Improvement of the Administration System of Customs Payments in the Modern Conditions

The article is devoted to the formation of approaches to improving the system of administration of customs payments in modern conditions. It is established that important components of the administration of customs payments are customs expertise, customs value assessment, and control over the declaration of goods to ensure the completeness and timeliness of customs duties payments to the budget. It is found that the practice of customs administration shifts the emphasis of foreign trade regulation to the use of the principles of work implying the use of the latest technologies for the preliminary electronic exchange of information, remote customs clearance of goods without the physical presence of an official, and consistent application of risk management. It is established that an important place in the structure of the state authorities regulating the foreign economic activity is given to the customs service. Furthermore, the existing problems in the implementation of international trade operations necessitate the improvement of approaches to the customs regulation of export-import activities of enterprises.

Background: Reconstructed human epidermal culture skin models have been developed for cosmetic and pharmaceutical research. Objective: This study evaluated the total and carboxyl esterase activities (i.e., Km and Vmax, respectively) and localization in two reconstructed human epidermal culture skin models (LabCyte EPI-MODEL [Japan Tissue Engineering] and EpiDerm [MatTek/Kurabo]). The usefulness of the reconstruction cultured epidermis was also verified by comparison with human and rat epidermis. Methods: Homogenized epidermal samples were fractioned by centrifugation. p-nitrophenyl acetate and 4-methylumbelliferyl acetate were used as substrates of total esterase and carboxyl esterase, respectively. Results: Total and carboxyl esterase activities were present in the reconstructed human epidermal culture skin models and were localized in the cytosol. Moreover, the activities and localization were the same as those in human and rat epidermis. Conclusion: LabCyte EPI-MODEL and EpiDerm are potentially useful for esterase activity prediction in human epidermis. (Ann Dermatol 27(3) 269∼274, 2015)
극동러시아 남부의 국제 초국경 영역과 지속가능한 자원활용을 위한 역할

소련의 붕괴 이후 지정학적 변화가 진행되면서 동아시아 국가의 통합이 증가하고 있다. 지리적 의미에서 외부 경제 연계의 성립은 둘 이상의 국가 간 국경 무역을 포함하는 특별한 영역에서 발생한다. 이러한 영역은 국제 초국경 영역으로 불리게 되었다. 본 논문에서는 국제 국경 영역의 특성을 분석하고 정의를 내린다. 극동 러시아의 남부에 위치한 국제 국경 영역을 몇 개의 구역으로 구분한다. 예를 들면, V.B.Sochava의 지오시스템(geosystem)체계에 기반한 위계적 분류를 행한다. 이러한 국가의 국경 지역에서 지속가능한 자연 자원 이용 프로그램을 개발하기 위한 국경 영역에 대한 향후 연구 지침도 요약되어 있다. Increased integration of the countries of East Asia is occurring following the geopoliticaI changes that took place after the collapse of the USSR. In a geographicaI sense, establishment of external economic links is occurring in special territories that include the border regions of two or more countries. These territories have come to be called international transboundary territories. In this article the characteristics of international transboundary territories are anaIyzed, definitions are given. Division of international transboundary territories in the south of the Russian Far East into districts has taken place; examples of their hierarchical classifications based on the geosystem of V.B. Sochava are provided. Guidelines for further research on transboundary territories to develop sustainable natural resource use programs in border regions of these countries are outlined.
Noise Reduction and Signal Enhancement in IVR Images by ICA Shrinkage Filters and Multiscale Filters

Interventional Radiology (IVR) is an important technique to visualize and diagnosis the vascular disease. In real medical application, a weak x-ray radiation source is used for imaging in order to reduce the radiation dose, resulting in a low contrast noisy image. It is important to develop a method to smooth out the noise while enhance the vascular structure. In this paper, we propose to combine an ICA Shrinkage filter with a multiscale filter for enhancement of IVR images. The ICA shrinkage filter is used for noise reduction and the multiscale filter is used for enhancement of vascular structure. Experimental results show that the quality of the image can be dramatically improved without any blurring in edge by the proposed method. Simultaneous noise reduction and vessel enhancement have been achieved.

Purpose: This retrospective study aimed to identify predictive factors and imaging features of adrenohepatic adhesion found during laparoscopic right adrenalectomy. Materials and Methods: Altogether, 77 patients underwent laparoscopic right adrenalectomy between January 2005 and December 2018. Adrenohepatic adhesion was defined as strict adhesion that required either partial adrenalectomy with coagulation of residual tissue or partial hepatectomy to accomplish complete resection. We assessed their surgical video records to determine if adrenohepatic adhesion was present. Age, sex, body mass index, tumor size, tumor diagnosis and radiological findings (attachment between the liver and the adrenal gland, diameters of the right and left adrenal veins and its ratio) were evaluated as preoperative variables. Results: Adrenohepatic adhesion was present in 11 of the 77 patients (14.3%). Age, sex, and body mass index were not statistically significant factors. Tumor size was significantly small in adhesion group (14.2 mm vs. 25.9 mm, p=0.02). Attachment to the liver and adrenal gland was frequently seen regardless of the adhesion. The mean right/left adrenal veins diameters ratio was significantly lower in the adhesion group (0.8 vs. 1.1, p=0.01). Multivariate logistic regression analysis demonstrated the right/left adrenal veins diameters ratio was the only significant predictor of adhesion. The sensitivity, specificity, negative predictive value and positive predictive value were 0.82, 0.76, 0.43, and 0.95 respectively when the optimal cutoff value for the ratio was 0.9 (area under the curve, 0.75; 95% confidence interval, 0.60–0.90). Conclusions: The right/left adrenal veins diameters ratio was possible predictor of adrenohepatic adhesion.
