70年代에 中東의 政治的, 財政的 狀況이 複雜해진 것과 더불어 世界 石油備蓄量이 不足함에 따라 海洋石油와 가스田에 對한 開發이 점점 더 要求되어왔다. 例를 들어 北海와 같이 더 깊고 더 거친 곳으로 海洋開發이 進行됨에 따라 매우 큰 構造物들과 厚板의 鋼들을 使用할 必要가 있게 되었다. 그런데 그것들은 設計, 組立(例를 들면, 熔接), 材料選擇, 鋼製造 등 特別한 問題를 안고 있다. 그것 뿐만 아니라 이러한 構造物에는 많은 量의 鋼이 使用되기 때문에, 設計者들이 使用할 수 있는 資料들을 供給하기 爲해서 完全한 試驗프로그램이 더욱 切實히 必要하게 되었다. 이미 存在하고 있는 英國의 海洋構造物用 鋼硏究 프로젝트를 基礎로 하여 유럽의 硏究 프로그램이 計劃되었고 유럽의 石炭과 鋼 共同體가 後援하게 되었다.<br/> 이 프로그램에는 英國, 프랑스, 獨逸, 이탈리아, 텐마크와 네덜란드가 參加하게 되었다. 各國의 鋼製造會社와 硏究所들이 이 共同硏究를 행해왔다. 海洋의 鋼構造物로써 사용되는데 關聯된 情報를 얻기 爲해서 모두 40個 以上의 硏究室들이 全體 共同硏究에 包含되어 있다.<br/> 이 프로그램으로 바다라는 環境에서 鋼構造物이 어떻게 擧動하는지 더 잘 理解함으로써 鋼製造會社와 石油會社 양쪽 모두 實質的인 利益을 얻었다. 게다가 이 刮目할만한 發展으로유럽의 프로그램 內에서만 아니라 노르웨이와 캐나다의 프로그램과의 共同硏究가 매우 重要하다는 것을 알게 되었다. In the seventies the shortage of world oil reserves together with the complex political and financial situation in the Middle East has led to an ever increasing demand for the exploitation of offshore oil and gasfields. The movement of these offshore exploitations of deeper and rougher areas, for instance the North Sea, required very large structures and the use of thick plate steels, which constitute special problems in designing, fabrication (e. g. welding), material selection, steelmaking etc. This and the large amount of steel being used in these structures made it apparent that a complete test programme would be needed to provide data which could be used by designers. With the already existing programme of the U. K. Offshore Steels Research Projects as a basis, an European Research Programme was designed and sponsored by the European Coal and Steel Community. In this programme the U. K, France, Germany, Italy, Denmark and the Netherlands were participation.<br/> This joint research has been undertaken by steel companies and research laboratories. In all more than 40 laboratories have been involved in the overall collaboration aimed at generating information relevant to the performance of offshore steel structures.<br/> The programme has produced tangible benefits for both the steel and oil industries through the contribution or has made to a better under-standing of the behaviour of steel structures in marine environments.<br/> Furthermore the significant progress achieved furnished a clear proof of the importance of collaboration not only within this European Programme but also with related Norwegian and Canadian Programmes.
