        ICT/SW 중소기업 구성원의 셀프리더십이 자기효능감과 심리적 임파워먼트를 통하여 혁신행동에 미치는 영향

        연구목적: 본 연구는 ICT/SW 중소기업 구성원의 셀프리더십이 자기효능감과 심리적 임파워먼트를 통하여 혁신행동에 미치는 영향을 규명하는데 주된 목적이 있다. 연구방법: 본 연구는 2021년 3월 1일부터 6월 30일까지 약 4개월 동안 유의표집법을 적용하여 수집된 171개의 설문지를 중심으로 분석하였다. 연구 통계는 SPSS 20.0 프로그램을 이용하였으며, 요인분석, 신뢰도분석, 회귀분석, 경로분석 및 소벨테스트 등의 방법을 이용하여 연구를 수행하였다. 설문지의 신뢰도는 Cronbach’s a 값이 .802~.925였다. 결과: 연구결과는 첫째, 셀프리더십의 모든 하위요인은 혁신행동에 정적으로 유의한 영향을 미친다. 둘째, 셀프리더십의 모든 하위요인은 자기효능감과 심리적 임파워먼트에 정적으로 유의한 영향을 미친다. 셋째, 자기효능감과 심리적 임파워먼트는 혁신행동에 정적으로 유의한 영향을 미친다. 넷째, 자기효능감은 셀프리더십과 혁신행동 사이에서 중요한 매개역할을 하는 것으로 나타났다. 다섯째, 심리적 임파워먼트는 셀프리더십과 혁신행동 사이에서 중요한 매개역할을 하는 것으로 나타났다. 결론: ICT/SW 중소기업이 혁신을 통하여 경쟁력을 키우기 위해서 구성원의 셀프리더십이 자기효능감과 심리적 임파워먼트를 통해서 혁신행동을 향상시킬 수 있는 다양한 도움과 지원을 고려해야 할 필요성이 제기된다. Purpose: The main purpose of this study is to investigate the causative relationship between self-leadership and innovative behavior through self-efficacy and psychological empowerment for employees of ICT/SW small-to-medium enterprises (SME) serving the smart city industry in South Korea. Methods: Questionnaires were distributed to the employees of ICT/SW SMEs in Seoul and Gyeonggi province from March 2021 to June 2021. Purposive sampling method was used, and 171 cases were chosen for the final analysis. SPSS 20.0 program was used to perform factor analysis, reliability analysis, correlation analysis, multiple regression analysis, simple regression analysis, and Baron and Kenny's 3-step mediation analysis. Reliability of the questionnaires showed Cronbach’s a of 0.802~0.925. Results: First, all three sub-factors of self-leadership have significant positive effects on innovative behavior. Second, all three sub-factors of self-leadership have positive effects on both self-efficacy and psychological empowerment. Third, self-efficacy and psychological empowerment have a positive effect on innovative behavior. Fourth, self-efficacy and psychological empowerment mediated the relationship between self-leadership and innovative behavior. Conclusion: Therefore, it is shown that self-leadership, self-efficacy, and psychological empowerment are important factors in influencing the innovative behavior of ICT/SW SMEs employees.

        Cities as Place for Climate Mitigation and Adaptation : A Case Study of Portland, Oregon, USA

        도시는 적극적으로 온실가스배출을 저감하고 기후변화에 대한 적응전략을 구현할 수 있는 적합한 장소이다. 기존의 도시 기후 변화 완화와 적응의계획, 정책, 이행에 관한 연구를 지속가능성 과학, 세계변화 과학, 다차원 거버넌스, 구조공학의 네가지 범주로 나누어 고찰하였다. 이 네가지 학문은 관점이 서로 다르지만 모두 기후변화로 인해 야기될 수 있는 위협을 극복하는데 보편적인 주제를 공유하고 있다. 포트랜드 시의 사례연구는 도시가 현명한 성장, 국지적인 기후대응 계획, 다차원 규모의 거버넌스, 녹생성장에 기여하는 그린 인프라구조의 설치등을 통해 온실가스를 저감하고 기후변화에 능동적으로 대응할 수 있음을 제시한다. 더욱이 도시에 위치한 대학은 민간과 공공부문의 다양한 조직을 연결하고, 혁신적인 연구센터와 공간적으로 명확한 그린 인프라스트럭처를 창출하며, 영향평가 방법과 캠퍼스 탄소 인벤토리를 구축하며, 서비스 학습을 통해 학생과 커뮤너티를 연결하여 이러한 기후변화의 완화와 대응의 허브로서 작용할 수 있다. Cities are major sources of greenhouse gas emissions but also suitable places for implementing proactive climate mitigation and adaptation strategies. Based on the interdisciplinary review of literature, we categorize the current discussion about urban climate mitigation and adaptation planning, policy and practices into four perspectives - sustainability science, global change science, multilevel governance, and structural engineering. While these four schools of thought have distinct perspectives rooted in different disciplinary lenses, our synthesis of the literature identifies several universal themes that are common to all of the perspectives in the context of combating threats posed by climate change. The Portland case study illustrates that a city can make changes to reduce greenhouse gas emissions and increase adaptive capacity to climate change impacts by implementing smart growth, devising local climate action plans that target emission reductions in various sectors, recognizing the interactions and influences of multiple scales of governance, and supporting the installation of various green infrastructures that contribute to green economy. Furthermore, a university can serve as a hub in this climate mitigation and adaptation arena by connecting various levels of community organizations in both public and private sectors, creating innovative research centers and spatiallyexplicit green infrastructure, designing impact assessments and campus carbon inventories, and engaging students and the larger community through service learning.

