        INDEPENDENCE AND DECOLONIZATION CENTRAL ASIA

        The disintegration of the USSR in the early 1990s created fifteen new nation-states. Among these were five former Soviet republics of Central Asia-Kazakstan, Kyrgyzstan, Takikistan, Turkmenistan, and Uzbekistan. These entities existed for decades as administrative jurisdictions within the Soviet Union but never exercised the authonomy of true states. Prior to the Soviet period, none of them had existed as independent countries; furthermore, they shared the ties of tradition, history, language, culture, and a common administrative system. Yet the dynamics f independence has propelled them in different and sometimes conflicting directions. The politics and economics of decolonization are exerting a continuing influence on these countries, affecting the way in which they relate to one another and to the outside world. This article surveys the news Central Asian states, comparatively analyzes the circumstances of independence and decolonization, and draws conclusions regarding integration with greater Asia.

        The Use of Simulations in Assessment and Certification

        Many organizations require their current and perspective employees to obtain industry-based certification to maintain, and seek promotions. However, many certifications are simple knowledge based examinations that reward memorization instead of actual performance. With industry's increased reliance and demand to hire certified professionals, there is much more dishonesty, as well as incompetence, entering the system. This paper examines the issues and difficulties faced by organizations trying to hire IT staff based on current certification methodologies and recommends that IT assessments should be shifted from knowledge-based to performance-based examinations through the use of scenario-based simulations. It also demonstrates how to integrate simulations into certification and assessment testing using a proposed digital forensics certification as an example.

        지역적인 강우의 오염을 연구하는데 있어서 우리는 바닷물에서 사용하기 시작했던 질산염을 결정하는 방법을 사용해 왔다. 그것은 카드뮴 아말감 환원장치에 의하여 아질산염으로 전화시키는데 바탕을 두고 있다. 그러므로 아질산의 매우 민감하고 특별한 아조(azo)염료반응이 응용될 수 있다. 방법은 설정되기만 하면 용이하고 빠르다. 그것은 다양한 물의 표본에 대해 행해질 수 있다. 그러므로 진행함에 있어서 알려진 추적분석실험을 준비할 수 있고 환경과 비교하여 계획할 수 있다.

        Eurasia: What is it? Is it?

        Does the former Soviet space have any historico-regional significance, or is it really no more than an area occupied by an imperial aspirant, taking advantage of the weakness of European and Asian powers following the First World War? The author argues that the term “Eurasia” is merely a convenient way of referring to what had been Soviet territory. Recent history has seen attempts to endow it with a larger civilizational significance, but these attempts are rooted in Russian myth-making. Those areas which understand themselves as European and are part of historical Christendom will return to the “democratic,” consumer culture of Europe as rapidly as they can. The nationalities and small nations of the Caucasus and central Asia, predominantly Islamic, are becoming part of the “Middle East,” as it is commonly understood in contemporary geopolitical discourse. Portions of what had been the eastern and southern parts of the Soviet Union are drifting into the orbit of China, and even India may exert a certain influence. The methods used by non-Soviet and Soviet scholars alike to study the Soviet Union are almost entirely irrelevant to contemporary scholarship.

      • 결로시간 예측을 위한 경험모형의 최적 기상변수

        Sets of weather variables for estimation of LWD were evaluated using CART(Classification AndRegression Tree) models. Input variables were sets of hourly observations of air temperature at 0.3-m and1.5-m height, relative humidity(RH), and wind speed that were obtained from May to September in 1997,1998, and 1999 at 15 weather stations in Iowa, Illinois, and Nebraska, USA. A model that included airtemperature at 0.3-m height, RH, and wind speed showed the lowest misidentification rate for wetness.The model estimated presence or absence of wetness more accurately (85.5%) than the CART/SLD model(84.7%) proposed by Gleason et al. (1994). This slight improvement, however, was insufficient to justify theuse of our model, which requires additional measurements, in preference to the CART/SLD model. Thisstudy demonstrated that the use of measurements of temperature, humidity, and wind from automatedstations was sufficient to make LWD estimations of reasonable accuracy when the CART/SLD model wasused. Therefore, implementation of crop disease-warning systems may be facilitated by application of theCART/SLD model that inputs readily obtainable weather observations.
