      • 코로나-19 관련 SNS 뉴스플랫폼의 뉴스 프레임 분석 : SNS 타급뉴스

        In this study, the KakaoTalk SNS news platform, which has the greatest influence among internet news media in the changed news media ecosystem, was used as a research object to analyze what kind of news frame was formed in relation to the COVID-19 pandemic. According to the analysis results, it is worth noting that among the five news frames used in the analysis, the use of a specific news frame is concentrated in the analysis results. In addition, it can be seen that positive factors in journalism (using hard news rather than soft news) were used in a specific news frame, resulting in further strengthening the influence of the news frame. ‘Attribution of responsibility’, which suggests urgent action related to COVID-19, and ‘morality’, which suggests social prescription, were used the most. This can be seen as a natural phenomenon in the emergency situation of COVID-19, but the ‘conflict’ news frame in which various opinions can be presented is extremely atrophied. It can be seen that the SNS news platform suppressed the use of 'conflict' news frames that could lead to social division as much as possible. However, it can be seen that, rather than solving the problem through various experts, one-sided news frame led by the state was created. This also has an aspect that has created a social condition that prevents the development of a mature civil society (social diversity) that can resolve the COVID-19 pandemic with the consensus of various medical experts. 본 연구는 변화된 뉴스 미디어 생태계에서 인터넷 뉴스 미디어 가운데 영향력이 가장 큰 카카오톡 뉴스플랫폼을 연구대상으로 삼아 코로나 19 팬데믹과 관련하여 어떠한 뉴스 프레임을 형성하고 있는지 분석하였다. 분석결과에 따르면, 분석에서 사용한 5개 분야의 뉴스 프레임 가운데, 특정 뉴스 프레임의 사용에 집중되어 있음을 주목할 필요가 있다. 또한, 저널리즘 측면에서 긍정적인 요소(연성뉴스보다 경성뉴스 사용)들이 특정 뉴스 프레임에 사용됨으로써 뉴스 프레임의 영향력을 더욱 강화하는 결과를 낳았다고 볼 수 있다. 코로나 19와 관련 시급한 행동을 제시하는 ‘책임 귀인’과 사회적 처방을 제시한 ‘도덕성’을 가장 많이 사용하였다. 이것은 코로나 19라는 위급한 상황에서 당연한 현상이라 볼 수 있지만, 다양한 의견이 제시될 수 있는 ‘갈등’ 뉴스 프레임은 극도로 위축되어 있다. SNS 뉴스플랫폼이 사회적 분열을 낳을 수 있는 ‘갈등’ 뉴스 프레임의 사용을 가능한 억제 했음을 알 수 있으나, 다양한 전문가를 통해 문제를 해결하기보다는 국가(질병관리청) 주도의 일방적인 뉴스 프레임을 만들었음을 알 수 있다. 이것은 코로나 19 팬데믹을 다양한 의학 전문가들의 합의로 해결해 나갈 수 있는 성숙한 시민사회(사회적 다양성)로 나아가지 못하는 사회적 여건을 만들었던 측면도 있다.

        This study analysed the growth scheme to the local firms of CT in Chungchongbuk-do. We researched the successful cases in the field of CT in nation and overseas. We found that the successful cases in the field of CT were concerned to Network of firm-academy-government and their Innovation. According to Network and Innovation, the CT's firms became an industrial complex(cluster). The local industrial complex of the traditional industries value networks among same category of businesses, however, the local industrial complex of CT are interested in the different type of business (i. e. multimedia, development technology, digital contents, marketing). The growth to the local firms of CT in Chungchongbuk-do is closely related to Network of firm-academy-government. The traditional industry transforms the ultramodern industry, and its industry needs to request Innovation. The growth to the local firms of CT in Chungchongbuk-do is closely related to innovation of the local government and firms.         실리콘 겔에 활성화된 복강 대식세포의 interleukin-6 및 tumor necrosis factor-α에 의한 섬유모세포 중식 자극

