        The influence of doping on the structural and morphological properties of the phosphor system, obtained ultrasonically via Spray Pyrolysis from common gadolinium and europium nitrate solutions, was studied. The particle morphology, crystalline and chemical structure were studied by XRD, SEM and EDS. TEM was applied in order to identify the structure and growth of "primary nanoparticles" and determine the presence of domains locally affected by "Moires Frames" and "Crystallite Size". The SADP allows determining the presence of a polycrystalline material with two phases in the "as-prepared" samples, and only an Ia3 phase along the thermal treatment.

        Mucoperiosteal Flap Necrosis after Primary Palatoplasty in Patients with Cleft Palate

        Background The prevalence of flap necrosis after palatoplasty in patients with cleft palate. The prevalence of mucoperiosteal flap necrosis after palatoplasty remains unknown, and this complication is rare. This event is highly undesirable for both the patient and the surgeon. We present here a new scale to evaluate the degree of hypoplasia of the palate and identify patients with cleft palate at high risk for the development of this complication. Methods In this case series, a 20-year retrospective analysis (1994-2014) identified patients from our records (medical records and screening day registries) with nonsyndromic cleft palate who underwent operations at 3 centers. All of these patients underwent operations using 2-flap palatoplasty and also underwent a physical examination with photographs and documentation of the presence of palatal flap necrosis after primary palatoplasty. Results Palatal flap necrosis was observed in 4 cases out of 1,174 palatoplasties performed at these centers. The observed prevalence of palatal flap necrosis in these groups was 0.34%. Conclusions The prevalence of flap necrosis can be reduced by careful preoperative planning, and prevention is possible. The scale proposed here may help to prevent this complication; however, further studies are necessary to validate its utility.

        Numerical investigation of truck aerodynamics on several classes of infrastructures

        This paper describes the effect of different testing parameters (configuration of infrastructure and truck position on road) on truck aerodynamic coefficients under cross wind conditions, by means of a numerical approach known as Large Eddy Simulation (LES). In order to estimate the air flow behaviour around both the infrastructure and the truck, the filtered continuity and momentum equations along with the Smagorinsky–Lilly model were solved. A solution for these non-linear equations was approached through the finite volume method (FVM) and using temporal and spatial discretization schemes. As for the results, the aerodynamic coefficients acting on the truck model exhibited nearly constant values regardless of the Reynolds number. The flat ground is the infrastructure where the rollover coefficient acting on the truck model showed lowest values under cross wind conditions (yaw angle of 90), while the worst infrastructure studied for vehicle stability was an embankment with downward-slope on the leeward side. The position of the truck on the road and the value of embankment slope angle that minimizes the rollover coefficient were determined by successfully applying the Response Surface Methodology.

        Experimental and numerical analysis of new bricks made up of polymer modified-cement using expanded vermiculite

        In this paper, the properties of the cement mortar modified with styrene acrylic ester copolymer were investigated. Expanded vermiculite as lightweight aggregate was used for making the polymer modified mortar test specimens. To study the effect of polymer–cement ratio and vermiculite-cement ratio on various properties, specimens were prepared by varying the polymer–cement and vermiculite-cement ratios. Tests of physical properties such as density, water absorption, thermal conductivity, three-point flexure and compressive tests were made on the specimens. Furthermore, a coupled thermal-structural finite element model of an entire corner wall was modelled in order to study the best material configuration. The wall is composed by a total of 132 bricks of 120 × 242 × 54 size, joined by means of a contact-bonded model. The use of advanced numerical methods allows us to obtain the optimum material properties. Finally, comparisons of polymer–cement and vermiculite-cement ratios on physical properties are given and the most important conclusions are exposed.

        테러와의 전쟁과 표현의 자유에 관한 몇 가지 고찰

        표현의 자유는 전통적으로 전쟁의 시기에 위축되었으며, 테러와의 전쟁도 그 예외가 아니다. 9‧11 테러 이후, 표현의 자유에 대한 압박은 행정부, 입법부, 사법부의 모든 국가기관으로부터 가해져 왔다. 기존 법률의 집행이 강화되었고, 새로운 법률이 제정되었으며, 또한 법원도 헌법상의 표현의 자유를 덜 보호하는 헌법해석론을 전개하고 있다. 이 발제는 표현의 자유 특히 언론미디어의 자유(the freedom of press)에 영향을 미치는 테러 관련 국가의 일부 행위들에 관해 논의하고자 한다. 이 발제에서 다루고자 하는 주제는 국가안보국(NSA; National Security Agency)의 은밀한 감시프로그램을 둘러싼 소송사태, 기밀정보 누설자들에 대한 오바마 행정부의 공격적인 형사기소, 그리고 테러와 연관된 표현에 대한 새로운 법률적 제한에 관한 것이다.

        Some Observations Regarding the First Amendment and the War on Terror

        Freedom of speech has traditionally suffered at times of war, and the War on Terror is no exception. Following 9/11, pressures on the freedom of speech came from all three branches of government: from increased executive enforcement of existing laws, to new legislation, to judicial constitutional interpretations that appear less protective of the freedom of speech. The presentation will discuss some of these terror-related government actions affecting the freedom of speech and, in particular, the freedom of the press. Topics include the litigation over the NSA’s secret surveillance program, the Obama Administration’s aggressive prosecutions of leakers of classified information, and a novel statutory restriction on speech associated with terror.

        The Supreme Court`s Endorsement of A Politicized Judiciary : A Philosophical Critique

        Approximately 80% of state judges in the U.S. are elected for office. In an effort to prevent the politicization of these judicial elections, many American states forbade judicial candidates from announcing their views on disputed legal or political issues during their election campaign. In 2002, the U.S. Supreme Court declared these regulations an unconstitutional abridgement of the freedom of speech. The Court rejected the claim that the restrictions were important for judicial impartiality, concluding that although states were free to abandon judicial elections altogether, they had to allow candidates to announce their controversial legal and political views it they held judicial elections. Politicized judicial elections campaigns, said the Court, do not constitute a danger to proper judicial decision -making ; in fact, judicial elections were positively aimed at allowing the public to choose the political inclinations of judges. These startling conclusions relied (impliedly) on a theory of legal interpretation having much to do with early legal positivism. Although many contemporary positivists deny that their theory has anything to say about legal interpretation, earlier positivists (including the movement’s modern patriarch, H.L.A. Hart) believed that legal interpretation was simply a matter of following linguistic conventions. Accordingly, legal positivism distinguished between two modes of judicial decision - making: the non-discretionary adherence to the literal language of authoritative legal rules, and judicial legislation - law -making by judicial opinion. Judges either follow legal rules or else write them. When examined through these conceptual lenses, politicized judicial elections are not a danger to judicial impartiality. If judicial decision -making is comprised of the non-discretionary following of the language of authoritative rules, then a judge’s ideological bias can have no proper impact on the decision ; and if judicial decision - making is comprised of judicial legislation, then politicized decision -making is presumably unavoidable - since to legislate is to make political choices. Hence, politicized judicial elections - and indeed politicized judicial decision-making-are presumably both unavoidable and in perfect harmony with the ideal of judicial impartiality. The U.S. Supreme Court is not alone in endorsing a conception of legal interpretation which legitimizes politicized judicial decision-making ; but that conception - as many modern positivists came to concede (albeit at the price of their theary’s significance) - is utterly mistaken.
