Democracy in South Africa Today : A Feminist Perspective

The new democratic constitution and the three general elections in South Africa since 1994 have redrawn the political map of the country. South Africa has one of the most women friendly governments led by the African National Congress. Nearly thirty three percent of the members of its Parliament are woman, and a large number of its power cabinet ministries are headed by black women. Yet, women remain the most deprived and the poorest section of its population with minimal recourse to resources and employment despite many legal reforms and gendered policies. This paper argues that South Africa's elaborate national machinery for gender equity has failed to improve women's situation primarily for two reasons. The first is the weakening political will of the government partly because of the growing influence of international financial institutions that prioritize fiscal balance at the expense of social justice. Secondly, there is a growing disjuncture between the feminists within the government and the bureaucracy on the one hand and the fractured women's movement in civil society on the other. The paper underscores the imperative need for strengthening the new type of civil society organisations and their pressure group capacity to support women within the government and to hold them accountable to the feminist project.

Objectives: The aim of this study is to determine the incidence, location, and orientation of maxillary sinus septa in formalin embalmed cadavers. Materials and Methods: The study was conducted on 210 cadaveric heads available in our department. After taking the mid-sagittal section the specimens were opened from the medial aspect and the sinus cavity was explored for the presence of maxillary sinus septa, their anatomical plane, location and dimensions. Results: The mean linear distance between maxillary sinus floor and its anatomical ostium was 26.76±5.21 mm and 26.91±4.96 mm on right and left side, respectively. A total of 59 maxillary sinus septa (28.1%) were observed in 210 maxillary specimens. Septae were most common, 33 septa (55.9%), in the middle region (between first and second molar tooth) of the sinus cavity. The maxillary sinus membrane (Schneiderian membrane) adhered tightly to the maxillary sinus and over the septae. Significantly more maxillary sinus septa were observed in edentulous maxillae in comparison to the dentate upper jaw. Conclusion: Knowledge of location of maxillary sinus ostium is mandatory for the rhinologist for drainage of secretions in maxillary sinusitis. The morphological details of maxillary sinus septa, particularly their location and anatomical planes, will guide dentists in performance of safe implant surgeries. The maxillary antrum septa of category I and II may complicate the procedure of inversion of bone plate and elevation of sinus membrane during maxillary augmentation surgeries. The category III septa observed in the sagittal plane were embedded by one of the branches of the infraorbital nerve in it, and if accidentally cut will lead to infraorbital nerve palsy in maxillary sinus surgeries.

This paper presents the analytical model of cross-regulation in a closed-loop multiple-output flyback converter. The main output of the converter is regulated by the feedback system while other outputs are regulated with respect to the principle output. The cross regulation model, which is represented by the variations of all output (?v) voltages, are expressed as functions of variations of output currents(?I) and duty ratio(?d). The prototype of threeoutput flyback converter is constructed and all measured parameters of the converter are applied to validate the model .

The Functional endoscopic sinus surgery through transnasal approach is a common modality of treatment fordisorders of the nasal cavity, paranasal air sinuses as well as cranial cavity. The olfactory fossa (OF) is located along the superior aspect of cribriform plate which varies in shape and depth. This variable measurement of the depth of OF is mostly responsible for greater risk of intracranial infiltration during endoscopic procedures in and around the nasal cavity. The morphology of frontal and ethmoid sinus (ES) vary from simple to complex. This cadaveric study is planned to improve the ability of the otolaryngologist, radiologist to understand the possible morphological variations and plan steps of less invasive “precision surgery” to have a safe and complication free procedures. A total of 37 human head regions were included in the study. For classification of OF, Modified Kero’s classification was used. The size, shape and cells of frontal and ES were noted. We found, type II (60.8%) OF was more common followed by type I (29.7%) than type III (9.5%). The shape of frontal sinus was comma shaped (55.4%) followed by oval (18.9%) than irregular (16.2%). Most common two cells type of ES was seen in 50.0% of both anterior and posterior ES. Out of 74 ES, 8.1% of Onodi cells and 14.9% of agger nasi cells were seen.

The increasing need to improve transient security assessment of existing or forecasted operating conditions of networks by power system operators is major concern of the power system security monitoring problem at the Energy Management Systems. This paper proposes a preventive control of transient stability with generation rescheduling based on rotor trajectory index obtained using time domain simulations. This index may help power engineers in making operational decision and to obtain a generation configuration with better transient security dispatch. The effectiveness of the proposed methodology is demonstrated on IEEE 39-bus New England system for a three phase fault at different loading conditions with single and multiple line outage cases.

Objectives: The purpose of this study was to evaluate the efficacy of mineral trioxide aggregate (MTA), Biodentine and Propolis as pulpotomy medicaments in primary dentition, both clinically and radiographically. Materials and Methods: A total of 75 healthy 3 to 10 yr old children each having at least one carious primary molar tooth were selected. Random assignment of the pulpotomy medicaments was done as follows: Group I, MTA; Group II, Biodentine; Group III, Propolis. All the pulpotomized teeth were evaluated at 3, 6, and 9 mon clinically and radiographically, based on the scoring criteria system. Results: The clinical success rates were found to be similar among the three groups at 3 and 6 mon where as a significant decrease in success rate was observed in Group III (84%) compared to both Group I (100%) and Group II (100%) at 9 mon. Radiographic success rates over a period of 9 mon in Groups I, II, and III were 92, 80, and 72%, respectively. Conclusions: Teeth treated with MTA and Biodentine showed more favorable clinical and radiographic success as compared to Propolis at 9 mon follow-up.
