『생명의료윤리의 원칙들』과 덕성 논의

생명의료윤리학 영역에서 교과서와 같은 위상을 가진 『생명의료윤리의 원칙들(The Principles of Biomedical Ethics, 이하 ‘PBE’)』은 생명의료윤리학이 태동하기 시작한 1979년 초판이 발행된 이후 다양한 주제들에 대한 논쟁을 통해 개정을 거듭해 오면서 2019년 여덟 번째 개정판이 출간되었다. 본 논문은 PBE의 개정 과정에서 덕성(virtue) 논의의 변화에 주목하고자 한다. PBE의 저자인 뷰첨(Tom Beauchamp)과 칠드레스(James Childress)(이하 ‘BC’)는 초판부터 덕성 논의가 자신들의 논의에 있다고 강조하면서 자신들이 덕성 논의를 등한시했다거나 경시했다는 평가는 오해라고 강변한다. 본 논문은 PBE 초판부터 덕윤리가 논의된 것은 사실이지만, PBE에서 갖는 그 위상과 역할에 대해서는 변화가 있다고 분석한다. 그리고 이러한 변화가 초판부터 마지막 개정인 8판까지의 개정 방향성인 ‘실천적 부분으로부터 이론적 부분으로의 체계화’라는 해석과 일치하며, 8판에서의 덕성 논의개정으로 어느 정도 PBE의 이론적 체계화가 구축되었다고 평가한다. ‘도덕의 구조’와 ‘도덕 층위’ 논의를 통한 분석은 PBE의 이론적 체계화가 단순히 이론이 정교화 되었다는 의미가 아니라, 실천을 목적으로 하는 윤리이론인 PBE의 논의가 갖춰야 할 이론적 완결성, 즉 1인칭, 2인칭, 3인칭 관점이 체계적으로 통합된 완결성을 도모하는 방향으로 진행되었음을 보여준다. 본 논문은 이러한 완결성 관점의 분석에서 PBE의 개정 역사를 볼 때, PBE를 원칙 중심 논의라기보다는 공통도덕 논의 중심으로 이해하는 것이 더 적합하다고 주장한다. The purpose of this paper is to explicate how role and position of virtue have been changed in revisions of The Principles of Biomedical Ethics (hereafter, PBE) and to argue that this change shows PBE has tried to establish its theoretical completion, namely, the systematic integration of 1st, 2nd, and 3rd persons in the structure of ethics. For this purpose, I analyse the revisions of PBE from the perspective of structure of ethics, focusing on the concept of virtue. I classify the revisions of PBE into three steps; PBE 1st~3rd, PBE 4th, and PBE 5th~8th. In the first step, the role of virtue ethics is supplementary to the 4 principles. This is because PBE focused on the 3rd person of ethics. In the second step, the role of virtue ethics is transitional in that virtues are used variously but not theoretically. In the third step, virtues and 4 principles are based on the same foundation, namely, common morality and virtues have been used to cooperate with the 4 principles gradually. In this step, they are not supplementary but operational in the systematic integration of 1st, 2nd, and 3rd persons. Especially in the 8th edition of PBE, PBE shows how virtues and 4 principles are cooperative in order to resolve the issue of disclosure of medical errors. This change, namely the cooperative role of virtues with 4 principles shows that PBE is not the principles-centered approach or the four-principles framework, but the common morality based approach.

