Protection of Sports Right as of Basic Human rights and National Sport Promotion

This shows the worldwide recognition of Sports right, but this does not literally mean that the idea of Sport for All has fully been realized all over the world. Immediately after the Charter had been adopted by UNESCO, I took part in the international conference on the subject of Sport for All held in Turin, Italy11 Sadao Morikawa, Another idea of Sport for all, "Taiikuka Kyiku", January 1980. and I heard a speech of Professor A. Wohl, Polish sports sociologist. He said : such a popularization of sports has been brought about and realized by a long period of struggles for workers' sport movement waged before and after the world war II, and the International Charter tells us that we still have a various kind of obstacles to the popularization of sports to be overcome. He also affirmed: as long as there really remains discrimination of class and race and there exist inequalities in the basic living conditions between the nations, particularly in the science and culture, the idea of Sport for All will be nothing but some kind of simple paper slogan if we fail to resolve them.
Systematic Investigation on Momentum Distributions of Projectile-like Fragments at E/A = 290 MeV

A systematic investigation on the longitudinal and transverse momentum (P_L and P_T distributions of projectile-like fragments (PLFs) produced at intermediate energies has been performed experimentally. The momentum distributions of PLFs in a broad range of mass and charge, produced from 290 MeV/u Ar- and Kr-beams with various targets (C, Al, Nb, Tb and Au), were observed. The analysis of P_L distributions with an asymmetric Gaussian function provides the deceleration effect and the width of the distributions with good precision. A definite systematics is found in both the deceleration effect and the width. The broader width obtained at the low-momentum side indicates the contribution of multi-step processes at this energy. The target and energy dependencies of the induced momentum width are also shown. The analysis of P_T distributions with an off-centered Gaussian function provides not only the width, but also the orbital-deflection effect. In principle, the width is independent on the target, and is consistently reproduced based on the previously proposed formulation. In contrast, the deflection effect shows a strong target dependence. In the case of one-nucleon removed fragments, the main part of the deflection effect can be understood by the Coulomb repulsion. The systematics of the momentum distributions, shown in the present studies, is important for evaluating the production cross sections of PLFs. Especially, the P_T distribution is crucial to deduce production cross sections from the production rates of PLFs, which are observed at the forward angle within the limited angular acceptance.
New Aspects of Iterative Learning Control

This paper points out two new aspects of ILC??(Iterative Learning Control). One is to find out new applications of ILC and the other is to use feedforward input patterns obtained through ILC in order to generate new motions of robots. As new applications, passive human motions and underwater robot arm motions are explained in thispaper. As the use of feedforward input patterns, the key ideas of a time-scale transformation method and a space-scale transformation method are explained.??

Conditions relating to universal design of the historic tourist areas around the JR Kita-Kamakura Station were studied in order to develop a barrier-free road map for wheelchair visitors. On the average, about 18,000 passengers were utilizing the station per day. Access conditions of the station facilities including means of using the platforms and toilets were examined in cooperation with wheelchair passengers. Access conditions of shops along a 1.8 km-long main streets leading to the station were examined in terms of road-floor height differences, and entrance and aisle widths, road signs and toilets. For the station, the need was suggested for providing a lift for reaching the platform and a multi-purpose toilet. Of 70 shops along the street, only 23% had the road-floor height difference of 2cm or less, 31% that of 3-6cm and 46% that of 7cm or more. The entrance width of 90cm or more was cleared by 41% and the aisle width of 90cm or more by 44% of the shops. Thus, 36% of the shops were evaluated to be accessible for wheelchair users. There were few multi-purpose toilets available along the street and an insufficient number of road signs for tourist routes. It was suggested that the rate of wheelchair-accessible shops would increase substantially by eliminating road-floor differences and that there was an urgent need for improving the accessibility for wheelchair visitors in terms of the station facilities, road signs and toilets. On the basis of these results, a road map describing barrier-free conditions for wheelchair visitors was designed and published. It was found useful together with barrier-free maps previously offered for other tourist routes of the city.
The Current Situation and Problems of Life-Long and Community Sports Policy in Japan

Purpose: This study has the objective in analyzing the current situations of Comprehensive Community Sport Clubs(CCSC) which is one of the most important point of life-long and community sports policy in Japan to reveal challenges and prospects of life-long and community sports policy in Japan. Method: The methods mainly used in the study are the analyzes of research dates and some documents including the White Paper of Ministry of Education, Culture, Sports, Science and Technology-Japan. Result: Basic Plan for the Promotion of Sports (2000) in Japan and its Lifelong Sports Policy indicated two policy goals for improving the local and regional sports environments with a view to achieving lifelong sports society; (1) Achieving a society that is active in sports throughout life by giving everybody the opportunity to engage in sport anywhere anytime and forever, regardless of physical strength, age, capacity, interest and purpose. (2) The target is to achieve at the earliest possible time a level of engagement in sports whereby one out of every two adults(50%)engages in sports activities at least once a week. The Plan also indicated that in order to achieve the policy goals it is essential to create by 2000 at least one Comprehensive Community Sports Club in each municipality (city, town, village) nationwide by 2010. But now the number of CCSC; 2,555 as of July 2007(including ones under formation or preparation counts) and totally 1827 units of city, town and village in Japan (according to an investigation by the MEXT), is created about 79% in 1,742 municipalities(3,255 municipalities before "Large Merger"). Conclusion: Firstly, this policy( the creation of CCSC) has played a role of " fig leaf " to obscure poverty sports administration. The evidence in public sports facilities has declined in the past 18 years about 20, 000 places ( 13,6 276 points in 2008 from 1990 15,6 548 places) . Secondary, we must fight to create the new movement in order to protect and require the sports right.
