        Economic Cooperation between Russia and Republic of Korea: Problems and Prospects

        러시아와 한국간의 공식적인 접촉은 1990년 6월 샌프란시스코에서 개최된 정상회담이다. 동년 9월 뉴욕에서 개최된 양국의 외무장관 회담에서 러시아와 한국의 외교관계가 수립되었다. 그간 양국간에는 협정을 통한 협력의 법적기반이 조성되었는데 주요 분야를 보면 무역, 투자보장, 어업, 이중과세방지, 군사기술분야, 원자력의 평화적 이용, 문화교류에 관한 협정들이 있다. 역시 양국간의 주요 관심사항은 무역과 경제협력 분야이다. 2007년도 러시아와 한국의 무역액은 150억 달러를 초과함으로써 전년도에 비해 55.5% 증가하였다. 러시아의 한국으로의 수출은 약 70억 달러로서 전년도에 비해 52.6% 증가했고 한국으로부터의 수입은 80억 달러를 초과함으로써 전년도에 비해 56.1% 증가하였다. 그리하여 러시아는 한국의 10대 교역국으로 성장하였다. 가스와 오일 프로젝트 추진과 관련하여 사할린지역에서 사용하기 위해 한국으로부터 수입하는 드릴기계장비, 탱커, 자동차, 휴대전화는 한국과 러시아 양국간 경제성장의 주요 요인이 되고 있다. 2008년 1/4 분기 양국간 무역액은 42억 달러를 초과했는데 이는 전년도 동기와 비교해서 72.1% 증가한 것이다. 이 중 한국에의 수출은 17억 달러를 초과했는데 이는 전년도 1/4분기에 비해 91.7% 성장한 것이다. 한국으로부터의 수입은 약 25억 달러로서 전년도 1/4 분기와 대비해서 60.6% 성장했다. 러시아와 한국간의 경제교류가 크게 증대하게 된 배경에는 러-한경제과학기술협력공동위원회가 큰 역할을 담당했다. 이 논문에서 필자는 무역과 투자측면에서 본 양국간 경제협력의 특징을 고찰하는 한편 러시아의 동부지역(러시아 극동 및 바이칼횡단지역)과 한국과의 협력과 관련된 역동성과 과제를 제시하는데 연구의 목적을 두었다. 한국은 외국기업과 함께 러시아 극동지역의 무역과 경제협력 증진에 상당한 공헌을 함으로써 러시아 극동경제권에서 주요 무역파트너가 되고 있다. 또한 본 연구에서는 한국과 러시아간의 주요 협력프로젝트에 관하여 고찰하는 한편 앞으로의 전망을 제시하였다. 이 문제는 무엇보다도 한-러간의 공동 에너지프로젝트 및 에너지자원의 무역과 관련되어 있다. 한국과 러시아는 이미 많은 분야에서 상당한 정도로 상호 협력관계를 발전시켜왔다. 여기에는 정책, 에너지, 경제, 문화, 과학기술 분야가 포함되어 있다. 현재 러시아와 한국간에는 에너지 분야에서의 전략적 대화채널 구축에 관한 문제와 함께 연료 및 에너지공단 건설과 관련하여 협력문제가 논의되고 있다. 에너지 분야에서의 전략적 대화개념 구축을 위해서는 전략, 예측 및 투자환경의 문제가 양국간에 집중논의 되어야 하고 법제상의 조화문제도 논의되어야 한다.

        Assessing the Feasibility of Monetary Integration in the Former Soviet Republics

        The disintegration of the USSR brought with it a turbulent period of transition for the newly emerged independent states. This initiated a process of economic decentralisation and a re-allocation of resources. Various regional formations aiming to create a single market or even a common currency area have been proposed amongst the former Soviet states. Despite this, very little in terms of economic integration has been achieved so far. Economies within the CIS are divergent in terms of size and economic structure, with external shocks being more prominent for regional countries. The empirical analysis provided here examines the sustainability of optimum currency area arrangements within the CIS. The results present weak evidence to support monetary arrangements in the region, nonetheless some evidence was found for Russia-Belarus and to some extent Russia-Kazakhstan. Russia remains the dominant, most diversified and advanced economy in the region. In the case of a monetary union with regional countries, the union is likely to happen by absorption. External shocks have divergent effects on regional countries; the differences to a large extent are attributed to the magnitude of responses, further weakening the argument in favour of the OCA in the region.

        Design and Construction of a NLP Based Knowledge Extraction Methodology in the Medical Domain Applied to Clinical Information

        Objectives: This research presents the design and development of a software architecture using natural language processing tools and the use of an ontology of knowledge as a knowledge base. Methods: The software extracts, manages and represents the knowledge of a text in natural language. A corpus of more than 200 medical domain documents from the general medicine and palliative care areas was validated, demonstrating relevant knowledge elements for physicians. Results: Indicators for precision, recall and F-measure were applied. An ontology was created called the knowledge elements of the medical domain to manipulate patient information, which can be read or accessed from any other software platform. Conclusions: The developed software architecture extracts the medical knowledge of the clinical histories of patients from two different corpora. The architecture was validated using the metrics of information extraction systems.

