        Some approximation properties of modified Szasz-Mirakjan-Baskakov operators

        The generalization of well known Száasz-Mirakjan operators was introduction by G C Jain, Approximation of functions by a new class of linear operators, Journal of the Australian Mathematical Society, 13(3):271-276, 1972. In P Patel and V N Mishra, Jain-Baskakov op- erators and its different generalization, Acta Mathematica Vietnamica, 40:715-733, 2015 introduced the integral modification of Jain operators and discussed its different generalization. In this manuscript, we extend the study of the operators introduced by Patel & Mishra and discussed some direct results in ordinary approximation for this operators.         Assessment of physical stability and photoprotective activity of topical formulations added with calendula oil

        In the present work, the changes on physical properties (pH, viscosity, flow index and tixotropy) of topical formulations were evaluated following addition of calendula oil containing flavonoids. Also the photoprotective effect of these topical formulations were evaluated against ultra violet rays (UVR) induced sunburn in terms of sun protection factor (SPF). Formulation added with sun flower oil was used to compare the physical stability and photoprotective activity. Formulations added with calendula oil exhibited an average pH 7.2 and pseudoplastic behavior. The tixotropy values for formulations F3 and F4, after addition with calendula oil were found to be statistically decreased when compared with FS and Fb. The rheological parameters were constant during the study and the rheograms exhibited no sign of instability when studied at $4^{\circ}$, $27^{\circ}$ and $40^{\circ}C$ on different days of storage. The F3 and F4 samples showed statistically higher SPF (14 and 15 respectively) when compared with Fb (without active sunscreening agent). The highest SPF value 16 was recorded for FS (control formulation added with sun flower oil) while Fb showed lowest SPF vale 5.We concluded that F3, F4 and FS showed higher SPF and physical stability. This study of physical stability and photoprotectice activity of topical formulation can help in the development of sunscreen formulation.

        Synthesis of New VO(II), Co(II), Ni(II) and Cu(II) Complexes with Isatin-3-Chloro-4-Floroaniline and 2-Pyridinecarboxylidene-4-Aminoantipyrine and their Antimicrobial Studies

        The complexes of tailor made ligands with life essential metal ions may be an emerging area to answer the problems of multi drug resistance. The coordination complexes of VO(II), Co(II), Ni(II) and Cu(II) with the Schiff bases derived from isatin with 3-chloro-4-floroaniline and 2-pyridinecarboxaldehyde with 4-aminoantipyrine have been synthesized by conventional as well as microwave methods. These compounds have been characterized by elemental analysis, molar conductance, electronic spectra, FT-IR, FAB mass and magnetic susceptibility measurements. FAB mass data show degradation of complexes. Both the ligands behave as bidentate and tridentate coordinating through O and N donor. The complexes exhibit coordination number 4, 5 or 6. The Schiff base and metal complexes show a good activity against the bacteria; $Staphylococcus$ $aureus$, $Escherichia$ $coli$ and $Streptococcus$ $fecalis$ and fungi $Aspergillus$ $niger$, $Trichoderma$ $polysporum$, $Candida$ $albicans$ and $Aspergillus$ $flavus$. The antimicrobial results also indicate that the metal complexes are better antimicrobial agents as compared to the Schiff bases. The minimum inhibitory concentrations of the metal complexes were found in the range 10-40 ${\mu}g/mL$.

        Rough Fuzzy Control of SVC for Power System Stability Enhancement

        This paper presents a new approach to the design of a rough fuzzy controller for the control loop of the SVC (static VAR system) in a two area power system for stability enhancement with particular emphasis on providing effective damping for oscillatory instabilities. The performances of the rough fuzzy and the conventional fuzzy controller are compared with that of the conventional PI controller for a variety of transient disturbances, highlighting the effectiveness of the rough fuzzy controller in damping the inter-area oscillations. The effect of the rough fuzzy controller in improving the CCT (critical clearing time) of the two area system is elaborated in this paper as well.