1980년대 부산지역 노동운동에서 학출활동가의 노선과 실천 -‘실-반실’ 논쟁을 중심으로-

부산에서의 ‘실-반실’ 논쟁에 대한 평가는 80년대 부산지역의 노동운동에서 가장 큰 관심사 가운데 하나다. ‘실-반실’ 논쟁은 선도 투쟁을 통해 조직을 강화한다는 소위 ‘실’ 진영과 역량이 갖추어질 때까지 소그룹 활동을 통해 준비에 몰두해야 한다는 ‘반실’ 진영 사이에서 벌어진 노선 논쟁이다. 하지만, 전위대를 만들고 조직하여 변혁 운동을 꾀한다는 같은 목표도 있었다. 그들은 분명히 독재 정권에 맞서 비밀결사대를 조직하여 노동운동의 씨를 뿌렸고, 그 결과가 모여 87년 노동자 대투쟁으로 이어져 왔음은 그 누구도 부인할 수 없다. 그 노동자대투쟁이 진행되면서서 학출활동가들이 몇 년 동안 조직해 온 소그룹 활동이 상당한 효과를 발휘했고, 그 학출활동가들의 외부 조직이 상당한 역할을 해낸 것은 사실이다. 그렇지만 부산지역에서의 그들의 활동이 그들이 애초에 추구했던 정치 투쟁으로서의 변혁 운동 차원에서의 조직 활동으로 발전하지는 못한 것은 물론이고 이후 노동운동에 영향을 남길만한 큰 대중 투쟁을 만들지 못했고, 끝까지 살아남아 87년 노동자 대투쟁을 맞이하지도 못했다. 결국, 학출활동가들의 활동은 이후의 부산지역 노동 운동에 큰 영향을 끼치지 못했다. 그들은 맑스 이론에 경도된 채 운동의 주체성이나 대중의 위치 등을 이해하는 데 실패함으로써 그로 인해 운동과 대중과의 분리를 심화시켰다. 결국, 그들이 추구한 급진적 정치 투쟁으로서의 운동의 영향력은 행사하지 못한 채 자유주의자들에 의한 경제주의와 노동조합주의에 입각한 노동 운동이 87년 노동자대투쟁 이후 부산지역 노동운동의 주류가 되었다. 하지만 그들은 현장의 선도투나 소그룹운동을 통해 의식화된 노동자들을 길러냈고, 그렇게 성장한 ‘선진노동자’와 함께 이후 많은 노조 결성을 이끌었으며 이후 부노련-부산노련과 같은 연대체 결성에도 큰 역할을 했다. The evaluation of the ‘Sil-Bansil’ debate in Busan is a tactical one between the so-called ‘sil’ camp, which reinforces the organization through leading struggles and the ‘anti-sil’ camp, which requires immersion in preparation through small-group activities until competency is established. However there was also the same goal of creating and organizing a vanguard team to pursue a transformation movement. No one can deny that the university student labor activists formed a secret society against the dictatorship to sow the seeds of the labor movement and the results were brought together to the Great Workers' Struggle in 1987 in Busan. However it is also clear that the student activists pursued social transformation by being obsessed with unrealistic ideologies that did not fit into Korean society. They were obsessed with Marx's theory failing to recognize the difference in the time-space context of history thereby deepening the separation between the movement and the masses. Contradictory to this point, the labor movement based on economicism and trade unionism by liberals led to a great explosion of the labor movement in 1987, without exerting any influence of the movement as a radical political struggle they pursued. The most important evaluation of them should be that they raised conscious workers through small-group movements and there were awakened workers who grew up through the process. It should be that they were able to succeed in their work and they were able to actively engage in the struggle for wage increases or improving working conditions.

프랑스어권 니제르의 디파(Diffa)와 마라디(Maradi)의 나이지리아 난민 문제에 대한 고찰

Un des pays francophones, Niger est le membre du Sahel G5 et se situe dans une région très importante géopolitiquement . La raison en est qu’il est relié à l’Afrique du Nord par le Sahara et à l’Afrique de l’Ouest et centrale au sud. Les conflits aux pays voisins comme le Nigeria, le Tchad et le Mali ont provoqué un afflux important de réfugiés au Niger. De ce fait, le Niger est devenu le centre des réfugiés qui veulent traverser l’Afrique du Nord pour arriver en Europe. C’est pourquoi le règlement du problème des réfugiés au Niger devient ainsi un problème de la coopération étroite entre le Niger, les pays du Sahel, l’Afrique du Nord et l’Europe. Le groupe terroriste ‘Boko Haram’ a attaqué le Tchad, le Cameroun et le Niger dans le nord-est du Nigeria depuis plus d’une décennie, ce qui a provoqué l’instabilité du Sahel. Boko Haram s’est engagé à adhérer à ISIS en 2015 et s’est déclaré comme de véritables dirigeants de la société nigériane depuis 2016. Jusqu’à présent, environ 20,000 personnes ont été tuées par le groupe terroriste Boko Haram, et plus de 2 millions de personnes ont quitté leurs foyers pour devenir des réfugiés. L’objectif de cette recherche est de suggérer que de nouvelles perceptions sont nécessaires pour résoudre le problème des réfugiés nigériens à Diffa et Maradi du Niger. En reconnaissant que le problème des réfugiés nigériens est directement lié à la sécurité du Sahel, de l’Afrique du Nord et de l’Europe, on suggère que le pays du Sahel, l’Afrique du Nord, la Méditerranée et l’Europe collaborent ensemble et de manière systématique pour résoudre le problème des réfugiés.

