        Hsun-tzu, a native of Chao in the later phase of Chou dynasty, is a profound thinker and energetic defender of Ju philosophy of Confucius. He is credited with thirty-three essays in twenty volumes of lasting fame. His academic enthusiasm in defense of Ju philosophy is ranked as equal as Meng-tzu. Being mindful of the general welfare of the people suffering from war and corruption, he placed particular emphasis on education in his writings in dealing with political and economic problems of the age. His educational thought is based on his view of Heaven and Human Nature. Hsun-tzu rejected the traditional view of Heaven and in its stead developed an empirical view on Heaven. He denies the theory that the Heaven works at its Will. According to him, there is constancy in Heaven that the rise of Yao and the fall of Kyoul (桀) should not be considered as events done by Heaven's Will. He advocates that men would be better equipped to know more about Heaven if men work hard to develop their capacities to the full extent. His view can be well summed up as humanistic. Inherent goodness of human nature as advocated by Meng-tzu was opposed by Hsun-tzu. Inherent evilness advocated by Hsun-tzu. According to him, the greatness of Yao and Shun were achieved by their efforts of developing the good instincts. Hsun-tsu's stress of this proper nurturing of human nature is the cardinal basis of his view on educational possibility of man. Though Meng-tzu or Ju scholars of Sung had different views on human nature, they and Hsun-tzu all share the common view that the educational goal of nurturing the good instincts was possible. Hsun-tzu's saying of the universal evilness of human nature and his claim that anybody can become a Yao or a Shun, however, are conflicting statement. It is the writer's view that this shortcoming is attributable to Hsun-tzu's overlook of the unique feature of individual talent and capacity. Of the educational aim and method, Hsun-tzu valued high the utility of Ju philosophy. He set forth four types of men; namely, the sage, the gentry, the noble and the commoner. To become a sage, the ideal and perfect man, is the final goal of educational endeavor, according to Hsun-tzu. He recommended a concentrated teaching on the classic books of Ju philosophy; i.e. Classic of Poetry, Classic of History, Record of Rites, Classic of Music and Ch'un Ch'iu (Spsing and Autumn.) Teaching of Rites and Music were particularly stressed by Hsun-tzu to learn the way of sage king. When learned the teachings of the sage, this must beput into practice and thus bringing forth the further learning, Hsun-tzu emphasized the doctrine of learning by doing. His contribution in this respect is worthy of review in light with what was advocated by Confucius or the dialogue method of Socrates, the author believes.

        Transition from the Developmental State: The Deliberative Policy Process of Civil Service Pension Reform in Korea

        This paper examines three recent efforts to reform Korea`s Civil Service Pension Program, in order to trace the changing policy process in Korea, where the policy regime of the developmental state used to be predominant. It has been argued that the government no longer has overwhelming influence over the policy-making process, while social actors are not able to compromise on social issues. This paper aims to test the hypotheses of the decline of government influence and the inability to reach social compromise, focusing on stakeholders` interactions at the micro Level. It argues that a new deliberative policy process has emerged that engages a range of stakeholders, such as trade unions and policy experts, and in which different government ministries compete against each other. The paradox of the new policy process is that despite its deliberative nature, the government`s strategic influence continues to be strong.

      • Delivering unemployment benefits in the developmental welfare state : The case of Korea

        We have witnessed the growth of the developmental welfare state in Korea for the last decade. While it maintains the developmental orientation in the overall structure, the developmental welfare state introduced a range of programmes to protect those who had been left outside. This paper has examined how such continuity and change were reflected at the local level of implementation where policy objectives are achieved in practice, focusing on the Employment Insurance Programme. This chapter analyses two waves of interviews, the first with local officials in 2005 and the second with unemployment recipients in 2010. All in all, our analysis presents a mixed picture. There has been a steady progress in terms of the range of social protection but in terms of inclusion and equal access to welfare falls short of achieving the new policy goals, protecting the unemployed. Nevertheless it is true that there has been positive development in these fronts as well. If there are continual policy efforts to address these short-falls, the developmental welfare state will be more inclusive while maintaining its developmental credentials.

