      • Utilization of Social Network Services in Mobile Government System Adoption : The Mediating Role of Online Social Influence

        Wireless and mobile technologies, especially the use of emerging social media, have become ubiquitous parts of people’s lives. The development of social media persuaded various organizations including businesses and governments around the world to join these sites in an attempt to benefit from the new powerful way of communication and interaction and take advantage of the hidden influence provided by such tools. This phenomenon significantly impacts the way individuals share their content and influence one another. This online environment provides a new perspective for current social influence theories. For example, social media can be perceived as a platform that is easily accessible for anyone with Internet connection. It is the new medium through which individuals, businesses, organizations, governments, as well as civil society, engage and interact in this information age. As such, governments can reshape their relationship with their constituents, enhance public awareness, and increase the level of citizen engagement and participation. In the 21st century, the importance of adapting to a rapidly advancing world and leveraging changes to benefit governments is widespread. The government needs to be more open and transparent about its work, and these social networking sites can help evolve a participatory, innovative, and inclusive governing model, that is, the government cannot only spread awareness regarding its policies and plans but also engage in a two-way communication where it can receive instant citizen feedback and incorporate suggestions that are provided by common people for an appealing design and proper delivery of public services, thereby resulting in an effective adoption of services. The use of Web 2.0 tools is considered a new means of communication, not only in the political field but also on the government level, to influence civic engagement, co-produce public services, shape opinions and attitude, and influence “buy-in” to mobile government (m-Government) services. Governments usually adapt business-oriented communication solutions for their own necessities, and SNSs introduces a wide perspective where citizens can have a deep participation when the government uses an appropriate citizen relation management tool. These factors contribute to e-government in twofold, namely, (1) by understanding citizens’ needs through data processing and (2) by allowing direct interaction with citizens through immediate interaction or by including ads. In the field of e-government, as a way of the government to deliver information and services through the Internet or other digital means, SNSs can contribute to positive attitudes toward government 2.0 and general trust in the government. SNSs could be a complementary tool for e-government, where citizens not only receive information but also collaborate on its generation and influence one another’s opinion on its perceived value. This study proposes that the advent of the Internet and other related technologies has increased the role of opinion leadership, which is traditionally used to amplify social and political communications and actions through social influence mechanism. Online social influence could be classified as normative when seeking compliance, identification, or internalization or informational, which is relevant to the online environment. In the literature, social influence remarkably affects SM. However, the best way to explain the underlying processes, measure the effects, and maximize the impact of social influence is still unknown. Based on these, the present study aims to determine the critical underlying processes for the online social influence that stems from opinion leadership and leads to the adoption of m-Government. It also aims to propose a framework under the Moroccan context. The main processes considered include those that focus on enhancing the perceived value of potential users to positively affect their attitude. Closely analyzed, this global perceived value is multiform, and each form corresponds to the purpose of a separate social influence process that an opinion leader can emphasize. First, perceived usefulness could mediate the impact of social influence on adoption intention through persuasion and conformity, wherein the opinion leader could showcase the added performance obtained by the potential users in using preferred government services. Second, contextual perceived value mediates the effect of social impact through influence informational processing where the influencer emphasizes showcasing information on the convenience of any context-based services (e.g., locationbased services) on their wireless and mobile devices. Third, perceived ease of use, wherein an influencer could focus on persuasion and socialization processes to effortlessly convince potential users of target services. The proper and effective use of social media could be achieved by involving genuine online opinion leaders, such as government officials; celebrities; or even experts hired from other fields, including business or civil society, to engage in a two-way interactive platform for persuasion and discussions. This approach is likely to spread awareness among citizens about the overall perceived value of m- Government services and to enable government–target citizen interaction, which will eventually help improve the design and effective adoption of government services. The present article aims to depict how governments could inform and serve people while marketing its offerings and influencing the citizens’ engagement toward the adoption of m-Government services through social media. An attempt is made to study how the different governments worldwide are using the social media platform in their governing models to promote the adoption of m-Government services. A conceptual framework is proposed by extending the mobile service acceptance model based on the critical review findings. Finally, this study calls for further research on m-Government adoption, considering the role of influencer marketing. This study culminates by providing practical, theoretical, and policy implications of the findings.

        Identification and antimicrobial susceptibility of Escherichia coli isolated from broiler chickens affected by colibacillosis in Tiaret Province

        Colibacillosis, which is caused by Escherichia coli (E. coli), is one of the most common infectious diseases affecting poultry and causes the great economic losses to poultry production worldwide. The present study investigated the presence of E. coli in broiler chickens affected by colibacillosis and reared at various locations in Tiaret Province as well as evaluated the susceptibility of isolated E. coli strains to various antimicrobial agents. A total of 110 samples collected from 55 broiler chickens representing liver (n=55) and spleen (n=55) showing lesions suspected to be colibacillosis were analyzed by conventional methods, and 33 E. coli isolates were tested on a panel of seven antimicrobial agents using the disk diffusion method. The overall isolation rates of E. coli were 60% (33/55) and 50.9% (56/110) in whole chickens and organs, respectively. There was no variation in the isolation rate between organs: 50% (28/56) for liver and 50% (28/56) for spleen. All E. coli isolates tested showed 100% resistance to Nalidixic acid and Ofloxacine, followed by 93.93%, 90.90%, and 51.51% resistance to Tetracycline, Trimethoprim-sulfamethoxazole (Co-trimoxazole), and Chloramphenicol, respectively. However, low resistance to Gentamycin was observed (12.12%), whereas all E. coli isolates were susceptible to Colistin sulfate. Multidrug resistance was observed in 96.96% (32/33) of the isolates tested. We conclude that E. coli was largely present in broiler chickens affected by colibacillosis in Tiaret Province, and multidrug-resistant E. coli isolates showed high resistance to multiple antibiotics.

