        Impact of grafting on sensory profile of tomato landraces in conventional and organic management systems

        Tomato landrace producers are adopting grafting technology to overcome agronomic deficiencies and increase plant yields. Landraces are valued for their higher organoleptic quality, so it is important to assess the impact of grafting on their sensory profile. We studied the influence of ‘Beaufort’ rootstock on agronomic, morphologic, and sensory traits using two landraces (‘Mando’ and ‘Montgri’) and one commercial cultivar (‘Egara’) as scions in two extreme management systems for tomato cultivation: conventional/greenhouse and organic/open field. Panel sensory analysis found that grafting onto ‘Beaufort’ had a negative effect on sensory attributes, reducing sweetness, acidity, and intensity of flavor in the organic system and sweetness and intensity of flavor in the conventional system. In conventional management, grafting also modified some aspects of fruit appearance. In the conventional system, grafting significantly increased yield in all the genotypes (mean increase, 52%). By contrast, in the organic system, grafting increased yield only in the ‘Mando’ landrace (mean increase, 62.3%). As many genotype × grafting interactions affecting many important commercial traits occurred in both management systems, specific studies with different rootstock-scion combinations are highly recommended before adopting this technique for producing landraces with high sensory quality.

      • Economic Impact of the ASEAN-China Free Trade Agreement on Philippine Fresh Banana Exports

        The study determined the economic impact of the Association of Southeast Asian Nations (ASEAN)-China Free Trade Agreement (ACFTA) on Philippine fresh banana exports covering the period 1990-2013. Results of the shift and share analysis revealed that ACFTA was not trade creating but rather diverted the trade of the Philippines from Japan to ASEAN member countries and to China. The country’s fresh banana exports to China were also not price competitive before and after the zero tariff regime in ACFTA. In terms of quality competitiveness, the Philippine fresh banana exports to China were also not competitive due to the stricter sanitary and phytosanitary (SPS) measures adopted by China for the country’s fresh banana exports. Using multiple regression analysis, the volume and value of Philippine fresh banana exports to China were significantly affected by tariff, real domestic price, trade disputes, and SPS measures. It was recommended that the Philippines should improve local production of fresh bananas, reduce marketing costs in the fresh banana chain, address trade dispute with China, improve and harmonize SPS standards, and explore other markets for fresh banana exports.

        The Water Quality of the Pasig River in the City of Manila, Philippines: Current Status, Management and Future Recovery

        Pasig River is an important river in the Metro Manila, Philippines, since it provides food, livelihood and transport to its residents, and connects two major water bodies; Laguna de Bay and Manila Bay. However, it is now considered to be the toilet bowl of Metro Manila due to the large amount of wastes dumped into the river. Even with the efforts of the government to revive the quality of the Pasig River and its tributaries, it continues to deteriorate over time. This paper provides an overview of the current condition of the Pasig River. The existing water management policies were reviewed, and the issues and challenges hindering the improvement of its water quality identified. Moreover, the water qualities of the rivers in Metro Manila were compared to those of the major rivers in South Korea. The current watershed management system practiced by South Korea has been discussed to serve as a guideline for future recovery of the water quality of the rivers in the Philippines.

      • The Role of Higher Education Institutions (HEIs) in Local Government Administration

        The study examines the role and contribution of Higher Education Institutions (HEIs) in local governance by examining the customized capacity building programs of HEIs for local governments. The current study aims to contribute to the growing literature on the role of HEIs in local government administration and development. The National Capital Region (NCR) or the Metropolitan Manila region (MM) is the area of interest from which the case studies were chosen. Metro Manila is the preferred area of interest for a number of reasons: (1) the earliest HEIs that offered degree programs in public administration are located here; (2) the same HEIs were among the first to offer customized programs for local government personnel; and (3) the selected HEIs have agreed to be the subject of research; and (4) the relative accessibility of the HEIs to the researcher facilitated the conduct of research. Five HEIs were chosen for the study and were selected on the basis of three criteria: (1) It offers at least a master`s program in public administration or public management (MPA or MPM); (2) must be a member of the Association of Schools of Public Administration in the Philippines (ASPAP); and (3) have a good track record in offering LGU capacity building programs. The study primarily employs the case study method in determining how HEIs contribute to local government administration and how this contribution may become more effective. Customized programs were analyzed and juxtaposed with the knowledge and skills needs of LGUs. Data and information for this purpose were gathered through documents analysis, interview of key informants from both HEIs and LGUs. Finally, a select number of graduates of customized programs were purposively selected and interviewed to get their perceptions on the quality of the customized programs they attended. HEIs have already in fact created a niche as the main capacity development resource for local governance competency requirements of LGUs. The five HEIs described in the study are all development-oriented but have varied ways in which to instill the development orientation and sense of purpose in their students and participants. Generally, local officials find the HEIs programs as imperative to their work in terms of the new global trends, paradigms and innovations in local governance. Since customized degree programs for LGUs are still in their infancy in the Philippines, HEIs must continuously engage in environmental scanning to generate inputs for continuous development of their program to more effectively respond to client needs.

        Effectiveness of Phonics Instruction on Reading Motivation of Korean Elementary EFL Learners

        This present study examines the effectiveness of phonics instruction on reading motivation of Korean elementary school students in English beginning levels. Fifteen first-graders in an after-school phonics program in a private elementary school participated in the study without any previous English instructions. Compared to their peers in the regular English class, they were not able to read any English word. Since phonics is one of the keystones to read English, which leads to higher reading motivation, phonics program was instructed for 40 weeks in a year with 18 exercise books. Three types of measurement methods were integrated to present how phonics instruction was effective on raising student’s reading motivation. First, self-questionnaire for students was designed based on a theoretical framework ‘MPR-R’. (The Motivation to Read Profile-Revised; Malloy, Marinak, Gambrell, Mazzoni, 2013) Second, in-class reading activities were video-recorded to evaluate students’ progress. Third, follow-up questions including reading comprehension and self-assessment were asked. Research findings suggest that phonics instruction is a significant contributor to increase young EFL learners’ reading motivation as well as reading competence.
