        쌀의 자급률은 1980년부터 1991년까지 11년 동안엔 연평균 97.4%에 그쳤고 1992년에는 97.5%, 1993년에는 96.9%로서 매년 자급도가 낮아졌으며, 자급도유지정책에 대한 의지가 희박한 정부의 분위기로 미루어 향후에는 더욱 자급률이 낮아질 것으로 전망된다. 이는 수입쌀의 위해성(危害性)과 신토불이(身土不二)의 원리에 입각, 건강에 대한 관심이 매우 높아진 현실에서 정책이 국민적 요구를 적정하게 반영하지 못하는 단적인 예이므로 양곡정책에 대한 발상의 전환이 필요하다고 하겠다. 양곡정책의 문제점을 요약하면 첫째, 수확기와 단경기간의 가격진폭이 너무 적어 민간유통기구의 기능이 활성화되지 않고 있다. 둘째, 생산량의 20∼25% 정도만 수매함으로써 나머지 75∼80%에 해당되는 생산량은 가격지지를 받지 못하고 있다. 셋째, 농협 수매량을 늘림으로써 정부의 수매부담을 농협에 전가시키려는 것은 다른 농업금융자금을 위축시킬 우려가 있다. 넷째, 양곡관리기금의 적자폭이 증대되고 있다. 다섯째, 수매방식에 있어 미질에 따른 가격차를 인정하지 않고 있다. 여섯째, 쌀생산의 수익성이 현저히 낮아지고 있다. 일곱째, 쌀생산비 조사에 대한 객관성과 신뢰성이 결여되어 있다는 점 등이다. 이러한 문제점을 해결하기 위한 개선방안을 살펴보면 다음과 같다. 첫째, 쌀값의 계절진폭은 최소한 15% 이상 허용되어야 한다. 둘째, 농가에 대한 직접지불방식 또는 기준가와 시가 차액을 보전하는 부족불제도를 도입해야 한다. 셋째, 공공비축과 정부수매제도는 유지되어야 한다. 또한 쌀생산의 공익적 기능을 강조하는 환경양정의 측면이 강화되어야 한다. 넷째, 쌀의 자급도는 100% 유지를 목표로 하는 것이 타당하며, 쌀자급률 제고방안은 통일을 대비한 통일양정의 차원에서 고려되어야 한다. 다섯째, 양곡관리기금의 조달은 세계잉여금(世界剩餘金)과 재정보전으로 해결하며, 방출가격의 현실화로 양특적자 발생여지를 줄여가야 한다. 여섯째, 쌀생산비의 객관적인 조사와 자료의 공개를 통해 조사자료의 신뢰성을 회복해야 한다. 일곱째, 소비자의 양질미 수요에 대응하기 위해 미질별, 품종별 차등가격수매제를 실시해야 한다.

        다중 TMS320C31 DSP 를 사용한 3-D 비젼세서 Implementation

        High-speed 3D vision systems are essential for autonomous robot or vehicle control applications. In our study, a stereo vision process has been developed. It consists of three steps : extraction of edges in right and left images, matching corresponding edges and calculation of the 3D map. This process is implemented in a VME 150/40 Imaging Technology vision system. It is a modular system composed by a display, an acquisition, a four Mbytes image frame memory, and three ccomputational cards. Programmable accelerator computational modules are running at 40 MHz and are based on TMS320C31 DSP with a 64x32 bit instruction cache and two 1024x32 bit internal RAMs. Each is equipped with 512 Kbytes static RAM, 4 Mbytes image memory, 1 Mbytes flash EEPROM and a serial port. Data transfers and communications between modules are provided by three 8 bit global video bus, and three local configurable pipeline 8 bit video bus. The VME bus is dedicated to system management. Tasks between DSPs are distributed as follows: two DSPs are used to edges detection, one for the right image and the other for the left one. The last processor computes the matching process and the 3D calculation. With 512x512 pixels images, this sensor generates dense 3D maps at a rate of about 1 Hz depending of the scene complexity. Results can surely be improved by using a special suited multiprocessors cards.

        3-D 비젼센서를 위한 고속 자동 선택 알고리즘

        In this paper, we present an original stereo vision system which comprises two process: 1. An image segmentation algorithm based on new concept called declivity and using automatic thresholds. 2. A new stereo matching algorithm based on an optimal path search. This path is obtained by dynamic programming method which uses the threshold values calculated during the segmentation process. At present, a complete depth map of indoor scene only needs about 3 s on a Sun workstation IPX, and this time will be reduced to a few tenth of second on a specialised architecture based on several DSPs which is currently under consideration.

