It is widely known that the public library in Korea has not been developed as a social agency which makes communication process possible. The public in Korea just plays a role of the public study room for students using their own books. There is almost no public libraries in the sense of an open collection of comprehensive materials designed for use by any one who seeks information. This study starts from this situation. It aims at identifying the present stage of the development of public in Korea through investigating librarians' consciousness in their everyday lives. For this, a case study method is used for investingating, collecting and organizing the 'discourse' of librarians in Pusan and Kyongsangnamdo area. Major suggestions include :First of all, it is most important for public library reformation to eradicate the 'conservatism' in the consciousness of librarians in their everyday lives. So, it is essential to collect their life stories in various library conditions, and make them public discourse of librarians. Secondly, the professional organization should play a role to unify the librarians. For this role, it should maintain a R&D department and strengthen PR programs. Thirdly, Researchers who study Library and Information Science in Korea should be always concerned with the real-life context in the field. The most important type of research in our third world situation is the one that is based on he present stage of the development of our own libraries and the real library situation in the field

부산시민들의 공공도서관에 대한 인식과 요구에 관한 조사연구

이 연구에서는 부산지역 주민들의 공공도서관에 대한 인식을 조사하여 현재 부산의 공공도서관 인프라와 서비스의 현주소를 파악하고 공공도서관에 대한 시민들의 요구를 분석하였다. 이를 위하여 부산시민 1,050명을 대상으로 설문조사를 실시하고 그 결과를 분석하였다. 그 결과 공공도서관에 대한 부산시민들의 인식과 요구는 매우 높은 반면 부산의 부족한 도서관 인프라는 이러한 요구를 감당하지 못하고 있는 것으로 나타났다. 따라서 공공도서관이 지역사회 문화공간으로서의 역할을 충실하게 수행하기 위해서는 생활권 중심의 접근성이 용이한 도서관 인프라 구축, 디지털 서비스 확충과 자료 입수의 신속성 확보 등이 필요한 것으로 파악되었다. This paper strives to shed a light on the citizen perception and demand on public libraries in Busan metro area. It specifically attempts to survey the facility, materials and service aspects in public libraries. Data are drawn from a survey with 1,050 respondents in the area. The survey was implemented to figure out current status and needs regarding library facility allocation, currency of materials, and cultural programs. Supplemental data are collected via interview, although not detailed in nature. Since the paper discusses such an issue as current situation in public libraries, this study could provide the policy makers with basic data and materials in developing and improving public library programs in Busan area.

부산지역 공공도서관의 현황과 과제

이 연구는 부산지역 공공도서관의 양적 현황을 파악하고 문제점을 진단하여 지역의 특성에 적합한 도서관 서비스 방안을 제시하기 위하여 수행되었다. 이를 통해 부산지역 공공도서관이 급변하는 사회환경과 정보환경에 대응하여 중요한 문화기반 시설로서 자리매김할 수 있는 기초 자료를 제공하고자 하였다. 구체적으로 부산지역 공공도서관의 현황을 시설, 인적자원, 장서구성과 관리, 서비스 제공 등의 측면에서 조사하고 분석함으로써 부산시 차원의 지역 도서관정책을 수립하고 서비스를 시행하는데 필요한 목표와 추진과제를 도출할 수 있도록 하였다. 아울러 부산지역 공공도서관이 지향하여야 할 방향과 목표를 제시함으로써 공공도서관의 위상 정립과 지역내 도서관 간 균형 있는 발전을 위한 전략 수립을 위한 시사점을 제공하고자 하였다. This study strives to portray the quantitative status of public libraries in Busan ??and analyze problems and to suggest the development of specific library service agenda according to the local conditions and characteristics. The aim was to provide the basic data that Busan Public Library can establish as an important cultural infrastructure for the rapidly changing social and information environment. Specifically, the current status of public libraries in Busan area will be investigated and analyzed in terms of facilities, human resources, collection and management, and service provision. To make it possible. In addition, this study aimed to provide suggestions for establishing a strategic plan for establishing the status of public libraries and balanced development among libraries in the region by presenting directions and goals that should be pursued by public libraries in Busan.