        Silicone gel breast implants may induce local(fibrous capsular contracture) or systemic(rheumatoid arthritis, systemic sclerosis, etc) complications. The exact mechanism of fibrous capsular contracture has not been fully understood. In the present study, we tried to find out the effect of silicone gel on the fibroblast proliferation which has been known as a major contributing factor in fibrous capsular contracture formation. In vitro, activated macrophages are known to secrete monokines which affect fibroblast proliferation and collagen synthesis. And tumour necrosis factor-α(TNF-α) and interleukin-6(IL-6), which were released by macrophages, were reported as potent stimulator of fibroblast proliferation. The goal of this study is to investigate the role of macrophages and tumour necrosis factor-αor interleukin-6 in the interaction of fibroblasts and silicone gel. We designed four groups, two experimental and two control, using Institute for Cancer Research(ICR) mouse peritioneal macrophage and silicone gel. For the preparation of the conditioned medium of macrophages, peritoneal macrophages were prepared and cultured for 24 hours on the silicone gel-coated and naked (not coated) surface [silicone gel-macrophage conditioned medium(SCM; experimental group) and normal polystyrene-macrophage conditioned medium(NCM; control group) respectively]. To correct the effect of 10% fetal bovine serum which was included in Rapid Prototyping and Manufacturing Institute (RPMI) 1640 medium and draw the effect only by macrophages, the RPMI 1640 medium with 10% fetal bovine serum was cultured by the same method on the silicone gel-coated and naked surface (silicone gel-macrophage free conditioned medium; SFM and normal polystyrene-macrophage free conditioned medium; NFM respectively). Each conditioned medium was added onto NIH 3T3 fibroblasts culture at a final 25% concentration of total culture medium and followed by the cultivation for 24 hours. For antibody neutralizing experiments, each conditioned medium was preincubated with polyclonal rabbit anti-mouse TNF-α antibody or polyclonal rat anti-mouse IL-6 antibody for 1 hour and then, conditioned medium with antibody was added to the culture medium of NIH 3T3 fibroblasts by the same method. After 24 hours cultivation, total number of viable fibroblast(cell growth), DNA synthesis and collagen synthesis of fibroblasts with each medium were measured by sulforhodamine B(SRB) assay, 3H-thymidine and 3H-proline incorporation respectively. The results were as follows: 1. In the experiment about the effect of the conditioned medium on the fibroblast activity, the experimental group(SCM), compared with the control group(NCM), showed a significant increase of the cell growth (p<0.01), a significant decrease of DNA synthesis(p<0.001), but no significant difference in the collagen synthesis. 2. In the experiment about the effect of polyclonal rabbit anti-mouse TNF-α antibody on the fibroblast activity, after the addition of antibody the experimental group, compared with the control group, showed a significant decrease of the cell growth(p<0.001), a significant increase of DNA synthesis(p<0.01), but no significant difference in the collagen syn thesis. 3. In the experiment about the effect of polyclonal rat anti-mouse IL-6 antibody on the fibroblast activity, after the addition of antibody the experimental group, compared with the control group, showed a significant decrease of the cell growth(p<0.001), a significant increase of DNA synthesis(p<0.0001), but no significant difference in the collagen synthesis. In conclusion, culture supernatants (conditioned medium) of peritoneal macrophages, activated by silicone gel, stimulate the NIH 3T3 fibroblast proliferation. TNF-α and IL-6, products of macrophage, are involved in the stimulation of NIH 3T3 fibroblast proliferation in an in vitro condition.

