북한이탈주민들의 보호 및 사회 정착이 중요한 이유는 이들의 원활한 대한민국 정착은 북한이탈주민 개개인의 문제만이 아니고, 나아가서는 미래 통일시대에 남북한 주민이 서로 융화하여 잘 살기 위한 방법을 모색하는 과정이다. 북한이탈주민은 더 이상 우리 사회의 이방인이 아니라 우리의 따뜻한 시선과 관심이 필요한, 우리와 함께 살아가야 할 이웃이다. 특히 경제적인 면에서 이들이 우리나라의 일반 국민들과 비교해 보았을 때 전혀 박탈감이나 소외감을 느끼지 않도록 하기 위해서는 정부당국의 보다 적극적인 지원정책이 모색되어야 할 것이다. 북한이탈주민들의 조기정착을 도울 수 있는 보다 심도 있는 연구와 함께 이들을 건전한 대한민국의 일원으로 당당하게 일어설 수 있게 범죄로부터 보호하고 또한 각종 위해로부터 지켜주도록 노력해야 할 것이다. 북한이탈주민에 대한 신변보호담당관은 이들이 대한민국 국민으로서 빠른 시일 내에 적응할 수 있도록 돕는 조정자 및 안내자의 역할을 수행함과 동시에 보다 효율적인 업무수행을 위해서 모든 역량을 집중하여 국가안보의 불안요소로 자리 잡지 않도록 해야 할 것이다. 북한이탈주민에 대한 신변보호담당관으로서의 역할과 함께 이들이 대한민국 국민으로서 빠른 시일 내에 적응할 수 있도록 돕는 조정자 및 안내자의 역할을 수행함과 동시에 보다 효율적인 업무수행을 위해서 신변보호담당관의 역량을 집중하여 국가안보의 불안요소로 자리 잡지 않도록 해야 할 것이다.
