      • The Role of Fundamentalization of Education in Improving the Future Specialists Professional Training with Usage of Multimedia Technologies

        The article considers the fundamentalization of education in improving the future specialists professional training with usage of multimedia technologies by various scientists. Various points of view and approaches to defining the concepts of fundamentalization of education and multimedia technologies are identified. The concept of fundamentalization of professional training of a future specialist is based on the goals and functions of fundamentalization and - on the ways and means of achieving it, etc. Most authors agree only in their views that the fundamentalization of education is aimed at improving the quality of education and the education of the individual. Others involve the formation of a culture and worldview, increasing the creative and intellectual potential, forming the professional competence of a specialist and the potential for further education, and so on. The term multimedia refers to interactive systems that provide processing of moving and still video images, animated graphics, high-quality audio and speech. It is found out that professional training of a specialist by means of multimedia technologies includes not only the activities of the teacher and student, which form the learning process, but also the independent activity of the subject, self-development, assimilation of experience by the subject through analysis, comprehension and transformation of the field of activity in which he is included. It is revealed through the implementation of which approaches to the fundamentalization of higher professional education, it becomes possible to fully present theoretical training courses and effectively pass practical training by students, which contributes to improving the quality of training of future specialists in higher education institutions. Theoretical analysis of scientific views indicates a fairly serious attention of scientists to the problem of professional readiness of specialists and the possibility of higher educational institutions in preparing for it. At the same time, professional readiness is considered from different positions: as an active state of a person, which manifests itself in activity; as a result of activity; as goals of activity; as a quality that characterizes the attitude to solving professional problems and social situations; as a prerequisite for purposeful activity; as a form of activity of the subject; as an integral formation of personality; as a component of socio-professional culture; as a complex professionally significant neoplasm of the individual.

        The main purpose of the study is to determine the main elements of the state management of the development of national cybersecurity. Cybersecurity ensures the protection of the properties of information resources and the operability of technical and software users and is directed against relevant cyber incidents. Therefore, today it is impossible to ignore the importance of public administration of the processes taking place in it. The methodological support of our study is determined by its goals and objectives and is based on the use of a combination of general scientific and special methods of scientific knowledge, which ensured the completeness and reliability of the results obtained. The article has limitations and concerns the lack of practical implementation of the research results. The study is purely theoretical to reflect the main aspects of the modern system of state management of the development of national cybersecurity. Further research requires an analysis of the world experience of state management of the development of national cybersecurity.

        Multi-Doping Eff ect on Ductility of TiAl 3 : A DFT Study

        In this study, mechanical behaviors of D0 22 –TiAl 3 intermetallic compound co-doped by W–M (M = C, Ge, Pb, Si and Sn)were simulated using density functional theory. The calculated bulk modulus, shear modulus, Young’s modulus and Pugh’sratio all confi rm that the introduction of W–M co-dopants eff ectively increases ductility in D0 22 –TiAl 3 . By detailed thermodynamicand electronic structure analysis, we revealed that W–M co-doped TiAl 3 systems are mechanically and thermodynamicallystable. Among all systems, the most ductile is realized by W–C co-doping. In addition, the further electronicstructure calculations indicated that such high ductility might originate from the dopant-induced d-band shift and the resultingelectron redistribution. We systematically investigated the doped TiAl 3 systems from both mechanical and electronic pointsof view. This study may shed some lights on designing novel TiAl-based materials with enhanced ductility.

        The article considers the improved method and model of automated air situation assessment using a decision support system based on fuzzy networks of target installations. The advanced method of automated assessment of the air situation using the decision support system is based on the methodology of reflexive control of the first rank. With this approach, the process of assessing the air situation in the framework of the formulated task can be reduced to determining the purpose, probabilistic nature of actions and capabilities of the air target. The use of a homogeneous functional network for the formal presentation of air situation assessment processes will formally describe the process of determining classes of events during air situation assessment and the process of determining quantitative and qualitative characteristics of recognized air situation situations. To formalize the patterns of manifestation of the values of quantitative and symbolic information, it is proposed to use the mathematical apparatus of fuzzy sets.

        Rapid growth of the higher education role in ensuring the socio-economic and innovative development of the national economy in the context of the development of the information society and the knowledge economy is observed. Achieving positive synergistic effects of the higher education development requires proper funding for university education and research. The existing funding models for national higher education systems in a number of developing countries need modernization in accordance with the modern challenges of economic and innovative development. The purpose of the article is to formulate theoretical - methodological and applied foundations for the development and implementation of the integrated model of the higher education financing under the Quadruple Helix concept. At the center of the developed model are the areas of interaction identified by the authors, namely: Personnel, Science, Management, Innovation, Social area. This made it possible to specify the interests of all stakeholders and orient the activities of higher education institutions to the satisfaction of these interests. Effective implementation of the integrated Model of the higher education financing requires increasing the level of investment attractiveness and practical value of university research; activation of innovative development of enterprises; state stimulation of business participation in university research and education; harmonization of current legislation with EU standards. Implementation of the Model will diversify sources of funding for universities, increase their level of economic security and achieve integrated synergies from the interaction of universities, business, government and the public (as the main stakeholders within the Quadruple Helix concept).

      • The Influence of Human Capital on GDP Dynamics: Modeling in the COVID-19 Conditions

        COVID-19 struck labor markets around the world, exposing and exacerbating the gender inequalities within the human capital structure. The last, in its turn, jeopardizes the return of the national economies to the growth trajectory undermined by pandemic impact. The authors assume that COVID-19 disproportionately affected the employment rates of women and men, which led to increased gender inequality in the labor market, which, in turn, affected GDP growth rates in the EU. To prove this hypothesis two research questions are discovered: 1) whether there was a different correlation between the number of COVID-19 cases in the EU and indicators of the labor market for women and men; and 2) whether there was a link between the growth of gender inequality in the EU labor market and the GDP dynamics in these countries. The analysis of the correlation between the number of cases of COVID-19 and indicators of the labor market in the EU revealed faster growth of women's unemployment rates compared to men's ones as the COVID-19 incidence unfolded. Multiple linear regression and factor analysis have been used to investigate the influence of gender inequality in the labor market on GDP dynamics. Despite the methodological limitations, the proposed model is both a sound argument and an analytical basis in favor of gender-responsive economic recovery backed by the systematic and consistent gender equality policy of a government.

        The article notes that one of the reasons for the crisis in education was the sharp discrepancy between the emerging new forms and content and the model of macro-management that has developed over the decades. The level of management of the educational system did not emerge as a specific activity characterized by its own mechanisms and processes, just as qualified carriers of this activity - professionals - managers - did not appear. At the same time, there is practically no theoretical and methodological model of the macrolevel of education management, that is, management of the educational system as an integral structure.

The scientific and practical value of the article lies in the fact that the use of portals in education will improve the management of an educational institution, activate and bring the educational process to the level of modern technologies at all its stages, as well as enhance the interaction of parents and students with employees of the educational institution.