      • 지역 디지털 콘텐츠산업의 활성화 방안에 관한 연구 : 충북지역 디지털 콘텐츠산업을 중심으로

        본 연구에서는 충북 지역의 디지털 콘텐츠산업의 활성화 방안을 고찰하였다. 집적 단지 형성을 통한 디지털 콘텐츠산업 활성화 방안은 크게 산-학-관의 원활한 네트워킹과 이들의 자기 혁신을 들 수 있다. 종래 산업사회에서 지역 집적은 동일 업종간의 상호 네트워크가 중요하였으나, 디지털 콘텐츠산업과 같은 문화산업 집적단지는 동일 업종이 아닌 멀티미디어, 기술 개발, 창작, 마케팅 등 연관 산업 분야 및 관련 인력 간의 긴밀한 네트워크가 가능한 곳이어야 한다. 또한 집적단지 안에서 정부 조직과 민간 조직이 원활한 네트워킹이 가능할 때, 집적단지 성공은 가능할 것이다. 그리고 집적단지 산업으로 디지털 콘텐츠 산업의 발전을 위해 논의할 수 있는 것은 산-학 연계이다. 이를 위해선 대학과 기업 간에 긴밀한 네트워크가 중요하다. 충북 지역에도 콘텐츠관련 업계와 지역 대학과의 연계가 절실히 필요하며, 가능하면 집적단지 안에 관련학과를 이전함으로써 더욱 긴밀한 산-학 연계가 이루어져야 한다. 기존 산업구조에서 새로운 첨단산업인 디지털 콘텐츠산업으로 전환하는데 혁신성이 요구된다. 충북 지역에도 디지털 콘텐츠산업의 활성화를 위해선 지역 정부와 지역 기업의 혁신이 더욱 요구된다. 특히 이 과정에서 행정 당국의 역할이 중요하다. 실리콘앨리와 CIQ가 성공할 수 있었던 요인 중에 하나는 행정 당국의 유인책이었다. 시 당국은 벤처기업들에게 재산세와 양도소득세를 감면해 주었으며, 창업 자금과 임대료를 지원해 주었다. 충북 지방정부 역시 좀 더 입주업체들이 피부로 느낄 수 있는 지원을 통해 유인책을 줄 필요가 있다. This study analysed the growth scheme to the local firms of digital contents, in particular, Chungchongbuk-do's firms of digital contents. According to Network of firm-academy-government and their Innovation, the growth to the local firms of digital contents through industrial complex are able to materialize. The local industrial complex of the traditional industries value networks among same category of businesses, however, the local industrial complex of the digital contents are interested in the different type of business (i. e. multimedia, development technology, creative, marketing). In addition, the growth to the local firms of digital contents need to network between government and firms in the local industrial complex. And we also need to discuss the network of firm-academy for the purpose of the growth to the local firms. The local firms and universities regrading to digital contents need to keep in close networking in Chungchongbuk-do, if possible, the related department of university need to move into industrial complex. On the other way, the traditional industry transform the ultramodern industry in relation to digital contents need to request Innovation. The growth to the local firms of digital contents in Chungchongbuk-do is closely related to innovation of the local government and firms. In particular, the most important on its process is the role of the government. One of the growth issues is the enticement of government in Silicon Alley and CIQ. Its governments reduced tax on property and income tax to venture firms regrading to digital contents, and also supported origination expense and property rental. We need to discuss about the enticement of Chungchongbuk-do for the purpose of the growth to the local firms of digital contents.

        Silver impregnated active carbon (SIAC) is amorphous and its intraparticle pores are well developed. It has high adsorption capacity and catalytic adsorption effect for Ozone gas and air polutants. We are concerned the following results. 1. SIAC have a powerful adsorption capacity for Ozone gas in physical and catalytic chemi-sorption effects, but its capacities are proportional to impregnated Silver amounts. 2. The oxidation state of Silver and its IR-spectrum after treated through Ozone are compared with original samples. 3. Ozone decomposition capacity of SIAC are about half of commercial Ozone decomposition catalyzer. 4. Reuseability of SIAC with thermal process will be physical capacity only available.

