Employee development needs assessment/analysis processes: A practical inquiry

The Minnesota Technical Education Consortium (MTEC), a professional group of the training directors of a specific group of high-technology companies, requested this study to analyze the various employee development needs assessment/analysis processes existing in their companies today, and to make recommendations for preferred needs assessment/analysis processes for their given situations. The group was unsure if the processes they were using were the <italic>best </italic> for their situations. The research subjects were 43 Hunan Resources and Training personnel, line managers, and non-management employees selected by the five participating companies. This study attempted to identify the elements present in successful needs assessment/analysis processes so that, by incorporating those successful elements, organizations may increase the effectiveness of their needs assessment/analysis processes. This research study qualitatively identified and analyzed, through surveys and interviews, the needs assessment processes and process elements used by the member companies to identify their employees' development. The process stakeholders (the study subjects) identified their criteria for success and determined whether or not they perceived their present needs assessment/analysis processes as successful. The study results culminated in a recommendation of 14 elements critical to successful needs assessment processes. The MTEC member companies then used the recommendation to reinforce or improve their existing processes. <italic>Research questions</italic>. The main research question was to identify what process elements were indicative of success in a needs assessment process. These subquestions directed the data collection: (a) What process elements are currently used in the needs assessment processes of the MTEC companies? (b) Are some of the process elements more important than others in successful situations? (c) Are the responses similar or different among companies? (d) Are the responses similar or different among the job groups?.
