        The needs for advanced sensor technologies in risk assessment of civil infrastructures

        Civil infrastructures are always subjected to various types of hazard and deterioration. These conditions require systematic efforts to assess the exposure and vulnerability of infrastructure, as well as producing strategic countermeasures to reduce the risks. This paper describes the needs for and concept of advanced sensor technologies for risk assessment of civil infrastructure in Japan. Backgrounds of the infrastructure problems such as natural disasters, difficult environment, limited resource for maintenance, and increasing requirement for safety are discussed. The paper presents a concept of risk assessment, which is defined as a combination of hazard and structural vulnerability assessment. An overview of current practices and research activities toward implementing the concept is presented. This includes implementation of structural health monitoring (SHM) systems for environment and natural disaster prevention, improvement of stock management, and prevention of structural failure.

        1) Table salt (=NaCl=common salt=salt) is scientifically characterized, and the significant role in dietary and daily life has generally been discussed from the standpoint of human ecology. 2) In dietary life, salt fundamentally gives a deliciousness to dishes and nutro-physiologically functions to keep homeostasis in the body. Meanwhile, the excessive intake of salt often causes the high blood pressure and induces several fatal diseases. 3) In daily life, salt derivatives(Na-, Cl-compound) are quite useful widely over food, clothing and housing. Meanwhile, some of them especially organochlorine compounds often pollute the environment and damage the humans and or ecology as so-called environmental hormone resulting in dioxins. 4) For the ambivalence of salt in health and environment, humans, but not salt, are wholly responsible. The fact would go not only to salt but also generally to resources on the earth. 5) Humans should adequately be moderate in utilizations and consumptions of salt and or resources. Everything must be kept with in bounds. This conception would surely bring the stable maintenance and the sound development to the system of human ecology as well as global ecology.

      • Helicopter-Satellite Communication Experiment for Disaster Information Transmission

        We present the helicopter-satellite communication system that was successfully developed and demonstrated for the first time. Time diversity and blade-synchronized data transmission to avoid the shadowing due to rotor blades of the helicopter, satellite and polarization auto-tracking, semi-moving picture transmission and position fixing of the picture scene etc will be presented.

        Development of the RE indirect-heating LPE furnace and the effect of impurity in YIG film on the MSSW properties

        We developed a new RF indirect-heating LPE furnace. The thermal gradient of our newly developed furnace is less than that of direct heating, and is as gentle as that of the resistance-heating LPE furnace. With this new furnace, the heating and/or cooling is faster than that of the resistance-heating furnace. Impurity-doped YIG film was grown from a $PbO-B_{2}O_{3}$, based flux on a (111) GGG substrate. To study the effect of the impurities on the MSSW threshold power and the saturation response time, we used two microstrip lines to excite and propagate the MSSW at 1.9 GHz. The MSSW threshold power and saturation response time was found to be related to the $\Delta$H.

        井上毅と教育勅語‒文明の「親愛」ユートピアへ‒

        本稿は、1890(明治23)年10月30日に煥発された教育勅語に内在していた論理を、起草者である井上毅の政治思想分析によって論じたものである。井上毅は幕末以来、ネイションを前提にした「仁」政理想主義者だった。明治以降の井上は、西洋政治思想のなかに「仁」の概念を読み取りながら、自身の政治思想への確信と文明的な説明原理を獲得していった。社会進化論は、文明社会が目指すべき理想像として、「法律ノ世」を越える「哲学ノ世」という発想をもたらした。井上が「哲学ノ世」の指針として参考にしたのは、フランス自由主義法律家、E・アコラースの議論だった。アコラースの議論が、Affection=「親愛」=「仁」を中心にした最新西洋哲学であると“発見”した井上は、儒学的な縦の規律関係から、文明の哲学によって保障された、国民国家の横の親和的関係を強調するものとして教育勅語を起草したのだった。教育勅語に象徴されたこうした社会規範認識は、日本が植民地侵略をすすめる際には、逆説的に、強力な道徳への圧力を発揮していったのだった。 The aim of this article is to analyze the logic of Imperial Rescript on Education (1890,10,30) by analyzing the political thought of Inoue Kowashi. During In the closing days of the Tokugawa shogunate, Inoue was a scholar who emphasized nationalism and Confucian perfect virtue. In Meiji, Inoue discovers benevolence in European political thought. And he focused on the concept of Affection which mixed benevolence and perfect virtue. Affection is a concept that French lawyer E. Acollas emphasized. In addition, Inoue learns from Social Darwinism that society develops to the philosophical stage next to the legal stage, and he is convinced that the most important thing to politics at the philosophical stage is Affection. He thought that the ideal of “Civilization” would be achieved by Affection. As a result, Imperial Rescript on Education became a document that emphasized the harmonization of human relationships, where Confucian discipline was denied.

      • Japan's experience on long-span bridges monitoring

        This paper provides an overview on development of long-span bridges monitoring in Japan, with emphasis on monitoring strategies, types of monitoring system, and effective utilization of monitoring data. Because of severe environment condition such as high seismic activity and strong wind, bridge monitoring systems in Japan historically put more emphasis on structural evaluation against extreme events. Monitoring data were used to verify design assumptions, update specifications, and facilitate the efficacy of vibration control system. These were among the first objectives of instrumentation of long-span bridges in a framework of monitoring system in Japan. Later, monitoring systems were also utilized to evaluate structural performance under various environment and loading conditions, and to detect the possible structural deterioration over the age of structures. Monitoring systems are also employed as the basis of investigation and decision making for structural repair and/or retrofit when required. More recent interest has been to further extend application of monitoring to facilitate operation and maintenance, through rationalization of risk and asset management by utilizing monitoring data. The paper describes strategies and several examples of monitoring system and lessons learned from structural monitoring of long-span bridges in Japan.

        Plant Cell-Wall Degradation and Glycanase Activity of the Rumen Anaerobic Fungus Neocallimastix frontalis MCH3 Grown on Various Forages

        Studies were made of digestion of timothy (Pheleum pretense) hay, tall fescue (Festuca elatior) hay, and rice (Oryza sativa) straw in pure cultures of rumen anaerobic fungus, Neocallimastix frontails MCH3. The fungus was inoculated on ground forages (1%, w/v) in an anaerobic medium and incubated at $39^{\circ}C$. Incubation was continued for 24, 48, 72 and 96 h. The losses of dry matter, xylose and glucose of forage during incubation were determined at the end of these incubation periods. Xylose and glucose were considered to be released from xylan and cellulose, respectively. The digested xylan to digested cellulose (X/C) ratios of the substrate were calculated. Xylanase and carboxymethyl cellulose (CMCase) of culture supernatant and residual substrate was measured at the same time. The X/C ratios in the cultures on timothy hay and rice straw were greater than 0.5 in the first 24-h incubation period. The values were smaller than 0.3 in tall fesque. The ratio of xylanase activity to that of CMCase in the first 24-h incubation period correlated well with the traits in X/C ratio. However xylanase activity was still superior to CMCase in the following incubation period (48 to 96 h), although the glucose (designated as cellulose) was more intensively digested than xylose (designated as xylan). The production of these polysaccharidases appeared to correlate with substrate cell-wall sugar composition, xylose to glucose ratios, at the beginning of fast growing period.
