환경보전 활동을 위한 노력도 교부금과 같은 예산의 지역간 배분에 있어 감안이 되어야 하는데 그렇지 못하고 있다. 개발활동만 기준하여 지원되고 있다. 본 연구의 주된 목적은 찬경변수를 예산 배분정책에 반영할 수 있는 방법을 개발하고 이를 실제로 적용하는데 있다. 본 연구는 각 지역별 환경에 미치는 다양한 변수들을 고려하여, 지역간 환경 기여도의 평가방법론을 개발하고 검증하였다. 최대최소법, 최대최대법, 단순가중치법, 계층가중치법과 같은 네 가지 방법론을 적용하여, 대구시의 환경 기여도를 평가해 본 결과, 극단적 상황이 예상되지 않는 조건 하에서 단순가중치법과 계층가중치법을 우선해서 대구시 환경 기여도를 분석할 수 있었다. 이른 기준을 감안찬 예산배분은 개발에 치중된 재정지원에서 환경적으로 건전한 지역개발을 유도하는데 기여할 것으로 기대한다. While the role of local community is getting important in reducing greenhouse gases, current financial supports have not considered these efforts. Instead, development activities have been the only basis of fiscal distribution, which have led to unsustainable development. In this context, this paper analyzes the emission and absorb of air pollutants by local districts in Daegu Metropolitan city and constructs an empirical energy database for local energy use and environmental emissions. Based on the data, it prioritized environmental contribution by region through using MCDM methods, that include maximin & maximax method, simple additive weighting (SAW) and hierarchical additive weighting method (HAW). This concludes the possibility of policy methodology through which we can input environmental variables in distributing local budget.
Inhibitory Effects of Silsosangami on the Platelet Aggregation

The thrombosis importantly came to the front as the risk factor of these circulation system's disease. SilsoSanGami(SSG) was used for investigating the inhibitory effect on platelet-activating factor-induced platelet aggregation about drugs that used to improvement various symptoms created by the thrombosis in oriental medicine. In this study, the water-extracted SSG was investigated for its possible antithrombotic action on platelets. The antithrombotic activity of water-extracted SSG was deduced from its ability to suppress platelet aggregation, ATP-exocytosis, and the generation of prostaglandin E_2 and thromboxane A_2 by human platelets, stimulated with arachidonic acid. Water-extracted SSG dose-dependently suppressed the aggregation of human platelets, the release of endogenous ATP, and the formation of PGE_2 and TXB_2, both the latter usually detected to estimate the activity of COX and TXS, respectively. Since the IC_50 values necessary to inhibit COX (115 ㎍/㎖ SSG) and TXS(74 ㎍/㎖ SSG) were in the same range, inhibition of COX is suggested to be the primary target of water-extracted SSG, thus suppressing the formation of PGE_2 which is metabolized by TXS to TXA_2. We considerated that SSG has practical applicational value of clinical trial in the thrombosis caused by platelet aggregation.
THE COST-EFFECTIVENESS OF ENERGY OPTIONS IN COPING WITH THE GLOBAL WARMING IN THE REPUBLIC OF KOREA

The demand for energy in Korea is growing very fast than any other economies in the world. Rising concern about the environmental impact of energy use, as well as the economic impact of the global warming measures, are fuelling interest in opportunities for reducing energy demand and CO_(2) emissions. The paper contains estimates of energy saving and CO_(2) abatement potentials in Korea that will result if energy efficient technologies available today are commercialized in the year 2000, 2010. According to the study, energy saving options including recycling can reduce 45.5 million tons of carbon for 2010 which is 28.8% of the BAU forcast to set its level to that of 1990. Most of energy options except fuel switch reveal as cost-effective, among which replacement of electric bulb, fluorescent lamp and industrial motors with more efficient ones are very effective in reducing CO_(2) emissions with economic efficiency. In the long run, it is noted that the reduction of oil consumption in industry and transportation sector is crucial in reducing the total amount of carbon emissions.

The purpose of the research is to clarify the differences of elementary teachers` perception about schooling culture by gender, by lengths of career, by status and by regions. Concrete research questioning for the study was as follows: First, what differences are there in the teachers` perceptions about educational philosophy? Second, what differences are there in the teachers` outlook on schooling philosophy? Third, what differences are there in the teachers` viewpoint on human relationship? Fourth, what differences are there in the teachers` attitude on personnel matters, educational reforming and personal connection (alummi, clan, district). In order to solve these research questions, 275 elementary school teachers in urban areas and another 120 teachers in rural areas in Kyungsangnamdo Province were collected with the response rate of 90.15 ; the research instrument consisted of 55 question items. The study for the data analysis applied F test, t test with using SPSS (Version 8.0) program. The results of the study obtained from the above-mentioned process were as follows: First, elementary school teachers are considered to have a high regard for education and human relations, and male teachers, managing teachers and teachers in farming and fishing areas can be said to have a relatively higher outlook on education. Second, elementary school teachers` perception about schools are at an ordinary level, and male teachers, teachers with longer careers, managing teachers and teachers in farming and fishing areas can be said to have a relatively higher outlook on schools. Third, as for elementary school teachers` interest in personnel matters and personal connection, male teachers, teachers with longer careers, managing teachers and teachers in farming and fishing areas can be said to have a relatively greater interest.