Adaptively secure broadcast encryption under standard assumptions with better efficiency

<P>In this study, the authors present an efficient public-key broadcast encryption (PKBE) scheme with sub-linear size of public keys, private keys and ciphertexts and prove its adaptive security under standard assumptions. Compared with the currently best scheme of Garg <I>et al.</I> (CCS 2010) that provides adaptive security under standard assumptions and sub-linear size of various parameters, the ciphertext size of the author's scheme is 94% shorter and the encryption algorithm of their scheme is also 2.8 times faster than the scheme of Garg <I>et al.</I> To achieve their scheme, they adapt the dual system encryption technique of Waters. However, there is a challenging problem to use this technique for the construction of PKBE with sub-linear size of ciphertexts such as a tag compression problem. To overcome this problem, they first devise a novel tag update technique for broadcast encryption. Using this technique, they build an efficient PKBE scheme in symmetric bilinear groups, and prove its adaptive security under standard assumptions.</P>

Metal FDM 공정으로 제작된 등방성 미세조직의 17-4PH 스테인리스 강의 기계적 및 자성 특성 분석

Metal fusion deposition modeling (metal FDM) 공정은 금속 분말과 바인더가 포함된 필라멘트를 적층하고 소결하여 형상을 제작하는 금속 적층 제조 공정이다. 형상 제작의 자유도가 높아 다품종 산업 부품 제작에 경제적으로 장점이 있고 등방성 미세조직을 가져 이방성 미세조직을 가지는 powder bed fusion (PBF), direct energy deposition (DED)와 같은 금속 적층 공정 보다 등방성 특성의 자성 부품 제작에 적합하다. Metal FDM 공정으로 제작한 17-4PH는 소결 후 상대 밀도가 94 %로 나타났으며 인장 특성으로는 항복 강도 935.6 MPa, 인장 강도 1031.9 MPa 연신율 2.2 %이 측정되었다. 제조된 시험편의 연자성 특성으로는 VSM을 통하여 포화자화를 측정하였고 BH-analyzer를 통하여 주파수에 따른 보자력, 투자율 그리고 철손 특성을 측정하였다. 이러한 metal FDM 공정으로 제작된 17-4PH재료의 기계적 및 자기적 특성을 분석함으로써 다양한 자성 특성의 산업 부품 제작 기초 데이터로 활용할 수 있을 것으로 사료된다.

Effects of Instability Tools on Muscles Activities in Lunge Exercise in Healthy Adult Males

Purpose: This study was to investigate the effect of instability on the activation of lower limb muscles during lunge exercise. Methods: The study subjects were healthy twenties and were selected to have no orthopedic or neurological diseases. 1) Flat lunge exer­cise (Lunge 1, 2) Lunge exercise on TOGU (Lunge 2, 3) Holding the olympic bar and moving the lunge on TOGU (Lunge 3, 4) Holding the Surge and moving the lunge on TOGU (Lunge 4). Through the above four actions, we can see how the top-down instability influences the lower limb unlike the Bottom-up instability. EMG attachment sites were gluteus medius, vastus medialis, gastrocnemius, tibialis anterior. Results: These result suggest that exercise using Lunge 4 activity was the highest in muscle activity compared to other exercises, but vastus medialis showed the highest muscle activity in Lunge 2 exercise(p<0.05). Conclusion: This study showed the muscular activity of the lower extremities according to the lunge exercise using the instability tools.