        Even-Odd effects in small quantum dots

        Fermionic statistics shows unique features in many natural phenomena due to the Pauli exclusion principle. In semiconductor quantum dots, the Coulomb blockade (CB) conductance oscillation in the electron transport is expected to exhibit pairing and odd-even eects due to the spin degrees of freedom. We studied the distinct signatures of the odd-even eects in small GaAs=AlxGa1..xAs quantum dots observable in the pairing behavior of the CB peak spacing, as well as the spin-related Kondo eect, in low-temperature transport measurements. The paring of the peak spacing is found to depend strongly on the rs value characterizing the electron-electron interaction strength of the electronic system.

        COVID-19 : THE APPLICATION ARTICLE 79 OF THE CISG

        COVID-19으로 인해 전 세계는 지금껏 경험해보지 못한 엄청난 변화와 진통을 겪는 중이다. 생산의 중단, 운송수단의 마비 등으로 인해 국제물품매매의 계약 당사자들은 계약을 이행할 수 없는 상황에까지 처할 수 있게 되었다. 예측할 수 없는 사정으로 인해 계약을 이행할 수 없게 된 경우 각국은 불가항력, 이행불능, 계약의 좌절 등의 법리로 이를 해결해왔다. CISG 제79조에서는 면책규정을 두고 있으며, 불이행이 자신이 통제할 수 없는 장애에 기인하였다는 것과 계약체결 당시 장애의 예견이 불가능해야 할 것 등을 면책의 요건으로 들고 있다. COVID-19이라는 유래없는 전염병이 과연 “통제불가능”과 “예견불가능”이라는 CISG 제79조의 요건을 충족시킬 수 있는지에 대하여 검토하였다. 이를 위하여 CISG 제79조의 적용여부가 쟁점이 되었던 사례들을 살펴보았다. 또한 각국 법원이 전염병과 같은 불가항력적 상황에 대해 보인 입장을 정리해보았다. COVID-19사태로 인한 CISG 제79조 면책규정의 적용을 쟁점으로 하는 분쟁사례들이 향후 지속적으로 등장할 것으로 예상된다. 이러한 시점에서 본 글을 통한 선제적인 논의가 시사점을 제공해줄 수 있기를 희망한다. COVID-19 has effectively brought global business to a halt and thrown contract agreements into great confusion. If a sudden, unforeseen disaster such as COVID-19 makes it impossible to perform of obligation, who should compensate the damage? Many are wondering if the parties to the contract are exempt from the performance of the contract under the concept of “Act of God” and the provisions of “force majeure” during the COVID-19 crisis. Due to COVID-19, the situation continues that the core components needed for production cannot be procured and some factories shut down. In some areas, aircraft take-off was interrupted. International transactions have more complex legal relations than domestic transactions. The various effects caused by COVID-19 will inevitably affect the performance under contracts for the international sale of goods. The United Nations Convention on Contracts for the International Sale of Goods(CISG) regulates in Article 79 as an exemption from liability for damages. There will be many cases in the future that address whether COVID-19 applies to CISG and the legal principles will continue to develop. In this study, The author preemptively reviews “the applicability of CISG Article 79 to the COVID-19 outbreak”.

