        Comparative Study on Technical terms of Crisis Management among Korean, Chinese, Japanese Languages and English

        Comparing different points and common points about crisis management technical terms among Korean, Chinese and Japanese language can be helpful to understand each country’s characteristics. By comparing 12 technical terms, this study concludes that Korea and China are government-initiated but put citizens before government while Japanese case is led by civil society but they put government before citizens at least in the terms’ uses. Accordingly, it is useful to focus on Japanese civil society even if it is apparently not strong.

        Public Image of the City among Disaster-Vulnerable Population - The Case of Cheongju City -

        The purpose of this study is to recognize public image of the city among disaster-vulnerable people through a questionnaire survey in a sample of 166 disabled and non-disabled people in Cheongju City. The result of analysis show that the public images of the city that the disabled has include transportation difficulty and inaccessibility to buildings, public restrooms, elevators and parking lots. Moreover, compared to non-disabled people, the disabled have more negative images of the city such as unkindness of staff and limited accessibility to famous sites due to the lack of required infrastructure for them. The findings from this study can be used as basic evidence for promoting a support system for vulnerable population in the city. 본 연구는 재난 취약계층의 도시 공공 이미지를 밝히기 위해 청주시 거주 장애인 및 일부 비장애인을 대상으로 도시 공공 이미지에 대한 설문지를 작성, 분석하였다. 설문지는 장애인 단체, 복기기관, 체육시설 등에서 190부를 배포, 회수된 166부에 대해 분석한 결과를 종합하면 청주시 거주 장애인이 가지고 있는 청주라는 도시 공공 이미지는 비장애인과 달리 이동에 시간이 걸리고 건물에 대한 접근 가능성과 장애인 화장실, 엘리베이터, 장애인 주차 공간 등에 신경을 써야 되는 한편 각종 시설 직원 의 친절함 혹은 불친절을 비교적 많이 느낄 수 있으며 여전히 가보지 못한 곳 몇 군대도 있는 도시로 인식되고 있는 것으로 나타났다. 이는 향후 청주시 재난 취약계층 대책 체계화를 위한 근거 자료로 활용할 수 있을 것으로 기대된다.

        Roles of Social Economic Organization and Online Donation System at Disaster Area

        재난 피해지역 사회적 경제조직의 역할 중요성에 대한 인식이 높아짐에 따라 이에 대한 기부 또한 늘고 있다. 이재민에게 직접 전달되는 의연금과 달리 피해지역 지원활동의 자금으로 전달되는 새로운 흐름이 일어나고 있는 것이다. 그동안 의연금에 치중되어 온 국내 기존연구에 더하여 본 논문은 사회적 경제조직 및 기부가 증가하고 있는 일본사례를 분석함으로써 한국에 대한 시사점을 도출하고자 하였다. 구체적으로 동일본 대지진 피해지역 사회적 경제조직과 온라인 기부 시스템에 초점을 맞추었고, 분석결과, 서비스 이용자에게 선택권을 부여함으로써 건전한 사회적 경제 시장 형성 및 고용창출에 기여하는 바우처 방식과, 지원자와 지원을 받는 자 간의 공감대 형성에 기여하는 시민기금이라는 두 가지 온라인 기부방식의 유효성이 제시되었다. This study analyze show to support social economic organizations financially with online donation system. Two methods of online donation system is compared that vouchers contribute to the creation of sound market in damaged area by giving options of selecting service of social economic organization to service beneficiaries while civil fund for these organizations create employment and improve cooperative relationship between givers and receivers through online donation system. It is important for Korean government to improve donation system not only for victim directly but also for social economic organization through voucher and civil fund method of online donation system.

        Recent Issues of Social Economy Organization and Its Accounting in Korea and Japan

        This study seek implications of social economy support system which is able to rerated with vulnerable people support in disaster, through comparing a government-funded structure by comparing the Korean Social Enterprise Law, and the Cooperative Basic Law and the Japanese Non-profit Activity Promotion Act (NPO Act). As a result of the comparison, the two countries have a legal system to grant corporate personality to organizations and institutions that conduct community service activities by citizens, and if they meet certain requirements, they give tax benefits. On the other hand, tax incentives for Japanese taxpayers have been provided to NPO in Japan, and voluntary and in-kind donations are recognized and evaluated in accounting and linked to tax benefit provision, whereas in Korea, such regulations do not exist. However, to induce the activation of the social economic organization in the future, it is suggested that it will be necessary to have a system of linking up the step-by-step government and the private fund support suitable for the growth rate of the organization while promoting the inflow of private funds and motivation for volunteering.