        A study on the Byungtae Ron(病能論) of the So Moon(素問), one of the classic book of oriental medicine, was carried out analytically for the right comments. The principal ideas obtained summarized as follows; Neng(能) is similar to tae(熊) in the pronunciation and the meaning of a chinese character. Byungtae(病能) means the state of the symptoms and the pulse condition of the diseases, etc. It deals with ethological factor, mechanism of disease, the condition of an illness, method of diagnosis, rule of treatment, technique of treatment of seven diseases and taking this seven diseases as a example, mainly discuss the technique and significance of clinical observation and the pathogenesis and condition of an illness, so It named 「Byungtaeron(病能論)」 In this chapter it shows we can grasp condition of illness well only if we classify the pathogenesis and condition of an illness in details. this viewpoint provides the foundation of development in oriental diagnostics. It places emphasis on pulse feeling in this chapter, so it describes pulse condition of various kinds of diseases in details. It also presents how to compare pulse feeling like comparison between Inyoungmaek(人迎脈, arterial carotid communes, the pulsation of which is easily felt beside Adam's apple) and Ch'onkumaek(寸口脈, the radial artery on the wrist where the pulse is routinely taken for diagnosis), between right and left Ch'onkumaek(寸口脈), between Yangmyungsangdong (陽明常動) and Taeyangbudong(太陽不動), Soyangbudong(少陽不動), etc. In this chapter it explains pulse feeling occupies a high position in the diagnosis of diseases in 『Huangdi's internal Classic(黃帝內經)』 period and the technique of pulse feeling is already plentiful and minute. In this chapter it presents 「Tongbyungyich(同病異治, to apply different methods of treatment to the same kind of disease)」 theory, taking tangible syndromes as examples. this is prominent viewpoint of determination of treatment based on the differentiation of symptoms and signs and much influence development of later ages' medicine. On the ground of oriental medical theory, it may bring about different symptoms in the same disease according to stage of disease, the seasons, the regions, the constitution of patient, therefore surely adopt different technique of treatment, this differentiation of symptoms and signs is an important character in oriental medicine.

        계약직공무원제도의 운영 실태에 대한 분석

        우리 나라의 경우 계약직공무원제도는 공직사회의 전문성을 제고하고 공직 개방화에 따른 정부인적자원의 효율적 관리차원에서 1998년 도입되었다. 그 후 책임운영기관제도와 개방형 직위제도가 새로이 도입되었고, 행정서비스수요에 탄력적으로 대응하기 위하여 시간제공무원제도와 외국의 우수전문인력을 공직에 충원하기 위한 외국인공무원채용제도 등을 도입하는 등 계약직 공무원제도는 그 분야와 영역이 점차 확대되고 있는 실정이다. 이 연구의 목적은, 계약직공무원제도의 운영실태를 조사·분석하고, 이를 바탕으로 도입취지의 당위성을 확인하고 향후 인사관리정책의 방향성을 탐색하고, 계약직공무원제도의 개선을 위한 실현 가능한 정책대안을 모색하고자 한다. 특히 계약직공무원의 임용과 성과관리 방안 등 인력활용시스템의 개선에 대하여 중점적으로 고찰해보고자 한다. 먼저 면담조사를 통해 계약직공무원제도 운영실태를 파악한 후 이를 토대로 설문조사를 실시하였다. 전체 계약직 공무원 전원과, 비교집단으로 각 계약직 공무원과 유사한 위치에서 비슷한 업무를 수행하는 동일한 수의 일반직 등 비계약직 공무원을 선정하여 설문조사를 실시하였다. 이를 통해 계약직공무원제도의 운영실태를 파악한 후, 그 결과를 바탕으로 제도적·운영상 개선방안을 모색하였다. Given that the contingent employee is likely to be a familiar presence in the public service workplace of the future in Korea, this study explores the realities of contingent civil service system and discusses its institutional development. It reviews the characteristics and present situations of the contingent civil service system, analyzes its problems, and suggests the alternatives for improvement. Drawing upon survey evidence from two groups, 383 non-contingent public employees and 408 contingent public employees in the central government of Korea, our study shows that there is no difference between contingent and non-contingent public employees in the main reasons why they have entered to the government and in the factors which they have considered as more important, and that the major problems of current contingent civil service system are inappropriate performance evaluation and insufficient linkage between performance and reward, while most contingent and non-contingent public employees are agreed with the purposes of contingent civil service system. Such findings are discussed for the improvement of contingent civil service system in Korea.