      • Care-giving and Freedom

        Time constraint is one of the most important disadvantages for care-givers within households since care-giving is time-intensive work. Less freedom of care-givers due to time constraints at present may also lead to less freedom in the future since time-use at present may be the basis for capability in the future. In this context, this study will examine the time metrics of care-giving within the Korean households from the perspective of freedom. It will try to answer, first, who give care to the family members in need of care, and secondly how caregivers spend time in terms of care-giving and other activities of daily life such as work, and leisure. This study will approach to these questions from the viewpoint of human capability, and will use data from the Korean Time-use Survey in 2004. This paper argues that care-givers are faced with ‘care-trap’ which gives care-givers not only time disadvantage at present but also constraints on capability accumulation for the future. Regarding female care-givers, those who spend more time on care do more housekeeping work. This further reduces their opportunity freedom.

        Implications of Korea`s Saemaul Undong for International Development Policy: A Structural Perspective

        Development strategies based on neoliberal theories and good governance have failed to achieved clear outcomes. This paper examines the Saemaul Undong movement in Korea with the contention that it can provide a missing link between market- and state-oriented development policy. Saemaul Undong contributed to social and economic development in Korea not only as a self-help community movement but also as a mechanism of social inclusion. Its success was based on a social structure that was made more open to upward mobility by the land reform of the 1950s. A negative aspect of Saemaul Undong is that it was promoted by the government to mobilize political support for authoritarian President Park Chung Hee. In order to draw policy implications from Saemaul Undong for international development, it is necessary to consider the social and political context of the developing countries under consideration.

        다층적 공사연금의 구조와 운영에 관한 연구: 소규모 사업장의 퇴직연금 적용을 중심으로

        2005년부터 시행되고 있는 퇴직연금은 우리나라 다층적 공사연금체계에서 중요한 위치를 차지하고 있으나 가입비율은 답보상태에 있다. 또한 퇴직연금이 2011년부터 5인 미만 사업장에도 의무적으로 적용됨에 따라 효과적인 정책대안 마련이 필요하다. 이 글에서는 소득보장성·선택성·이동성의 원리에 따라 퇴직연금제도 운영현황을 분석하고 설문조사를 통하여 5인 미만 소규모 사업장의 근로자에게 퇴직연금을 확대적용하기 위한 방안을 논의한다. 소규모 사업장의 정규직-비정규직 근로자 간 국민연금 가입률은 현격한 차이를 보이지만, 퇴직연금은 근로자 대부분이 가입하지 않고 있으며 이에 필요한 정보도 충분히 갖고 있지 못한 것으로 나타났다. 퇴직연금을 소규모 사업장 근로자들에게 효과적으로 확대적용하기 위해서는 이들에게 맞는 퇴직연금을 제공할 보험자의 확보가 필요하고 근로자들이 자신에게 적합한 퇴직연금을 선택할 수 있도록 교육·정보를 제공하는 연금포털이 필요함을 지적하였다. Although the private retirement pensions have been implemented for more than five years in Korea, it has not yet taken off as expected. From 2011, it would be mandatory for small-size enterprises to provide retirement pension plans for their employees. The aim of this paper is to identify policy instruments that would be required to cover those workers. The paper, first, analyses enterprise retirement pension plans within the perspective the multi-tier public/private pension system in Korea: the perspective of income security, choice and portability. Secondly, base on survey of employees in small-size enterprises, this study find that employees in small-size enterprises do not have adequate plans for income security at retirement, and that they do have relevant information on retirement pension plans. This paper argues that the government should make sure that there will be pension insurers who will cover those employees. It also emphasizes that it would be necessary to establish an internet portal site, which furnishes information about retirement pensions and could be used as educational tools for users to plan their income at retirement in relation to the National Pension Programme.
