본 연구에서는 창지투(?吉?)선도구와 북한의 나선특별시 간의 경제 협력의 배경과 추진현황 및 제약 요인에 관하여 토의하려고 한다. 창지투 선도구와 북한의 나선특별시 간의 경제협력은 지린성의 “항구를 빌어 바다로 나가는 전략”을 실현하는 관건이며, 북한이 나선특별시의 개발 및 개방을 통해 경제 회생의 돌파구를 마련하는데 중요한 계기가 될 것이며, 두만강지역 국제자유무역지대 건설에 중대한 의의를 지니고 있다. 창지투선도구와 북한의 나선특별시간 경제협력의 중점 과제로는 북한의 나진항을 통하여 중국의 동북지역과 남방지역을 잇는 다국적 운송통로와 몽골, 러시아, 중국, 한국, 일본 더 나아가 미주지역을 잇는 동북아지역 물류운송 통로의 구축; 자원개발과 수출가공을 중심으로 한 산업협력; 두만강지역의 다국적 관광협력; 두만강지역 국제자유무역 지대의 건설 등이다. 현재 창지투선도구와 나선특별시간 경제협력은 사회기초 시설 투자에 필요한 자금 조달, 북한 경내 도로, 철도, 항만 등 기초 시설 건설자금의 마련, 두만강지역 국제물류 통로의 원활한 운영에 소요되는 물류집산지의 건설, 산업단지 건설에 필요한 기업유치, 다국적 관광업의 활성화에 필요한 개방정책 등 여러 가지 문제에 직면하고 있다. 두만강지역 다국적 개발 협력을 제약하는 주요 요인들로는 두만강 지역개발 이익을 둘러싼 주변국의 이해관계; 막대한 자금 수요에 비하여 외자유치의 미비; 북한의 열악한 인프라 환경과 체제개혁의 지연; 북한의 “핵개발”로 인한 동북아 지역의 복잡한 정치, 외교적 환경 등이다. 창지투선도구와 북한의 나선특별시간 경제 협력을 진일보 추진하려면 북?중 두 나라 정부가 이 지역에 대한 특수한 정책을 실시하는 동시에 공동개발에 필요한 자금 지원의 확대와 아시아은행 등 국제 금융기구의 공적자금 활용이 필요하다. 북한 정부는 당초 중국의 심천특구 건설 경험들을 적극 수용하여 북한 실정에 알맞은 특구건설 대안을 모색하는 것 역시 중요한 과제이다. 나진항과 부산항을 연결하는 물류운송 루트의 구축은 한국이 동북아 물류중심 국가로 부상할 수 있는 중요한 계기가 될 것이다. 따라서 한국은 단순히 관망하거나 북한이 중국의 영향권에 편입되는 것을 우려하는 자세에서 벗어나 적극적으로 두만강지역 개발 협력에 참여해야 할 것이다. The economic and trade cooperation between Changchun?Jilin?Tumen Pilot Zone and the city of Luoxian in DPRK is the need for the realization of the strategic target of the Changchun?Jilin?Tumen Pilot Zone, the promotion of the opening up of the city of Luoxian in DPRK, and the promotion of the economic and trade cooperation in countries in Tumen River area. In the process of Promoting economic and trade cooperation between Changchun?Jilin?Tumen Pilot Zone and the city of Luoxian in DPRK, The construction of the logistic corridor is the focus, International tourism cooperation is an important carrier of bilateral economic and trade cooperation, while the manufacturing industry cooperation which is mainly about processing trade is the direction of the development of bilateral economic and trade cooperation. Hence, Corridor construction has to be focused to accelerate international tourism and industrial cooperation, Promoting economic and trade cooperation between Changchun?Jilin?Tumen Pilot Zone and the city of Luoxian in DPRK in a smooth and orderly manner.
Behavioral Based Safety Implementation to Improve Industrial Safety in Taiwan Local Industries

Since the 1970s, practicing of Behavior-based safety (BBS) concept among some developed countries has been considered as an effective technique to tackle occupational safety and health issues. BASF, Dow Chemical and Toyota Motor are some big corporations that have been creating their own plans to implement BBS programs. BBS was first introduced to Taiwan`s industries in the past decade. Although many companies from different local industries begin to follow the same paths of implementing BBS programs by either directly use or adapt these big foreign corporations`plans, the results are not quite as promising as the local companies wished. Because of the plans ineffectiveness, local companies don`t see the need to further promote such plans. This study takes aim at the reasons that may contribute to the ineffectiveness of the BBS programs when they were implemented locally. This study also strives to build a model and strategy that fits for Taiwan`s local industries with means of extensive literature review and through on-site survey of local industries that have implemented the BBS plans. Three local companies, each represents different industry, participated our on-site survey, and a TO-DOIT model was proposed in our research. Specifically, our TO-DOIT model is a revision that is extended from researcher Geller`s DOIT model. The DOIT is an abbreviation of define, observe, intervene, and influence, while our TO-DOIT is to promote the top management support and full participation as foundations for DOIT.

