China`s 2013 Reform of Maritime Law Enforcement: Progress and Unsolved Issues

Since late 2012, Chinese President Xi Jinping has introduced far-ranging measures to “build China into a maritime power (建設海洋强國).” One notable campaign was the creation of a centralized China Coast Guard (CCG) force and the National Oceanic Commission (NOC), as the previous lack of a functional mechanism to coordinate China`s maritime policies and five maritime law enforcement agencies, the “five dragons,” has been a longstanding problem hindering the country from effectively administering its maritime territories. This paper argues that the operational functions of the CCG have been developed, although not fully, and CCG vessels are now undertaking patrol missions in an orderly pattern. Nevertheless, at the policymaking level, the progress of the reform is rather limited. Particularly, the development of the NOC, an organ responsible for the “top-level design” of China`s grand maritime strategy, as well as the legal foundations for the CCG`s operations are still incomplete. Moreover, Beijing`s decision not to incorporate the Maritime Safety Administration into the CCG suggests that the country is adopting an old logic of “crossing the river by feeling the stones (摸着石頭過河)” while still pledging to reach its maritime power goal, part of the Chinese dream for national rejuvenation.
The Relationship Between Note-taking Strategies and Students’ Perception in its Helpfulness

The research focused on determining the note-taking strategies employed by 110 Fourth Year BEEd Major in General Education students. The research also examined the correlation between the frequency of employment of note-taking strategies and students’ perception of their helpfulness. Questionnaires were utilized to gather data. The study employed the descriptive-correlational method. Frequency counts, weighted mean and Pearson’s correlation were used to analyze data. Results showed a significant correlation between the use of note of notetaking strategies and students’ perception on its helpfulness (r= .521, p< .01). Furthermore, each element of notetaking strategy was also found to be significantly related to students’ perception on its helpfulness.

Increases in the frequencies and costs of environmental disasters in Asia are directly related to Asia`s ongoing rapid urban transition. As urbanization polarizes in and around coastal and riparian mega-urban regions, hundreds of millions of people are moving into huge agglomerations that are at high risk and poorly prepared for disasters. This is being manifested in heightening vulnerabilities of growing slum populations. Disasters are also leading to other disasters, compounding the effects of one upon another that can extend well beyond the site of initial disaster impacts to reach even global scales. All of the changes in the relationships between urbanization and disasters call for a shift away from the management of disasters as a process of providing physical infrastructure for recovery to the governance of the urbanization process as it contributes to disasters and their human impacts. A key to initiating a participatory disaster governance process is to link together the smallest settlement scale at the neighborhood level with the city region scale of the urban ecology.
Heated Tool Bonding of Plastic Pipes

Heated tool joining is a popular method for joining parts made from plastics and composite materials. The method is commonly known as butt fusion in the plastic pipe industry and this paper provides a short introduction to the basics of producing a good butt fusion joint. The function of each of the essential parts of the butt fusion equipment is described followed by a presentation of the important parameters of the bonding process in reference to a well-established interfacial pressure versus time curve. The butt fusion procedure is then outlined with good practices that detail the preparation of equipment and pipes to be joined as well as the fusion joining process.