      • Traction Control Using HTD10-40 Torque Divider

        Controlling traction in hydraulic propel applications can be a slippery situation. Good traction demands all driving wheels take an equal share of propulsion loads, without slipping, scuffing, or cavitating. There are a wide variety of hydraulic propel circuits and products available to today’s vehicle designer including both closed and open circuit pumps and motors. Economical series circuits are prone to cavitation as inside and outside turning radii differ. Parallel circuits consume energy in the flow dividers and still require additional accommodation for differing wheel speeds. This paper details the approach leading to the development of a multifunctional cartridge valve that divides torque between loads in a series circuit. It discusses the strengths and weaknesses of traditional traction control circuit configurations and the benefits of the new approach. HydraForce HTD valves control traction, accommodate differential flows for cornering, save component cost, and save energy when compared to traditional flow dividing valves.

        The effect of materials properties on the reliability of hydraulic turbine runners

        The failure of hydraulic turbine runners is a rare event. So in order to assess the reliability of these components one cannot rely solely on the number of observed failures in a given population. However, as there is a limited number of degradation mechanisms involved, it is possible to use physically-based reliability models. Such models are often more complicated but are able to account for physical parameters in the degradation process. They can therefore help provide solutions to improve reliability. With such models, the effect of materials properties on runner reliability can be highlighted. This paper presents a brief review of the Kitagawa-Takahashi diagram which links the damage tolerance approach, based on fracture mechanics, to the stress or strain-life approaches. Using simplified response spectra based on runner stress measurements, we will show how fatigue reliability is sensitive to materials fatigue properties, namely fatigue crack propagation behaviour and fatigue limit obtained on S-N curves. Furthermore, we will review the influence of the main microstructural features observed in 13%Cr-4%Ni stainless steels commonly used for runner manufacturing. The goal is ultimately to identify the most influential microstructural features and to quantify their effect on fatigue reliability of runners.

      • Lateral Driving Envelope Protection Using Cascade Control

        The steer-by-wire technology opens a possibility to create new advanced driver assistant systems. This work proposes a control structure that keeps the lateral vehicle dynamics in predefined stability boundaries and prevents the dominant sliding motion. We intentionally employed a cascade control law design suited for embedded platforms, often with low computational capacity. The proposed control hierarchical architecture is heavily inspired by aerospace domain solution, the flight envelope protection algorithms, which are still used in modern civil aircraft. The vehicle lateral acceleration is selected as the control system reference signal, commanded by a driver. The controller tracks such reference signal while respecting the driving envelope and vehicle operation safety limits. Several driving experiments were conducted to evaluate the proposed control structure in the statistical sense. The comparison with solution based on model predictive control framework and baseline vehicle without any assistance system is presented. Performed experiments were evaluated based on objective vehicle performance, like lap time and a number of collisions, combined with a human driver’s subjective evaluation. Experiments clearly show the incoherence of results and biased of skilled drivers. The objectively better vehicle performance, faster lap time with fewer collisions, received a lower subjective evaluation from experienced drivers used to current driving style.

        The Impact of Workplace Culture on Employee Retention: An Empirical Study from Lebanon

        One of the most important aspects of any firm is to motivate its employees to go the extra mile. In order to do work properly, people must be motivated. The total effectiveness and efficiency of workers, as well as a company’s performance, is directly related to the degree of motivation of those who work there. On the other hand, demotivated personnel do not put much effort and, when they get a better opportunity, leave their places of employment. For Survey, this study used online Google forms to collect data from September 2021 to October 2021. The target demographic for the research was those who worked for Lebanon’s private businesses. The poll was conducted in English, the second language of Lebanon. Furthermore, 179 workers (N = 179) were utilized for this research. The research suggests that fun events and support for fun managers enable workers to connect informally and help people know each other better, creating an environment that promotes friendship building. Based on these connected reasons, fun activities and the support of managers for fun are considerably linked to turnover.

        Influence of hemp fibers with modified surface on polypropylene composites

        Hemp fibers (HF) were treated with g-Aminopropyltriethoxysilane, g-Glycidoxypropyltrimethoxysilane,g-Methacryloxypropyltrimethoxysilane (MPS) and potassium permanganate (KP), without alkalinepretreatment, to improve the mechanical properties of polypropylene (PP)/HF composites forautomotive parts. MPS and KP treatments were the most efficient in splitting HF bundles andseparation of elementary fibers and led to better micro- and nano-mechanical properties in composites. PP modulus-of-elasticity increased with 67% in PP/HF–MPS, with 69% in PP/HF–KP and with only 30% inPP/untreated fibers. KP led to mild oxidation of HF with good effect on mechanical properties and wasproposed as cheap and effective treatment of HF, easily applicable industrially.