과학기술분야 정보자원개발정책에 관한 연구

한정된 예산과 공간이라는 제약조건 속에서 최적의 정보자원을 입수함으로써 예산을 효율화하면서 이용자의 요구를 충족시키기 위한 전제조건으로 성문화된 장서개발정책의 수립과 유지를 들 수 있다. 특히 정보자원의 생명이 짧고 수록매체상의 변화가 많은 과학기술분야 도서관과 정보센터에서는 정보자원 수집의 효율성을 기하고, 모기관으로부터의 지속적 지원을 확보하기 위해 장서개발정책을 유지해야 할 필요성이 더욱 크다. 더욱이 온라인 정보자원의 관리에는 예전과는 다른 많은 고려사항들이 개입되어 있다. 따라서 현실적으로 대부분의 연구도서관들이 종이(인쇄) 매체의 자료 입수를 지속해 나가면서, 동시에 국내 도서관들이 소장하고 있는 과학기술정보를 서로 공유하는 노력을 경주하고 있는 상황을 모두 고려하는 과학기술 정보자원 개발정책이 필요하다. 본 연구에서는 그 첫 시도로서 과학기술 정보자원의 전반적인 개발정책에 대하여 고찰하고 향후 과학기술분야 장서개발정책의 기본 모형으로서의 타당성을 가늠해 보고자 하였다.

공공도서관 지역특성화장서 구축 방안 연구

이 연구는 공공도서관 지역특성화장서 구축의 필요성과 구축 방법론에 대하여 논하고 있다. 지역과 지역 문화의 정체성을 제고하고 지역사회의 기억을 유지·보존하기 위해서 지역특성화자료(향토자료)를 수집, 보존, 제공하는 것은 공공도서관의 중요한 책무 중 하나이다. 그러나 지역특성화자료는 주제와 유형이 다양하고 지역사회 내 다양한 주체들에 의해 소유되고 산재되어 있어서, 자료의 수집과 장서 구축에 어려움이 많으며, 도서관 현장의 혼선도 적지 않다. 이에 따라 이 연구에서는 지역특성화장서를 구축하고 있는 공공도서관 몇 곳의 사례를 중심으로 지역의 역사와 로컬리티를 담은 지역특성화장서를 구축하고 관련 서비스를 활성화하기 위한 방법론을 제안하고자 하였다. This study illustrates the necessity and feasible process of constructing local collections in public libraries. One of the important responsibilities of public libraries is to collect, preserve, and provide local information in order to enhance the identity of the region and local culture and to maintain and preserve the social memory of the community. However, as the subjects and types of local information are diverse and are owned and scattered by various persons and organizations in the local community, it is difficult to collect materials and build collections. There is, as a result, a lot of confusion in the library field. Focusing on the case of a few public libraries that hold good local collections, this study attempted to add suggestions to build a local collection containing regional history and locality and to promote related services.