        Multi-Bioindicators to Assess Soil Microbial Activity in the Context of an Artificial Groundwater Recharge with Treated Wastewater: A Large-Scale Pilot Experiment

        In the context of artificial groundwater recharge, a reactive soil column at pilot-scale (4.5 m depth and 3 m in diameter) fed by treated wastewater was designed to evaluate soil filtration ability. Here, as a part of this project, the impact of treated wastewater filtration on soil bacterial communities and the soil``s biological ability for wastewater treatment as well as the relevance of the use of multi-bioindicators were studied as a function of depth and time. Biomass; bacterial 16S rRNA gene diversity fingerprints; potential nitrifying, denitrifying, and sulfate-reducing activities; and functional gene (amo, nir, nar, and dsr) detection were analyzed to highlight the real and potential microbial activity and diversity within the soil column. These bioindicators show that topsoil (0 to 20 cm depth) was the more active and the more impacted by treated wastewater filtration. Nitrification was the main activity in the pilot. No sulfate-reducing activity or dsr genes were detected during the first 6 months of wastewater application. Denitrification was also absent, but genes of denitrifying bacteria were detected, suggesting that the denitrifying process may occur rapidly if adequate chemical conditions are favored within the soil column. Results also underline that a dry period (20 days without any wastewater supply) significantly impacted soil bacterial diversity, leading to a decrease of enzyme activities and biomass. Finally, our work shows that treated wastewater filtration leads to a modification of the bacterial genetic and functional structures in topsoil.

        A High Speed Vision Algorithms for Axial Motion Sensor

        In this paper, we present a robust and fast method that enables real-time computing of axial motion component of different points of a scene from a stereo images sequence. The aim of our method is to establish axial motion maps by computing a range of disparity maps. We propose a solution in two steps. In the first step we estimate motion with a low evel computing for an image point by a detection estimation-structure. In the second step, we use t,te neighbourhood information of the image point with morphology operation. The motion maps are established with a constant computation time without spatio-temporal matching.

        CCD 카메라 얼굴 영상에서의 SVD 및 HMM 기법에 의한 눈 패턴 검출

        We proposed a method of eye pattern detection in the 2-D image which was obtained by CCD video camera. To detect face region and eye pattern, we proposed pattern search network and batch SVD algorithm which had the statistical equivalence of PCA. We also used HMM to improve the accuracy of detection. As a result, we acknowledged that the proposed algorithm was superior to PCA pattern detection algorithm in computational cost and accuracy of detection. Furthermore, we evaluated that the proposed algorithm was possible in real-time face pattern detection with 2 frame images per second.

        Clothing purchase behavior and the Canadian household life cycle

        The first intention of this research is to test ifWells and Gubar’smodel (1966) of consumer behavior, based on the life cycle, still explains the Canadian population’s consumption behavior. A second objective, if warranted, is to determine the possibility to segment the Canadian population based on life cycles with the aim of explaining garment/apparel consumption. Using the Survey of Household Spending from Statistics Canada (2009), this article analyses total clothing expenditures and their subcategories of expenses for women and girls, men and boys, and children. Each expense is analyzed using two different data: (1) gross amount of money spent annually and (2) percentage of the category on household total spending. The three hypotheses of this research are validated, confirming (H1) the non-representativeness of Wells and Gubar’s model; (H2) the importance of integrating single households in the life-cycle model since their purchase behaviors are significantly different from those of traditional households; (H3) the possibility to segment based on life-cycle criteria to better understand Canadian realities.

        Effects of Garlic Fractions Consumption on Male Reproductive Functions

        Many researchers have focused on the preventive and curative effects of garlic (Allium sativum), particularly on cardiovascular diseases and cancer. However, its impacts on the male reproductive system have not been clearly defined. In this study, the effect of chronic consumption of two garlic fractions was tested: one soluble in water (aqueous solution obtained by grinding and centrifugation) and the other one precipitated by ethanol (alcoholic precipitate obtained by precipitation of the aqueous solution), on different variables of male rats’ reproductive functions. These two fractions were targeted to try to identify the nature of the active garlic compounds responsible for the different modifications observed on testicular parameters. The observation of seminiferous tubules of rats treated with garlic fractions showed an increased number of tubules deprived of spermatozoa. In addition, garlic fractions induced apoptosis of testicular germ cells (TdTmediated dUTP-X nick-end labeling [TUNEL] approach) and a decrease of serum testosterone levels and seminiferous tubule DNA concentrations. In summary, our histological and molecular results suggest that one or several substances, soluble in water and precipitated by alcohol, impaired spermatogenesis.

        CtBP3/BARS drives membrane fission in dynamin-independent transport pathways

        Membrane fission is a fundamental step in membrane transport. So far, the only fission protein machinery that has been implicated in in vivo transport involves dynamin, and functions in several, but not all, transport pathways. Thus, other fission machineries may exist. Here, we report that carboxy-terminal binding protein 3/brefeldin A-ribosylated substrate (CtBP3/BARS) controls fission in basolateral transport from the Golgi to the plasma membrane and in fluid-phase endocytosis, whereas dynamin is not involved in these steps. Conversely, CtBP3/BARS protein is inactive in apical transport to the plasma membrane and in receptor-mediated endocytosis, both steps being controlled by dynamin. This indicates that CtBP3/BARS controls membrane fission in endocytic and exocytic transport pathways, distinct from those that require dynamin.
