, in vitro release, and adhesiveness were investigated. The concentration of ketoprofen was determined spectrophotometrically at a wavelength of 233 nm. The appearance of prepared patches was semi-transparent, light-yellow or almost colorless, and odorless. Thickness of each patches (n=6) was 0.895 ± 0.033 mm for K4M patch and 0.727 ± 0.036 mm for K15M patch. In vitro release test, both K4M and K15M patches showed over 20% release within 30 min. At 120 min, K4M and K15M patches demonstrated 95% and 67.5% release of ketoprofen, respectively, and up to 240 min, both patches released drug completely. Maximum adhesive force of K4M and K15M patches was 6.571 ± 2.703 gf and 2.735 ± 1.151 gf, respectively. Moreover, it took 28.29 ± 0.38 sec and 28.30 ± 0.34 sec for K4M and K15M patch to peel off them after adhesion, showing no significant difference. In conclusion, thickness, in vitro release, and maximum adhesive force could be modulated by alteration of polymer types.

The effects of alloying elements Cr, Mo and N on the stability of passive film were investigated by measuring pit propagation rate (PPR) and critical pitting temperature(CPT) in aqueous 0.1N H₂SO₄+ 0.1N NaCl solution. CPT tests were carried out by measuring the temperature representing the critical current density obtained by increasing temperature at the specific applied potential within passive potential range while PPR tests were conducted by measuring the pit propagation rate obtained by the current density produced due to the pit growth divided by the pit area. The effects of alloying elements Cr, Mo, N on the stability of passive film were investigated by the comparison between CPT and PPR test results in terms of pitting resistance equivalent. PPR test results showed that pit propagation rate was decreased with the increase in Cr, Mo, and N contents, indicating the synergistic effect of Mo and N. CPT test results exhibited that the higher contents of Cr, Mo, and N, the higher critical pitting temperatures. The synergistic effects of Mo and N on the resistance to pitting corrosion were also observed. As the pitting resistance equivalent increases the passive potential range is extended due to the increased pitting potential. The increase in pitting resistance equivalent also results in the reduction of pit propagation rates, showing the increased critical pitting temperatures. Pitting resistance equivalent may be the good parameter representing the extent of the resistance to pitting corrosion regardless of the kinds of stainless steels.
Late-Onset Schizophrenia (Paraphrenia) 1례

We experienced a case of late onset-schizophrenia in 83 year-old woman who was involuntary admitted by sons. She showed florid psychotic symptoms of persecutory delusion, auditory and visual hallucination, somatic passivity experiences, idea of reference, self-talking, anhedonia, poverty of speech, flattening & restricted affect, irritable tense and anxious mood, insomnia. aggression, poor of eye contact, poor of personal hygiene, social withdrawal, impairment of role functioning from 2 months ago. Other personality problems showed odd belief and magical thinking influence behavior, paranoid ideation, peculiar behavior. General condition was poor because she refused the food and lost the ability of caring herself. Past histroy reported previous psychotic episodes (1986, 1991) and family history reported the mental disorder of her brother. She was diagnosed as late-onset schiaophrenia, paranoid, episodic with interepisode residual symptoms (Paraphrenia) and schizotypal personality trait. During the hospitalization, she had been studied ; brain MRI was nonspecific, brain SPECT showed the hypoperfusion of frontal lobe. She was treated with high-potency antipsychotic (haloperidol) and a supportive psychotherapy. She improved and was discharged with clear sensorium without any psychotic symptoms but no insight.

Objectives : Although chronic prostatitis is extremely frequent, there had been very vague analyses and solutions with regard to this disease and the treatment is still challenging. An antibiotic is usually given for a longer period of time, 4-12 weeks. For years, the cranberry(Vaccinium macrocarpon) has been widely used to prevent and treat urinary tract infections, because cranberry has been shown to interfere with bacterial adherence to urothelium. The main objective of this investigation was to verify whether or not the cranberry juice is capable of the complementary therapy for chronic prostatitis. Methods : The selected subjects were 69 patients diagnosed with NIH-category IIIb chronic prostatitis between the periods of March to October, 2004. The first-line treatment was daily 3 times intake of levofloxacin 100mg for 4 weeks. Randomly selected 34 patients were prescribed with 150ml of cranberry juice intake, two times a day for 12 weeks and the remainder 35 patients were managed conservatively only after ceasing the antibiotic. The patients were reevaluated 4 and 12 weeks later. Results : At the baseline stage, NIH-CPSI scores were 25.8±7.4 and 25.4±7.0 for the cranberry juice group and the conservative group. 4 weeks after the antibiotic treatment, they were 16.91=4.5 and 17.8±4.8 and thus implied the improvements without difference between the two groups(p>0.05). For the conservative group, there were 6 patients who experienced deteriorations 8 to 12 weeks later and as the NIH-CPSI scores reached 19.2t17.3, thus there were no significant improvements compared to baseline(p>0.05). Within the cranberry juice group, there was no patient with symptoms worsened and the NIH-CPSI scores at 12 weeks reached 13.5±3.9 with significant improvements compared to baseline(p<0.05). All the patients did not experience any side effects due to the cranberry juice intake. Conclusion : Under the present circumstances of proposing the distinctive standard and providing a suggestion to replace the antibiotics for the treatment of chronic prostatitis, the short timed and limited use of the antibiotics accompanied by the cranberry juice demonstrated sufficient possibility and effectiveness. Thus the cranberry juice could be appointed as the complementary therapy in chronic prostatitis without serious adverse effects.

This paper deals with results of investigations on the species composition caught by long bag net around Seonyu Island of Gogunsan Area, during the period from April to November in 1979, and results are as follows : 1.A total of 85 species in 54 families was found. It was composed of 71 species (or 83.5% ) of finfishes in 46 families, 8 species (or 9.4%) of Crustaceans in 5 families and 6 species (or 7.1% ) of Cephalopods in 3 families. 2.Each fish can be classified in to followings five in each season groups being change in quantity appearance of the species caught by Long Bag Net. 1).Species caught of small quantity in the whole year round(Subfamparalichthinae, Verasper variegatus, Hexagrammos otakii ) 2).Species caught of Large quantity in the period from April to November(Engraulis japonica, Spepiella japonica Acetes japonicus) 3).Peak time of catches In the period from April to June and finishes in the summer (Pholis taczanowskii(Larva), Ammodytes personatus, Hemiramphus Kurumeus) 4).Peak time of catches in the period September and Octerber, beginning in about August (Trichiurus lepturus, Collichthys fragils, Crustae Larva) 5).The catchies in spring and in autumn season(Engraulidae, Loliginidae Shrimp) 3.Species caught of the Sounyu Island were observed to change three times a year, in April, August and November, in another words, there are three seasonal species caught; the species caught in the period of rise in water temperature from April to July, those in the period of fall in water temperature from August to September and those in the period of low water temperature from December to February or March. 4.Judging from the amount of catchies for fishery at Seonyu Island Gogunsan sea were small ancovy(Engraulis japonica 24.9%), small Northern sand ladn = Ammodytes personatus 6.7%, Acetes japonica 4.89%, Pholis taczanowskii 4.77%, Loligo japonica 4.47%, Penaeus joyneri 3.2%, Trichiurus lepturus 2.8%. 5.Composition of body length of appearing species reaches is at 31.5%(0.5-3cm) Juvenile stage, 55.4%(3.1-7cm) in Yong stage, above 13.1%(7.1-30cm) in Adult stage. 6.Long Bag Net bring about loss in usual Larval stage of marine biologist, it's death means a serious loss to the to the world of science and selfgoverment industry.
