Language Choice in Philippine Government Websites: Sociolinguistic Issues and Implications

Government websites provide useful and timely information to the public such as government's history, organizational values, codes of ethics, public services, facts about public official, among others. Using language choice as framework, the study seeks to examine what language is used, in what contents, and in what kind of website. The study employed online observation in 235 Philippine government websites (.gov.ph) via content analysis. As a result, English is overwhelmingly used; while Filipino, the Philippines' national language, and only a handful of regional languages, are minimally used in the contents. Discussion will follow how multilingualism can improve the dissemination of information and communication more conveniently and efficiently from the government to its citizens.

Signifi cance: Chronic constipation is an important component of clinical gastroenterology practice worldwide. Based on the defi nition, chronic constipation can affect from 2% to 27% of the population. It is physically and mentally troublesome for many patients, and can signifi cantly interfere with their daily living and well-being. Although only a proportion of patients with constipation seek medical care, most of them use prescribed or over-the-counter medication to improve their condition, one of which is Psyllium fi ber. We report a rare case of complete small bowel obstruction secondary to pharmacobezoar in an elderly patient with chronic intake of psyllium fi ber. Clinical presentation: Case is a 78 year old female, Cervical cancer survivor, who came in due to epigastric pain, with initial consideration of small bowel obstruction secondary to tumor recurrence, later diagnosed to have pharmacobezoar (Psyllium fi ber) intraoperatively. Conclusion: Psyllium fi ber drink is one of the few causes of pharmacobezoars and is a rare documented cause of small bowel obstruction. Pharmacobezoars form under a wide variety of circumstances and in a wide variety of patients. They are diffi cult to diagnose reliably. In patients with suspected gastrointestinal tract emptying problems, whether esophageal, gastric, small bowel, or colonic, the astute clinician should consider pharmacobezoar in the differential diagnosis. Rules for suspecting, diagnosing, and properly managing a pharmacobezoar are highly dependent on the pharmaceutical agent or agents involved. Becoming familiar with the limited data available on pharmacobezoars and maintaining a high index of suspicion may be the best way to improve diagnostic sensitivity and accuracy.
A Single Identity while Facing Diversity? Exploring ASEAN Integration through Culture

Since the creation of the Association of Southeast Asian Nations (ASEAN) in 1967, the main objective of creating a “prosperous and peaceful community of Southeast Asian Nations” through regional integration remains slow. While the aims and purposes of the ASEAN include accelerating, promoting active collaboration and mutual assistance on matters concerning culture and cultural development, the desired ASEAN Integration through culture is still in question. As a multicultural region, the richness and diversity of cultures constitute both prospects and challenges. This paper discusses 1) the concept of integration vis-à-vis the ASEAN; 2) the ASEAN’s goals, policies, and initiatives, concerning culture as stipulated in the key documents of ASEAN Socio-Cultural Community—Culture and Arts sector; and 3) the ASEAN identity and community vis-à-vis culture. In the end, this paper proposes a framework on the ASEAN integration through culture in the context of a single identity amidst cultural diversity.
