Qingshan Suona Horn is a popular folk art form in Qingshanqiao District, Shigu Town, and Fenshui, Xiangtan County, Hunan Province. In 2006, it was listed as the first group of intangible cultural heritage of the country. Inheritors are important carriers and transmitters of intangible cultural heritage. By documenting the dictated records of the inheritors, and combining historical literature, it is helpful for us to understand Qingshan Suona Horns comprehensively. At the same time, this unique folk art needs more inheritors to carry it on.

In the UNESCO’s intangible cultural heritage filing practice, the level of public participation will affect the progress and quality of intangible inheritance filing to a certain extent. Therefore, foreign countries pay great attention to the mobilization of public power and have achieved certain results. This paper intends to collect, publicize and inherit intangible inheritance protection of Qingshan Suona Horn from the experience of foreign intangible inheritance filing. The main link in the construction of the file is to take measures to improve public participation in the process of building a record of Qingshan suona horn, to explore and analyze. Furthermore, Summarize the experience of UNESCO’s display, and carry out intangible cultural heritage publicity and display of Qingshan Mountain to strengthen public participation, and then inherit the protection Qingshan Mountain.