      • DPO based Multiplex PCR for detecting pathogens causing canine infectious respiratory disease and its usefulness for analyzing epidemiology of canine influenza H<sub>3</sub>N<sub>8</sub>, canine H<sub>3</sub>N<sub>2</sub>, pandemic H1N1

        Introduction: Canine infectious respiratory disease (CIRD) is one of the most common contagious disease and spread worldwide in dog population. Numerous bacteria species and viruses contribute CIRD with synergistic co-infection in host leading clinical symptoms of flu-like illnesses such as dry coughing and sneezing, which alone limits the differential diagnosis. To provide an appropriate treatment by differential diagnosis, it is required that high sensitive and specific diagnostic system to detect various pathogens simultaneously. In this study, we have designed novel multiplex PCR(mPCR) for differential diagnosis of threatening pathogens that cause CIRD: Bordetella bronchiseptica, canine distemper virus(CDV), canine influenza virus H3N8 (cH3N8), canine influenza H3N2 (cH3N2), and pandemic influenza virus H1N1 (pH1N1). Methods: Dual priming oligonucleodtide(DPO) system was used, in which contains stabilizing priming region, determining region and polydeoxyinosine linker, to enhance sensitivity and specificity by reducing non-specific amplicon. Initial sequence analysis and securing the conservancy for the sequences were conducted using Bio Edit ver. 7.0, and primers for mPCR were designed using Primer-BLAST (NCBI) Results: The five different pathogens of CIRD were discriminated by 100bp size difference of each PCR product according to their target sequence size in gel electrophoresis, which indicates specific primer pairs amplifies target template, respectively. Various annealing temperature were applied and the optimal reaction was determined to 57℃. Conclusion: In this study, we have developed a DPO based novel multiplex PCR that discriminate five CIRD pathogens concurrently. This provides exact diagnosis of CIRD and supports an appropriate treatment to infected dogs. Especially, the mPCR can differentiate three kinds of influenza viruses to which dogs are susceptible, and this could be useful tool for surveillance study of influenza viruses in dog population. Therefore, this multiplex PCR can offer powerful diagnosis tool and effectively help both treatment and surveillance of CIRD.

        Should Let Them Go? Study on the Emergency Department Discharge of Patients Who Attempted Suicide

        Objective The purpose of this study was to analyze the characteristics and factors of voluntary discharged patients after suicide attempt and analyze the effectiveness of follow-up measures. Methods Total 504 adult patients aged 14 years and over, who visited a local emergency medical center from September 1, 2013 to December 31, 2015 were enrolled and retrospectively reviewed. We analyzed the relationship with voluntary discharge group (VDG) among basic characteristics, suicidal attempt variables, outcome variables related to suicide attempts, and treatment related variables comparing with normal discharge group (NDG). Results Of the total 504 suicide attempts, three hundred eleven (61.7%) patients were VDG and 193 (38.2%) were NDG. The proportion of patients who completed the community service linkage were 18.7% (36/193) in NDG, compared with 7.7% (24/311) in VDG(p<0.05). In addition, the ratio of the patients who visited psychiatric outpatient department in NDG were 57.0% (110/193), more than four times as likely as 14.5% (45/311) in VDG (p<0.05). Conclusion Over sixty percent of suicide attempters discharged against medical advice. Further various aspects of national supportive measures including strengthening case management service should be considered.

        Augmented Reality-based Speech-Language Therapy for Individuals with Communication Disorders: Current Evidence, Limitations, and Benefits

        This study aimed to review currently available research on augmented reality (AR) based speech-language therapy for individuals with communication disorders. AR is generally referred to as a system in which the user has a direct view of their environment and where a specially constructed device allows additional information or graphical elements to be blended with the real environment in the form of an overlay. AR-based speech-language therapy refers to speech-language therapy delivered via computer-simulation technology to improve speech and language abilities for children and adults with communication disorders. In addition, this paper addressed limitations of previous studies and benefits of AR-based speech-language therapy. Recent Findings Recent research reports suggest that AR-based speech-language therapy is a viable option for treating children and adults with speech-language disorders. However, most of the research studies were conducted without a rigorous experimental design. Additionally, the quality of technology is difficult to assess and application to real clinical practice is currently lacking. Future studies should be conducted with a rigorous experimental design and more advanced technology. Summary This paper has reviewed current evidence related to the effectiveness of AR-based speech-language intervention for children and adults with speech-language impairment. This paper discussed limitations of the current research and benefits of AR-based speech-language therapy.

        How to Improve Isolation and Electrical Characteristics of Two RFID Tag Antennas, When They Are Located By An Extremely Small Gap

        In this paper, we show a new scheme to tackle the problems of high electromagnetic-coupling, poor impedance-matching. and degraded radiation-characteristics of two RFID tag antennas, when they are located with an extremely short distance. As giving it a variety of tries such as periodic EBG-type structures and notch-making stubs, we can get an optimal device to lower the electromagnetic coupling and to match the input impedance of both of the tag antennas. Even for a UHF-band, the device is very thin less than 1 mm unlike other isolation-enhancers which are thick or multi-layered. The dips in the S11 and S21-curves are generated at the target frequency, which means excellent impedance match and lowered interference for the two tag dipole-antennas. This is helpful to higher thruput in RFID.
