        Management of Optimal Relations in a Modern Police Department

        Police organizations across the United States provide leadership training to all their officers, especially those officers that are in first line supervisor"s positions. Given the nature of police work, police officers act as leaders during calls for service. Police officers deal with numerous challenges and different expectations from residents and visitors, especially since 9/11. There is evidence of excessive violence, increasing wrongful deaths, deteriorating civil liberties, and escalating civil disobedience but these issues have not been fully explored. Several studies were examined in the course of this research on types of leadership training requirements, availability of training facilities, and effectiveness of training programs to eliminate the preceding issues. Others have investigated decision-making processes, and contingency as well as situational perspectives of leadership, but little research has been done in police organizations from the retired police officers’ point of view in the New York Police Department (NYPD). The purpose of this study was to examine what types of leadership training would allow police officers of the rank and file to be more receptive and more prepared to deal with challenges of leadership at the NYPD and to evaluate the training needs of officers to improve the overall performance of the NYPD. A total of 150 questionnaires were distributed to retired police officers with a response rate of 82%. The research concluded based on 123 respondents that the officers working at the NYPD officers did not receive adequate training in ethics and risk management. It also revealed that development of new and needed skills required for success are not extended down to all police officers, leaving no course to follow for police officers confronted with challenging circumstances.

        Guaranteed Cost Control of Linear Systems with Distributed Delays: A Complete Type Functionals Approach

        The design of a control law guaranteeing an upper bound on the performance index of linear systems with point wise and distributed delay is addressed. The control law is computed through an iterative procedure: at each step, it is the solution that minimizes the Bellman type equation obtained from plugging in the functional of complete type associated to the closed loop system of the previous step. It is shown that at each step, the closed loop system remains into the class of systems with distributed delays, the stability of the closed loop is maintained, and the guaranteed cost does not increase. The allowed continuous time varying norm bounded uncertainties guaranteeing the cost are also char-acterized. An illustrative example validates the approach.

        Practical Stability and Stabilization of a Class of Nonlinear Neutral Type Time Delay Systems with Multiple Delays: BMI’s Approaches

        In this paper, the practical stability and stabilization of a class of nonlinear neutral type time delay systems with multiple delays and bounded perturbations is discussed. Sufficient conditions based on Lyapunov-Krasovskii functionals are derived. They are formulated in terms of the feasibility of a set of Bilinear Matrix Inequalities (BMI’s). A practical exponential estimate of the system response is also obtained. This approach is shown to be useful in the solution of an engineering problem: the elimination of the stick-slip phenomenon in the drilling process.

        A Delay-based Nonlinear Controller for Nanopositioning of Linear Ultrasonic Motors

        This work introduces a delay-based nonlinear controller aimed at position control of linear ultrasonic motors (LUMs), which is termed the cascade nonlinear proportional integral retarded (CNPIR) control law. This new controller incorporates a time delay in its structure, composed of two nested loops. The inner velocity loop is regulated through an integral retarded (IR) controller that contains a time delay in its structure. The outer position loop resorts to a nonlinear proportional (NP) controller endowed by a saturation function. A tuning procedure for the CNPIR controller is also proposed, and it is based on the placement of multiple dominant roots. The inner loop is tuned by assigning a dominant triple root, whereas a method based on solving a transcendental equation allows tuning the outer loop and assigns two dominant roots. Moreover, pole dominance is assessed through the argument principle. Experimental results on a linear ultrasonic motor allow assessing the real-time performance of the proposed controller to achieve high precision and fast response in spite of the effects of inner disturbances, hysteresis, and friction phenomena.

        Oil Shocks and the World Rice Market Puzzle

        In the last thirty years the price of rice has been extremely volatile and most likely it has been driven not only by supply and demand but also by other external economic forces. Since a highly volatile rice price constitutes a serious threat to the lives of millions of poor in the Asian and African continents, this paper aims at investigating one of the main mechanisms believed to be at the basis of rice price formation, that is to say the impact of oil shocks on the rice market. A vector autoregression representation of world rice market and oil shocks is estimated. Oil shocks are treated as endogenous and are structurally divided into crude oil production shocks and crude oil price shocks. Rice market is represented by world rice supply and by Thai export price of rice. On the basis of the VAR model results, it is possible to notice that the linkage between oil and the rice market has been changing deeply since the late nineties, since rice market variables responds differently to the same oil shocks in different time periods. Our results show that the impact of oil prices on the price of rice is relevant in both the short and the long run, and its magnitude has been strengthening over the years. Moreover, the main channel of transmission seems not to be a disruption in rice supply caused by higher production costs. Finally, unexpected signs of response of rice supply and prices to rice market shocks confirm that the presence of an oligopoly between rice exporters, and governments’ interventions have been having a relevant destabilizing effect on the market.

        Students’ ‘Uses and Gratification Expectancy’ Conceptual Framework in relation to E-learning Resources

        This paper presents the systematic development of a ‘Uses and Gratification Expectancy’ (UGE) conceptual framework which is able to predict students’ ‘Perceived e-Learning Experience.’ It is argued that students’ UGE as regards e-learning resources cannot be implicitly or explicitly explored without first examining underlying communication theories and learning perspectives. As such, the theoretical framework is grounded in the confluence of theories from communication theories and learning perspectives. The integration of Expectancy-value Theory, and the Uses and Gratification Theory serves to accommodate the suggestion that elearning resources offer gratifications that are expected and valued by students. The key theoretical and practical assumptions of the UGE approach are highlighted and consistently implemented in the conceptual edifice.