Fitful locally, our TO-DOIT model is capable of assisting Taiwan’s local industries to promote safe behavior. A true practice of TO-DOIT model shows that after its implementation in a local company, the injury rate decreased from 39 in 2005 to 20 in 2010, injury frequency rate decreased from 0.75 in 2005 to 0.09 in 2010, and the aggregate damage index decreased from 0.17 in 2005 to 0.04 in 2010. In conclusion, the proposed TO-DOIT model is much more effective and fits better to Taiwan’s local industries in promoting BBS.

The collaborative teaching research was conducted in northern Taiwan’s Tayal indigenous tribe to practice a constructivist inquiry-based science project curriculum implementing place-based education for kindergarten children. Research participants included 2 classroom teachers and 15 young children. Entering the natural tribal context, the researcher collected data through field observations, interviews, and other documentation. Qualitative method was adopted to analyze research data. A bamboo project was implemented relating to children’s life experiences. Research findings reveal: (1) teachers and children managed to co-construct a science project curriculum based on local resources and Tayal traditional knowledge (2) children developed basic scientific concepts and knowledge about natural plants through the inquiry-based project curriculum and (3) teachers regarded their roles as being colearners with children and realized the importance of children’s active involvement in the constructivist inquiry-based teaching. The result can help to improve science teaching/learning for indigenous children by utilizing environmental resources as well as traditional knowledge in future education.

<P><B>Abstract</B></P> <P>A new type of optical in-line holographic three-dimensional (3-D) video display system with omnidirectional viewing zones by using a center-symmetric multi-sideband filtering method is proposed. The frequency spectrum of the complex hologram is center-symmetrically divided into even numbers of multi-sidebands and partitioned into two groups by being alternately selected along the angular direction. One group corresponding to the conjugate image is filtered out in both of the digital-recording and optical-reconstruction processes with their specific filter masks. Then, from the other group, the real image, which can be viewed from almost all directions with a set of angularly-subdivided viewing zones, is reconstructed on the optical 4-<I>f</I> lens system without a conjugate image. Fourier-optical analysis and experiments with 3-D objects in motion confirm the feasibility of the proposed system.</P>

According to Taiwan’s Council of Labor Affairs (CLA)’s occupational accident statistics in 2012, unsafe behavior contributed to 80% accidents in local manufacturing industries. Some programs are introduced by the government to br ing down the accident rates. One such program aims to improve safety and environmental health through counseling for local manufacturing industries by conducting safety culture assessment using questionnaire th a t i s der ived from s ome literatures o f safety culture. However, researchers also stated that the use of questionnaire to measure safety culture is not without limitations. This research hence will evaluate the questionnaire that is being used, and to identify the influence of the workers background to safety climate based on the evaluated questionnaire result s that were conducted among more than 700 local metal industries’ workers. Confirmatory factor analysis, structural equation modeling and ANOVA analysis will be used to evaluate the questionnaire and identify the workers influence. Preliminary result shows that the overall safety climate score was good and some, but not all, workers’ background significantly related to safety climate. A revision of the questionnaire is also recommended.

The physical mechanisms of electron mobility and balistic drain curent enhancement by stress are investigated. From modified higher-order k·p band calculations, the stress-induced split of the conduction band edge and the effective mass change are quantitatively evaluated. It was experimentaly and theoreticaly demonstrated that the energy surface of 2-fold valeys in Si NMOSFETs on a (001) wafers is especially warped due to a uniaxial [110] stress, resulting in a lighter transverse effective mass of the 2-fold valleys parallel to the stress. The physical reasons for the warped subband structure and the abnormal mobility enhancement caused by the uniaxial stres are investigated. The rates of variation of the experimental electron mobility in NMOSFETs on wafers with (01) orientations undera <110> uniaxial stress as a function of the channel direction is theoretically studied. The limits of electron mobility enhancement and the effectiveness of stress enginering in enhancing the balistic drain current of NMOSFETs are also discussed.
Experimental and Theoretical Studies of Bidirectional Variable Curvature Friction Pendulum Bearing

In this study, to satisfy the base isolation demand of large-scale building structures under different earthquake records, a new bidirectional variable curvature friction pendulum bearing (BD-VCFPB) is proposed. The VCFPB is designed in detail based on the basic principle of a friction pendulum system. Moreover, the sliding interface function, gap between the slider and the sliding interface, and polytetrafluoroethylene (PTFE) plate stress are studied. Finally, a dynamic cyclic test is conducted to study the influence of the slider size, contact pressure on the PTFE plate, and loading frequency on the hysteretic behavior of the VCFPB. The results indicate that the hysteretic curves of the horizontal force and the displacement are regular, symmetrical, stable, and full, and clearly reflect the variable curvature convex and concave characteristics and the excellent behavior of energy dissipation of the BD-VCFPB. The sliding friction coefficient varies significantly with the contact pressure on the PTFE plate and the loading frequency; however, it has little relation with the slider size. A hysteretic model is proposed based on the results of a unidirectional test, and it is in good agreement with the hysteretic curves of the horizontal force and the displacement from a bidirectional test.