      • 은 및 망간 산화물에 의한 일산화탄소의 촉매 산화 연구

        This study concerns the catalytic oxidation of carbon monoxide with 26 kinds of Ag-oxide, MnO_2 and their mixtures at room temperature. From the results the following phenomena were obtained. 1. Simple Ag-oxide or MnO_2 samples were not favorable to the oxidation of carbon monoxide. 2. The Ag_2O, AgO and MnO_2 mixtures(10 : 90 or 20 :80) were observed more powerful catalyzer for carbon observed more powerful catalyzer for carbon monoxide oxidation. 3. The oxidized samples of Ag-Mn premixture with several oxidants were also weaker catalyzer than the simple mixtures. 4. The AgMnO_4 and Ag-Mn-Oxides prepared by electroytic oxidation method also acted poorly as the catalytic oxidants. 5. Ag_2O and MnO_2 were not found out the structure change but AgO is changed oxidation state and heat evolved during the treatment. 6. The γ-MnO_2 are more superior catalyzer than the β-MnO_2 for catalytic oxidation of carbon monoxide.

      • 텔레비전 뉴스 프로그램의 서사구조 비교연구 : ‘화물연대 총파업’ 관련 < KBS 9시뉴스 >와 < MBC뉴스데스크 >

        미디어 서사구조 분석은 미디어를 통해서 공유되는 지배적인 가치체계를 고찰하는데 목적을 둔다. 뉴스 미디어에 따라서, 같은 사회적 이슈라도 다른 시각으로 뉴스 보도되는 경우를 볼 수 있는데, 이것은 뉴스 미디어마다 가지고 있는 서사구조가 다르기 때문이다. TV 미디어의 영상화면은 텍스트 기사보다 더욱 다양한 표현 방식을 사용할 수 있는데, 이것은 TV 미디어에 대한 서사구조 분석의 필요성이 제기되는 이유이다. 본 연구는 ‘화물연대 총파업’이라는 사회적 이슈에 대하여 < KBS 9시뉴스 >와 < MBC 뉴스데스크 >가 어떠한 가치체계를 시청자에게 각각 전달하고 있는지 탐색하였다. 이를 위하여 본 연구는 채트먼의 ‘서사구조 분석 틀’과 레비스트로스의 ‘이항대립분석’을 연구방법으로 사용하였다. 분석결과에 따르면, 화물연대 총파업 관련하여 < KBS 9시뉴스 >와 < MBC 뉴스데스크 >는 다른 서사구조를 통해서 시청자에게 뉴스 보도하고 있음을 확인할 수 있다. 다시 말하면, < KBS 9시뉴스 >와 < MBC 뉴스데스크 >는 사회적 갈등 이슈인 화물연대 총파업에 대해서 서로 다른 가치체계를 시청자에게 전달하고 있었다. 이것은 강력한 영향을 미칠 수 있는 한국 대표적인 2개 뉴스 미디어가 서로 다른 사회적 의제를 만들고 있음을 의미한다. Media narrative structure analysis aims to examine the dominant value system shared through the media. Even when reporting on the same societal issue, news media can present it from different perspectives due to the varying narrative structures each media outlet possesses. The visual screens of TV media allow for a more diverse range of expression compared to text articles, highlighting the need for narrative structure analysis in TV media. This study explores how KBS 9 o'clock News and MBC News Desk convey different value systems to viewers regarding the societal issue of the “Cargo Workers’ General Strike”. To achieve this, the study utilizes Chatman's ‘Narrative Structure Analysis Framework’ and Levi-Strauss's “Binary Opposition Analysis’ as research methods. The analysis results reveal that KBS 9 o'clock News and MBC News Desk present news to viewers with different narrative structures regarding the issue. In other words, these two major news media outlets in Korea communicate different value systems to viewers regarding the social conflict issue of the “Cargo Workers’ General Strike”, signifying that they are shaping different societal agendas.
