Globalization, Logics of Action, International Labor Standards and National Government Roles

우리는 이전 논문(Frenkel and Kuruvilla, 2002)에서 한 국가의 고용관계는 세 개의 서로 다른 작동의 논리(logics of action), 즉 경쟁의 논리, 노사평화의 논리, 그리고 고용-소득 보호의 논리 간의 상호작용에 의한다고 주장한 바 있다. 또한 이러한 작용 논리들의 실제 움직임을 몇몇 아시아 국가에서 찾아보았으며, 노사관계 시스템의 변화는 결국 어느 한 논리로부터 다른 논리로의 변화에 기인한다는 것을 보여주었다. 이번 논문에서는 노사관계 시스템의 배경이 되는 이러한 논리들이 국제노동기준 및 노사관계의 수렴(convergence)과 관련해 어떻게 작동하는지 살펴본다. 우선, 국제노동기준에 대한 여러 접근방법들을 간단히 살펴보고, 각국 정부들의 새로운 역할에 관하여 논한다. 우리는 이러한 새로운 역할이 각국 정부들로 하여금 서로 경쟁적인 두 개의 서로 다른 논리에 대한 수요들 사이에 적정한 균형을 찾게 해줌으로써 국제노동기준을 강화하는 데 큰 역할을 할 것이라고 주장한다. 물론, 이러한 접근방법에 문제가 없는 것은 아니지만, 국제노동기준에 관한 수많은 불완전한 접근방법들 중에 그래도 각국 정부의 새로운 역할을 규명하는 데 가장 적절하다고 믿는다. In an earlier article, (Frenkel and Kuruvilla, 2002) we argued that the interplay between three different logics of action, i.e., the logic of competition, the logic of industrial peace, and the logic of employment-income protection determines the employment relations pattern in any given nation. We demonstrated the operation of this logic of action framework in selected Asian countries. We also demonstrated that changes in one logic to another underlie changes and transformations in industrial relations systems, with evidence form Asian countries. In this article, we examine how the logics underlying industrial relations systems play out in terms of the international labor standards debate, in and of itself a force for convergence in industrial relations. We briefly describe the different approaches to the regulation of international labor standards, and then argue for a new role for national governments. We argue that this new role shows potential for significantly enhancing progress in international labor standards, since it enables governments to balance between the demands of two competing logics. Of course, this approach is not without its own problems, but in the context of numerous imperfect approaches to the international labor standards issue, we feel that it is appropriate to revisit the role of national governments.

Hope through History, Memory and Forgetting: The Joy of Remembering the Gospels for Our World Based on Vatican II

This article focuses on the significance of Vatican II for contemporary Christian living, especially based on the person and message of Pope Francis. It assumes that Vatican Council II has brought about tremendous changes in the Church. Following the Council, the Church is perceived more as a servant and has become more open to the world. Still some questions linger on: How come did the Church, whose originary experiences were the Exodus the Resurrection, forget its basic message? How can we rediscover the Joy of the Gospel today? How do we reconcile the liberal and conservative elements of the Church in general and in their perception of Vatican II? With these questions in mind, we first recall Paul Ricoeur’s contribution to memory, forgiveness and healing and try to apply to the Catholic Church as an organisation. Then we reflect on some of the profound changes brought about the Council, based primarily on one historian of the Council, Robert Blair Kaiser. Then we go on to see how Vatican Council has made it emergence of a Jesuit Pope and his apostolic exhortation Evangelii Gaudium (The Joy of the Gospel) possible! Thus the article wants to relate theologically and historically Vatican II, the Jesuit charism, the present pope and his apostolic exhortation, Evangelii Gaudium.

Mahatma Gandhi as a Practicing Global Citizen: A Hero for Our Times

Mahatma Gandhi’s example demonstrates that global citizens can connect to humanity worldwide while retaining their natural roots: national, racial, regional. Such an understanding of global citizenship seems imperative in a world beset with conflicts, hatred, prejudice, and environmental, economic and military issues demanding global solutions. In fact, a sense of global-belonging must precede the notion of global citizenship. After dealing with his sense of global belonging, the author reflects on Gandhi’s life and vision as that of a global citizen. The way he worked hard to uplift people from all ways of life, his spirit of embracing the good in every religion, his openness to diverse political views or opinions, and his ability to reach out to his enemies and rivals make him a hero of global citizenship. Though he was rooted in his tradition, culture and religion, he truly belonged to the world. As an inspirational icon for global citizenship, Gandhi’s life and message is a call to become aware of the global challenges we face. His ideals and way of life – ahimsa and satyagraha – tell us that we have the cultural, religious and human resources to deal with the life-threatening crisis facing us.

