The efficient and rational transmission tariff structure is one of the crucial factors in creation of fair and competitive electricity markets. Transmission charge can be largely categorized into the line usage charge, system reliability charge, access charge and others. Any transmission tariff should be able to reflect these cost components reasonably. This paper suggests an approach to allocating the transmission reliability costs. The proposed method is based on the line usage of market participants under normal state. For the allocation of reliability costs, transmission reliability contributions are calculated and these contributions reflect line sensitivity under contingency condition(n-1 line outage state) and line outage rate simultaneously.

Background: This study investigated effective posture for gluteus medius rehabilitation training and effects of isometric muscle activity by electrophysiology through EMG while performing dynamic isotonic behavior of weight placed differently on upper limbs. Method: 16 healthy male subjects 20 to 29 years of age volunteered for the study. Lateral stabilizer right gluteus medius activity was assessed using EMG while the right lower extremity maintains single limb support, and the left upper extremity elevation movement maintains 5 seconds without load, 1RM to 1 repetition, 5RM to 5 times, 10RM to 10 times, 5RM and 10RM maintain 5sec. Results: Comparison of the mean value of EMG data showed a statistically more significant difference in upper extremity elevation movement on opposite upper extremity added weight than one that was not added on a single limb weight bearing posture(p>.05). Weight supported side gluteus medius activity for 1RM, 5RM, 10RM weight difference and movement repetition did not differ(p>.05). Comparison in maximum value showed statistically significant differences in not adding weight on upper limb elevation exercise and 1RM, 5RM, 10RM repeated behavior. Elevation behavior and repetition appeared over 70% of MVIC. Conclusion: Unilateral weight bearing stance added weight in the opposite upper limb elevation movement was an indirect exercise to effectively stimulate gluteus medius activity. Applying various added weight will have effective exercise on the early stages of rehabilitation because activity gluteus medius did not differ through added weight.

This paper examines the long-run social welfare maximization problems facing public utilities, which includes consideration of the cost of capital or other fixed costs of production, from which it derives optimal investment decisions in a reliability differentiated pricing based market. Reliability differentiated pricing policies lead to straightforward mathematical results on optimal investment decisions in generation and transmission expansion planning. This paper presents the mathematical conditions for optimal investment decisions.
A Study on Reliability Differentiated Pricing of Long-Term Transactions

Reliability differentiated pricing (RDP) is known to improve the efficiency and benefits of consumers and producers. Outage costs representing the economic and non-economic consequences of service curtailments to customers can be used as an effective parameter of RDP in electricity markets. This paper examines the theoretical aspects of an RDP scheme, and derives the optimal decisions of consumers and electric utilities for long-term transactions. The proposed RDP is demonstrated through a case study on a wheeling service.
A Value-Based Real Time Pricing Under Imperfect Information on Consumer Behavior

One of the major challenges confronting a multiservice electric utility is the establishment of the right prices for its services. The key objectives of particular pricing schemes are reasonableness of company earnings, economic efficiency, the responsiveness of supply and of the allocation of sources to the desires of consumers, and maintenance of some degree of competition. This paper proposes a value-based pricing mechanism amenable to the current deregulation situation in electricity market allowing service differentiation. The proposed pricing mechanism can be implemented in a nodal auction model, and can also be applied to direct load control.

교토 프로토콜이 2008년 발효됨에 따라, 온실가스를 감소시키기 위한 다양한 옵션들이 검토되고 있다. 그 중 전력산업의 발전부문은 온실가스를 배출하는 주요 원인으로서, 향후 온실가스 배출감소를 위한 노력이 요구되고 있다. 발전부문에서 석탄화력 부문은 특히 배출가스가 많은 발전원으로서 저렴한 발전원가로 인해 현재의 전원구성에서 차지하는 비중이 높은데, 배출가스 부문에 대한 규제가 강화되고, 이러한 요소가 비용화 될수록 타 발전원으로의 점진적인 대체가 요구된다. 본 논문은 전원구성 변화에 의한 배출권거래의 경제적 효과를 분석하고, 이러한 배출권 제약조건을 고려한 최적 전원구성을 산출하는 방법을 제안하고자 한다. The Kyoto Protocol finally entered into force in 2008. In this respect, it is imperative to explore different options to reduce greenhouse gas emissions for developing countries under the framework of the Kyoto Protocol. One of the main sources of CO₂ gas emission is fossil fueled power plants, thereby emission reduction could be achieved by substituting fossil fuel by non-fossil fuel sources on electric power generation sector. This paper presents the method for evaluating the effectiveness of emissions trading by fuel mix change. The cost of Fuel mix is formulated considering the economic effects of emission trading in electricity market. And the optimal fuel mix is proposed under the given emission constraints.
