지역문화 분권의 관점에서 창작공간 운영 프로그램 연구: 인천아트플랫폼 사례 분석을 중심으로

국내 지역문화 정책은 중앙집권적 문화의 지역적 확산에서 지역문화 진흥 단계를 거쳐 지역문화 분권을 본격적으로 논의 중이다. 그럼에도 지금까지 창작공간의 역할은 지역문화 분권의 정책적 틀 안에서 충분히 검토되지 못해 왔다. 이에 본 연구는 지역문화 분권 실천의 장소로써 창작공간의 운영 프로그램을 제안하는데 목적이 있다. 본 연구가 지역문화 분권 실천을 위한 창작공간의 운영 프로그램을 다루면서 인천아트플랫폼에 주목하는 이유는 두 가지이다. 하나는 인천아트플랫폼이 지역 예술활동 활성화에 목표를 두고 설립· 운영되어 왔기 때문이며, 다른 하나는 이곳이 지역 내· 외부에서 지역문화 거점으로 의의와 한계를 동시에 평가받고 있기 때문이다. 인천아트플랫폼의 사례 분석을 중심으로 지역문화 분권의 관점에 부합하는 창작공간의 운영 프로그램을 제안하고자 한 본 연구의 순서는 다음과 같다. 본 연구는 우선 지역문화와 창작공간 조성 관련 정책 변화를 살펴 보았다. 이후 본 연구는 지역연계 특화 창작공간으로 성과를 인정받고 있는 국내· 외 사례를 검토했다. 마지막으로 본 연구는 인천 아트플랫폼의 입주 프로그램, 전시·공연 프로그램, 교육· 연구 프로그램의 성과를 분석하였다. 이상을 통해 본 연구는 지역문화 분권을 실천하기 위해 다음과 같은 창작공간의 운영 프로그램을 제안했다. 첫째, 창작공간은 자생적 지역문화 기반 구축을 위해 입주 작가와 지역문화 주체들이 공동 성장할 수 있는 상시적 협업 프로그램 중심으로 입주 프로그램을 재구성해야 한다. 둘째, 창작공간은 자율적 지역문화 자산 축적을 위해 예술가 중심의 일회성 발표를 지양하고 새로운 지역성 독해와 기록이 가능한 장기적 기획 프로그램을 강화해야 한다. 셋째, 창작공간은 자발적 지역문화 주체 양성을 위해 차별화된 지역사회 연계 교육 프로그램으로 확대 운영해 나가야 한다. The local culture policy in Korea has modified its agenda from the local expansion of centralized culture through the stage of local culture promotion to local culture decentralization. Nonetheless, the role of creative space has not been sufficiently reviewed in the frame of local culture policy. Therefore, the aim of this study is to suggest an operating program using creative space as local culture policy, especially as a practicing space for local culture decentralization. The reasons why this study focused on the Incheon Art Platform for the examination of the role of creative space from the perspective of local culture decentralization are as follows: This space has been established for the purpose of local art activity development. After its launch, it clearly showed the intention of local activation. Also, it has been evaluated for its significance and limits as the hub of local culture. With the aim of reviewing the role of creative space in local culture decentralization in the operation program, this study, firstly, examined the change of policy related to the creation of creative space and local culture, and secondly, discovered implications by selecting attractive operating cases in relation to local liaisons. It was followed by the analysis of performances held by the Incheon Art Platform. Based on the analysis, this study examined the creative space operation program for the purpose of local culture decentralization. With the above results, this study proposes the following three points for the creative space operation program in order to promote local culture decentralization. First, the creative space must restructure the residence program focusing on continuous collaboration programs for the mutual growth of residential artists and local culture subjects. Second, the creative space must enhance long-term planning programs for comprehension and recording locality, rather than artist-based temporary presentations, in order to accumulate local assets. Third, the creative space must expand and operate diverse local community liaison activities in order to develop local culture subjects.

The two-stage exchange arthroplasty (one- or two-stage) is believed to be the gold standard for the management of infectionsfollowing total knee arthroplasty. We herein report a novel two-stage exchange arthroplasty technique using an antibiotic-impregnatedcement intramedullary nail, which can be easily prepared during surgery using a straight thoracic tube and a Steinmann pin,and may provide additional stability to the knee to maintain normal mechanical axis. In addition, there is less pain between theperiod of prosthesis removal and subsequent reimplantation. Less soft tissue contracture, less scar adhesion, easy removal of thecement intramedullary nail, and successful infection control are the advantages of this technique.

Objectives: The purpose of this research was to study the influences of dual task training on upper extremity function and performance of daily activities of chronic stroke patients. Methods: Dual task training was performed on 21 patients who had suffered a chronic stroke with hemiplegia. The dual task training was performed for 30 minutes per session, for 5 days a week, for 3 weeks. There were 5 evaluations carried out over 3 weeks before and after the intervention. Changes in upper extremity function were measured by using the Box and block test. Changes in the performance of daily activities were measured using the Korea-Modified Barthel Index. Results: The mean upper limb function score of the chronic stroke patients increased significantly from 21.88 ± 19.99 before the intervention, to 26.22 ± 15.65 after the intervention (p < 0.05), and the mean daily activities score increased significantly from 65.82 ± 12.04, to 67.29 ± 12.90 (p < 0.05). Conclusion: Dual task training effectively improved upper extremity function, and the performance of daily activities in chronic stroke patients.
Severe congenital neutropenia mimicking chronic idiopathic neutropenia: a case report

Severe chronic neutropenia is classified as severe congenital, cyclic, autoimmune, or idiopathic. However, there is a lot of uncertainty regarding the diagnosis of severe congenital neutropenia (SCN) and chronic idiopathic neutropenia, and this uncertainty affects further evaluations and treatments. A 20-year-old man presented with fever and knee abrasions after a bicycle accident. On admission, his initial absolute neutrophil count (ANC) was 30/μL. He had no medical history of persistent severe neutropenia with periodic oscillation of ANC. Although his fever resolved after appropriate antibiotic therapy, ANC remained at 80/μL. Bone marrow (BM) aspiration and biopsy were performed, and a BM smear showed myeloid maturation arrest. Moreover, genetic mutation test results showed a heterozygous missense variant in exon 4 of the neutrophil elastase ELANE: c597+1G>C (pV190-F199del). The patient was diagnosed with SCN. After discharge, we routinely checked his ANC level and monitored any signs of infection with minimum use of granulocyte colony-stimulating factor (G-CSF), considering its potential risk of leukemic transformation. Considering that SCN can be fatal, timely diagnosis and appropriate management with G-CSF are essential. We report the case of a patient with SCN caused by ELANE mutation who had atypical clinical manifestations. For a more accurate diagnosis and treatment of severe chronic neutropenia, further studies are needed to elucidate the various clinical features of ELANE.