        The recent convergence of ubiquitous computing and context-aware computing has seen a considerable rise in interest in applications that exploit aspects of the contextual environment to enhance implicit user interaction, offer services, present information, tailor application behavior or trigger adaptation. However they are often insufficient to provide adequate environments for people with special needs and allow them to be an integral part of society. This paper presents our approach to enhance environment services to peoples with special needs. Particularly it highlights the data representation and implementation of this approach under a framework based on the Web Ontology Language OWL-DL. A prototype of this framework was integrated in a smart home demonstrator and tested with users under a laboratory conditions.

        Mechanical Properties Analysis of 4340 Steel Specimen Heat Treated in Oven and Quenching in Three Different Fluids

        This paper proposes a statistical approach to analyze the mechanical properties of a standard test specimen, of cylindricalgeometry and in steel 4340, with a diameter of 6 mm, heat-treated and quenched in three different fl uids. Samples were evaluatedin standard tensile test to access their characteristic quantities: hardness, modulus of elasticity, yield strength, tensilestrength and ultimate deformation. The proposed approach is gradually being built (a) by a presentation of the experimentaldevice, (b) a presentation of the experimental plan and the results of the mechanical tests, (c) anova analysis of varianceand a representation of the output responses using the RSM response surface method, and (d) an analysis of the results anddiscussion. The feasibility and effectiveness of the proposed approach leads to a precise and reliable model capable of predictingthe variation of mechanical properties, depending on the tempering temperature, the tempering time and the coolingcapacity of the quenching medium.

        Incorporation of marble waste as sand in formulation of self-compacting concrete

        Concrete is the most widely used building material all over the world, because of its many technical and economic qualities. This pressure on the concrete resource causes an intensive exploitation of the quarries of aggregates, which results in a exhaustion of these and environmental problems. That is why recycling and valorization of materials are considered as future solutions, to fill the deficit between production and consumption and to protect the environment. This study is part of the valorization process of local materials, which aims to reuse marble waste as fine aggregate (excess loads of marble waste exposed to bad weather conditions) available in the marble quarry of Fil-fila (Skikda, East of Algeria) in the manufacture of self- compacting concretes. It consists of introducing the marble waste as sand into the self-compacting concrete formulation, with variable percentages (25%, 50%, 75% and 100%) and to study the development of its properties both in fresh state (air content, density, slump flow, V-funnel, L-box and sieve stability) as well as the hardened one (compressive strength and flexural strength). The results obtained showed us that marble wastes can be used as sand in the manufacture of self compacting concretes.

        Effect of nonlinear FG-CNT distribution on mechanical properties of functionally graded nano-composite beam

        This work focused on the novel numerical tool for the bending responses of carbon nanotube reinforced composites (CNTRC) beams. The higher order shear deformation beam theory (HSDT) is used to determine strain-displacement relationships. A new exponential function was introduced into the carbon nanotube (CNT) volume fraction equation to show the effect of the CNT distribution on the CNTRC beams through displacements and stresses. To determine the mechanical properties of CNTRCs, the rule of the mixture was employed by assuming that the single-walled carbon nanotubes (SWCNTs)are aligned and distributed in the matrix. The governing equations were derived by Hamilton’s principle, and the mathematical models presented in this work are numerically provided to verify the accuracy of the present theory. The effects of aspect ratio (l/d), CNT volume fraction (Vcnt), and the order of exponent (n) on the displacement and stresses are presented and discussed in detail. Based on the analytical results. It turns out that the increase of the exponent degree (n) makes the X-beam stiffer and the exponential CNTs distribution plays an indispensable role to improve the mechanical properties of the CNTRC beams.

        Effect of crack on the impact response of plates by the extended finite element method (X-FEM)

        The dynamic response of cracked isotropic plates subjected to impact loading is studied in this paper. The impact properties of crackedplate are compared with the virgin ones to predict the eventual presence of discontinuities in plates. The extended finite element method(X-FEM) is employed in the mathematical modeling of the impact problem, wherein the effects of shear deformation is considered. Conventionalfinite element without any discontinuity is initially conducted in the numerical implementation. Enriched functions are thenadded to the nodal displacement field for element nodes that contain cracks. The effects of crack length and crack position on contactforce and on plate deflection are analyzed. Results show that the maximal contact force decreases as the deflection increases with increasingcrack length a . The effect of crack position on the dynamic response is less pronounced when the crack is near the fixed end.

      • Dynamic calculation of a tapered shaft rotor made of composite material

        This work proposes a theoretical and numerical study on the behavior of a tapered shaft rotor made of composite materials by the classical version h and the version p of the finite element method. Hierarchical form functions are used to define the model. The purpose of this paper is to determine the expressions of the kinetic and potential energies of the tree necessary for the results of the equations of motion. A comparison between the version h and the p version of the finite element method of the functions of polynomial and trigonometric hierarchical forms with six degrees of freedom per node, of a composite tapered and cylindrical shaft which rotates at a constant speed about its axis. It is found that when the number of functions of form (the version p) is increased, the solution converges. It is also observed that the conicity of the shaft increases the rigidity with respect to a uniform shaft having the same mechanical properties. The numerical simulation allowed us to determine the natural frequencies and the critical speeds of the composite shaft systems are compared with those available in the literature and the effectiveness of the methods used are discussed.