        Adaptive multi-classifier fusion approach for gene expression dataset based on probabilistic theory

        The existing focal point of research in pattern recognition is ensemble learning which is also known as classifier fusion. The classifications of algorithms are used to assemble the different types of models for augmenting the performance. In this paper, we propose a novel fusion-procedure which has used Naïve Bayesian classifier that acts as a supervisor to optimize the parameters and enhance the performance. The classifiers such as; Particle Swarm Optimization-Functional Link Neural Network (PSO-FLANN), Bat inspired- Functional Link Artificial Neural Network (BAT-FLANN) and Support Vector Machine (SVM), used as base classifiers are diverse to each other. The k-fold cross validation is used for training and testing of the datasets. The performance of the model has been compared with recent classifier fusion techniques such as Uniform Voting, Distribution Summation, Dempster–Shafer, Entropy Weighting and Density based Weighting on six benchmark gene expression datasets under the objective functions like accuracy, parallel execution, time complexity and space complexity. A greater competitive accuracy has been achieved in comparison with the performance of other fusion strategies, aiming at our goal-functions.

      • Articles : Fair and equitable treatment standard in international investment Law: An analysis vis-avis public international law

        International investment law is the fastest growing area of international law, but also a field that faces considerable challenges and criticism. The obligation to provide "fair and equitable treatment" under which investment must be observed in good faith, is often stated, together with other standards, as part of the protection due to foreign direct investment by host countries, It is an absolute standard of treatment, i.e. a standard that states the treatment to be accorded in terms whose exact meaning has to be determined, by reference to specific circumstances of application, as opposed to the "relative" standards embodied in "national treatment" and "most favoured nation" principles. It is to be noted that the obligation of the parties to investment agreements to provide to each other`s investments "fair and equitable treatment" has been given various interpretations based on the specific terms of a particular treaty, its context, negotiating history or other indications of the parties` intent. So meaning of the standard varies from treaty to treaty. . Thus sometimes the vagueness among the phrases in treaties is given intentionally to give arbitrators the possibility to articulate the range of principles necessary to achieve the treaty`s purpose in particular disputes. The paper provides factual elements of information on jurisprudence, literature and state practice related to the fair and equitable treatment standard. It examines the origins of the standard and its use in international agreements and state practice. The authors in the paper outline a public law approach to international investment law in which it has been suggested to adopt specific methodology for conceptualizing international investment law and thereby examine relationship of "fair and equitable treatment" with the minimum standard of the international customary law and discussing the elements of its normative content as identified by arbitral tribunals. Also the paper deals with the circumscribing of power and the role of the arbitrators in the international investment disputes.

        Gender, ethnicity, and grassroots governance in Arunachal Pradesh, India

        The presence of women in grassroots governance, it is argued, should strengthen their collective identity as women and create space for more inclusive politics. On the basis of a field survey in Arunachal Pradesh, India, this paper argues that the interrelationship between representation and inclusive governance is far more complex, particularly in the backdrop of ethnic politics and institutional diversity. Women representatives tend to work within the dominant paradigm of ethnicized governance reinforced by enlisting the support of family and clan members. The results suggest that given the social, political and cultural context of Arunachal Pradesh, mere inclusion of women in formal grassroots governance is clearly not enough for creating a basis for gender equality, particularly for the women of vulnerable sections of society.

      • Design and Performance Analysis of a Rectangular Microstrip Line Feed Ultra-Wide Band Antenna

        The research article presents the design and performance of a planar microstrip-line feed monopole antenna for Ultra-Wide band (UWB) frequency. The proposed antenna is consisting of a rectangular patch antenna loaded with a rectangular slot on its center position. The antenna is etched over a FR4 epoxy substrate with a dimension of 30 mm by 26 mm by 1.52 mm. The simulated and experimental results are compared and analysis showed a good proximity. The measured and simulated results confirm that the design covers the entire region of UWB range (4.1 GHz to 8.8 GHz). The measurement indicates that the designed antenna is a good candidate in terms of return loss, VSWR, radiation efficiency for UWB application.
