        Bilateral Cooperation and Hedging in the Six–Party Talks

        The relations between great and middle powers in the Six–Party Talks are a particularly pertinent case in which to discuss the success and failure of multilateral security institutions. Why was this series of negotiations successful at first, followed by a stalemate, and then collapsed after two decades? There are many studies that focus on the behavior of North Korea, China, and the United States from a power perspective. This paper argues that a high degree of cooperation at the bilateral level among the majority of participants is a determining factor for the success of the talks. Strong reciprocal engagements, which are called “thick reinforcements,” resulted in solid unity among participating states and decisive collective action. The research finds different effects caused by combinations of thick reinforcement and weak engagement across dyads. While a strong “contagion effect” contributed to the success of the talks, the occurrence of hedging generated “offsetting” and “neutralization” effects, which stagnated the discussions. This paper develops a new metric to measure the various combinations of bilateral relations among China, South Korea, Japan, Russia, and the United States. The paper finds that in addition to non-proliferation, bilateral engagement and unity are vital for resolving nuclear crises.

        Russian Naval Activity in the Asia–Pacic: The Herald for a New Alliance?

        The paper evaluates Russia’s increased naval presence in the Asian–Pacic region, considering the naval interactions with China, India, Vietnam, the Philippines etc., an important component of Russia’s national strategy and maritime policy in the region. By strengthening cooperation with the navies of these countries in different parts of the world, Moscow demonstrates its political preferences and military capabilities by checking the combat readiness of its own Navy, as well as modernizing its strategy and tactics, taking into account the modern experience of combat operations among the other eets. It then presents a valuable opportunity for Russia to defend its national interests while remaining a non-aligned and predictable actor. By analyzing the dynamics, metrics and substance of Russia’s naval activities, the author tries to clarify the strategic goals of the Russian and other countries’ navies, and also to define some qualitative characteristics, such as the level of interaction between the Russian Navy and each of its partners, operational tasks of the exercises, etc. In addition, Russia’s joint maneuvers not only maintain its status as a great maritime power and raises its international authority but also may serve as a balancing factor for the U.S. and Chinese navies to improve the security situation in the Asia–Pacic.

        KTM TOKAMAK OPERATION SCENARIOS SOFTWARE INFRASTRUCTURE

        One of the largest problems for tokamak devices such as Kazakhstan Tokamak for Material Testing (KTM) is the operation scenarios' development and execution. Operation scenarios may be varied often, so a convenient hardware and software solution is required for scenario management and execution. Dozens of diagnostic and control subsystems with numerous configuration settings may be used in an experiment, so it is required to automate the subsystem configuration process to coordinate changes of the related settings and to prevent errors. Most of the diagnostic and control subsystems software at KTM was unified using an extra software layer, describing the hardware abstraction interface. The experiment sequence was described using a command language. The whole infrastructure was brought together by a universal communication protocol supporting various media, including Ethernet and serial links. The operation sequence execution infrastructure was used at KTM to carry out plasma experiments.