        지방자치단체 재난관리 체계와 사회적 경제조직의 역할

        본 연구는 지방자치단체 재난관리 체계와 사회적 경제조직의 역할을 모색하기 위하여 일본사례를 분석함으로 써 한국에 대한 시사점을 도출하고자 하였다. 2013년에 일부 개정된 ‘재해대책 기본법’을 확인하고 도쿄도 스기 나미 구 사례를 중심으로 분석하였다. 분석 결과 자조(自助), 공조(共助), 공조(公助)라는 기본이념을 제시한 재해 대책 기본법과 아울러 스기나미 구는 민간기업ㆍ단체 등과 식량공급, 긴급물자 배송 등 다양한 분야에서 ‘재해시 협력협정’을 체결하고 있으며 협정대상 중에는 협동조합이 다수 존재한 것으로 나타났다. 또한 재해시 요원호자 (災害時要援護者) 지원을 위하여 NPO(비영리 민간단체) 등 사회적 경제조직과 지방자치단체의 연결을 통하여 명 단 작성과 정보 공유를 추진하고 있는 것으로 나타났다. 한국의 경우 이미 사회적 기업이 이른바 취약계층을 대 상으로 일자리 및 사회 서비스를 제공하고 있으므로 향후 지방자치단체 재난관리 체계 개선에 중요한 역할을 발 휘할 가능성이 시사된다. This study analyzed disaster management system of local government and role of social economic organization in case of Suginami city in Japan. The government revised Basic Act on Disaster Control Measures in 2013. The act emphasizes three key concepts of self-act, mutual assistance and public support. The mutual assistance means an importance of partnership between local government and social economic organization such as cooperative association, non profit organization and so on. The act also stipulates making a list on persons in need of aids on occasions of disaster and sharing these information with related civil organizations. Actually Suginami city concluded a cooperative agreement on occasions of disaster with private sector includes cooperative associations. And Suginami city also improves support plan for persons in need of aids on occasions of disaster by preparing the list of them through regional cooperation networks. The implication to Korea is importance of common purpose, information sharing and role sharing among local government and social economic organizations in order to support vulnerable people against disaster. Especially social enterprises have possibilities to execute these roles because they are already providing job opportunities for socially disadvantaged people by collaboration with local government.

        Characterizing R&D and HRD in the innovation process of Japanese SMEs: analysis based on field study

        To analyse the nature of R&D and HRD among Japanese SMEs, theJapan Team selected the following three firms from themanufacturing industry, depending upon size in terms of thenumber of employees, types of products, orientation towardinnovation and so on. The three firms selected were Dynic, KyokkoElectrics (Kyokko for short) and Maeda Precision Manufacturing(Maeda for short). In the context of formal or informal R&D, Dynicand Kyokko own R&D centres, while Maeda does not, which is dueto the size of firms. This study analyses their R&D and HRDorganizational structures and implementations and identifies factorswhich determine the nature of their R&D and HRD. The factorspromoting innovation extracted based on the in-depth interviewsare (1) the size of firm, (2) types of product and production, (3)seeds of innovation, (4) attitude toward risk and (5) learningprocess. The common factor acting as the basis for the firms’ R&Dstructure was identified as ISO9001 which three firms commonlyintroduced and applied. Their HRD are also different, which are dueto (1) level of new employees and (2) the size of firm. The policyimplications for further promotion of innovation are also discussed.

        Third Sector for Disaster Prevention:Case of Great East Japan Earthquake

        The objective of this study is to analyze the ability for community oriented voluntary organizations and non-profit organizations which responded to Great East Japan Earthquake, 2011. In order to investigate this, we evaluated their level of activity by two criteria: First, the utility of the existing disaster prevention plan and second, the level of cooperation with the local government. The results indicate that existing disaster prevention plans could not be sufficient as they were rendered ineffective due to downsizing of administrations resulting in drawbacks such as personal cuts. In other cases regional cooperation has been smooth and orderly in situations in which residents engaged in community activities. We suggest that social enterprise as a complex of for profit and non-profit organizations has the potential to develop not only various kinds of community activities but may also help in areas such as disaster prevention.

      • Morphological Traits of Lotus japonicus (Regal) Ecotypes Collected in Japan

        Forty-seven wild accessions of Lotus japonicus Regal (Japanese trefoil) indigenous to Japan were investigated for nine morphological characters. Average temperature and annual precipitation were negatively correlated with stem color and seed weight. On the other hand, latitude was positively correlated with these traits. Consequently, accessions from sites at higher latitudes with low temperatures and precipitation tend to have dark red stems and heavy seeds. Cluster analysis based on nine morphological characters classified 47 wild accessions into six major groups. Cluster I included four accessions of tall and erect plants. These plants are phenotypically similar to commercial variety 'Empire'. Cluster II consisted of three accessions of creep plants with pale red stems. Cluster III contained 24 accessions that had average values for all morphological characters evaluated. Cluster IV included two accessions of erect plants with rounded leaflets and dark red stems. Cluster V included four accessions of small, creep plants with pale red stems. Cluster VI included seven accessions of small and erect plants, a phenotype that also applies to ?Gifu B-129?, which is used as experimental strain worldwide. These data were deposited into LegumeBase, an online database (http://www.legumebase.brc.miyazaki-u.ac.jp/) supported by the National BioResource Project (NBRP) in Japan.