Identification and Validation of Cold Responsive MicroRNAs of Hevea brasiliensis Using High Throughput Sequencing

Cold stress is one of the major abiotic factors that influence the productivity and geographical distribution of many agriculturally important crops like Hevea brasiliensis. Cultivation of H. brasiliensis in India is being extended to northeastern regions, where low temperature during winter adversely affects its survival, growth, and productivity. Developing cold-tolerant genotypes is a primary requisite to maximize the productivity under such challenging environmental conditions. However, lack of methods for early evaluation of cold tolerance in the newly developed clones and the extensive time required for assessing their tolerance in the field are major constraints for clonal selection. The present study was initiated with an objective to identify and characterize cold stress responsive miRNAs from H. brasiliensis that show stronger association with cold tolerance. Next generation sequencing using Illumina HiSeq method revealed the expression of 21 and 29 conserved miRNA (from clone RRIM 600) families in cold-stressed and control samples, respectively. Forty-two novel miRNAs were identified from this study. Upon differential expression analysis, eight conserved miRNAs were found commonly expressed in both the samples. When expression analyses were performed subsequently with six selected miRNAs in two Hevea clones (viz. RRII 105 and RRIM 600), miR169 showed a strong association with cold tolerance. miRNAs such as miR482 and miR159 also exhibited association with cold tolerance. This study suggests the possibility of employing these miRNAs as markers for cold tolerance after validation in more number of genotypes with varying levels of cold tolerance.

Democratic Development and the Global Indian: Glimpses of the Uncompleted Portraits of India

지난 70 년 동안 현대 독립 국가로 있었던, 오천 년이 넘는 풍부한 역사를 가진 인도는 모순과 역설 속에서 사회가 진행됨에 따라 항상 실현되지는 않더라도 자유를 소중히 여기는 생생한 민주주의를 실현하고 있다. 이 논문에서 저자는 독창적인 토론과 대화만이 오늘날의 세계화된 세상에서 인도를 성장가능한 주자로 만들 수 있다고 주장한다. 첫 번째 부분에서 저자는 Amartya Sen의 공헌을 강조하는데 Amartya Sen은 모든 시민을 위해 발전을 가능케 하고 능력을 배양시키는 진정한 자유를 중요시한다. 그는 Mukulika Banerjee의 분석을 통해 인도의 정치적 자유와 민주주의의 현재 상태에 눈을 돌렸다. 이것은 그를 인도에서의 부패 문제와 그것을 해결하려고 시도하는 Anna Hazare운동의 약속과 실패로 이끈다. 마지막 부분에서 저자는 인도의 현대성에 대한 문학적, 저널리즘적 묘사에 집중하는데, 이로써 모든 주자들 사이에서 정중하고 지속적인 대화만이 세계화된 인도의 정체성내에서 얽힌 이야기를 풀어서 모을 수 있다고 결론을 이끌어 낸다. India, with a rich history of more than 5000 years, the last seven decades of which have been as a modern independent state, is a vibrant democracy in which freedom is cherished, if not always realized, as society progresses amid contradictions and paradoxes. In this article, the author argues that only creative debate and dialogue can make India a viable player in the globalized world of today. In the first part, the author highlights the contribution of Amartya Sen, who equates genuine freedom with enabling development and fostering the capabilities for all citizens. He then turns to the present state of political freedom and democracy in India through the analysis of Mukulika Banerjee. This takes him to the problem of corruption in India and the promise and failings of the Anna Hazare movement’s attempt to address it. In the final sections the author turns to literary and journalistic depictions of Indian modernity that lead him the conclusion that only respectful, on-going dialogue among all players can merge the entangled stories of India within a global Indian identity.

본 논문은 특별히 교황 프란치스코의 인격과 가르침을 토대로 현 그리스도들의 삶에 있어 제2차 바타칸 공의회의 중요성에 초점을 두었다. 많은 사림들이 제2차 바타칸 공의회가 교회 안에서 엄청난 변화를 일으켰다는 사실을 당연한 것으로 여긴다. 공의회 이후, 교회는 스스로 종으로서 인식하게 되었고 세상을 향해 개방하게 되었다. 그러나 여전히 몇 가지 질문이 남아있다. 이집트 탈출과 부활의 근원적인 체험을 소유한 교회가 어떻게 그 기본적인 메시지를 상실하게 되었는가? 오늘날 우리는 어떻게 복음의 기쁨을 재발견할 수 있겠는가? 제2차 바티칸 공의회를 이해함에 있어 어떻게 우리는 일반적인 의미에서 교회의 진보적인 요소와 보수적인 요소를 서로 화해시킬 수 있을까? 이러한 질문들을 품고, 우리는 먼저 기억, 용서, 치유에 대한 폴 리쾨르의 공헌을 다시 고찰하고, 조직체로서의 가톨릭교회에 적용하려고 시도하였다. 이어서 공의회 역사가인 로버트 블래어 카이저(Robert Blair Kaiser)의 입장에 근거해 공의회가 일으킨 중요한 변화들에 대해 고찰하였다. 또한, 바티칸 공의회가 어떻게 예수회 출신의 교황이 출현을 가능하게 했고 교황 사도권고인 『복음의 기쁨(Evangelii Gaudium)』을 반포하게 했는지 살펴보았다. 즉, 본 논문은 제2차 바티칸 공의회, 예수회 카리스마, 현 교황 프란치스코, 그의 사도적 권고인 복음의 기쁨을 역사적으로, 신학적으로 관련짓고자 하였다.