대학도서관 장서평가 연구 - A대학교도서관 정치학장서를 중심으로 -

대학도서관에 있어서 장서개발의 목적은 각 학문분야별로 구성된 장서의 강점과 균형은 유지하고 약점은 보완하여 장서구성의 체계성과 망라성을 유지하는 것이다. 그러나 우리나라 대학도서관들은 장서의 규모를 확충하는데 주력한 반면 그 품질을 제고하는 데에는 미처 관심을 갖지 못한 것이 사실이다. 이는 무엇보다 최적의 장서를 유지하기 위하여 필수적인 과정인 장서평가를 제대로 수행하지 못한데 기인하는데, 이러한 문제의식을 바탕으로 이 연구는 대학도서관에 소장된 특정 주제분야 장서를 중심으로 장서평가를 수행하였다. 구체적으로 표본 대학도서관의 정치학 장서를 대상으로 장서의 현황을 분석하고, 과연 장서가 학과의 학부 학생들과 대학원생의 학습 및 연구지원, 교수의 연구지원과 얼마나 밀접한 관련성을 맺으며 개발되고 있는지 분석하였다. 이를 위해 정치학 강의에서 사용된 교재 및 연구자들이 학술활동 과정에서 인용한 문헌의 리스트를 작성하고 이에 근거한 대학도서관의 장서 보유 현황을 조사함으로써 정치학 교육과 연구에 있어서 필요한 장서의 현황, 장서의 최적성 수준을 파악하고자 하였다. This study strives to perform a pilot collection assessment study with the political science collection in a university library. Employing the basic list-checking analysis method, the study scrutinized the collection statistics and the circulation statistics, and check the current library holdings with a standard list which was composed of cited works extracted from course syllabi, theses, dissertations and faculty research papers. Although the study is a pilot case study that a particular model was applied to a collection in the field of political science, the result and procedures of the assessment will provide some implications regarding collection assessment in university libraries.

대학도서관 장서개발담당 사서의 전문성 역량에 관한 질적 연구

The study aims at identifying professional competencies of collection development librarians in academic libraries. For this, the study collected data through qualitative interviews with 8 librarians who are in charge of collection development programs in four-year university libraries. As a result, the professional competency components emerging from interviews were divided into three parts; knowledge in library and information science, knowledge in subject field, and professionalism. Detailed components of three parts of professional competency were divided into 13 sub-categories, with 37 meanings. It is expected that the study as an exploratory research may provide further research to design educational and training programs for collection development librarians with basic data. 이 연구에서는 대학도서관에서 장서개발 업무를 담당하고 있는 사서들의 인식을 토대로 장서개발 사서가 전문가로서 지녀야 할 전문성의 요건들을 도출하고자 하였다. 이를 위해 국내 4년제 대학도서관에서 장서개발을 담당하고 있는 8명의 사서들을 대상으로 질적 면담을 실시하였으며, 그 결과 문헌정보학 지식, 주제분야 배경지식, 그리고 사서로서의 정체성이 상위 범주로 제시되었고 그 아래 총 13개의 하위범주와 37개의 의미단위가 제시되었다. 이를 통하여 이 연구에서는 장서개발 담당 사서의 전문성에 대한 이론적인 요건과 실제 현장에서 제기하고 있는 요소들을 종합함으로써 향후 장서개발 담당 사서의 전문성 제고를 위한 교육 훈련 프로그램 구축에 기초적인 자료를 제공하고자 하였다.

공공도서관 기반 인문학 프로그램에 대한 현상적 연구

인문학에 대한 관심이 높아짐에 따라 지역자치단체 등의 공공기관과 민간단체 등에서도 다양한 인문학 프로그램을 진행하고 있다. 이 중 공공도서관 기반의 인문학 프로그램은 무엇보다 공공도서관이라는 장소를 지역사회의 거점으로 활용할 수 있으며, 기존의 문화프로그램 등과 결합하여 다양하게 진행할 수 있는 장점이 있다. 반면 비교적 급속하게 인문학 프로그램이 확장되면서 문제점들도 관찰되고 있다. 즉, 기존의 문화프로그램과의 차별성, 인문학 프로그램 전담인력의 확보, 강사 확보 및 교육방식과 내용의 다양성 문제, 참여자 계층의 다양성, 그리고 문화프로그램과 공공도서관자료와의 연계성 확보 등이 그것이다. 이러한 맥락에서 이 연구에서는 공공도서관 기반 인문학 프로그램의 다양한 측면을 고찰하고자 하였다. This study attempts to investigate the current situation, limitations and improvement strategies of humanities programs in public libraries. Specifically, this study also surveys such humanities programs open in public libraries and compared strengths and weaknesses of the programs. For the study the researcher participated in such humanities programs for the observation. For the interview, data were collected from public librarians who are in charge of such humanities programs. Supplementary data were also collected through qualitative interviews and brain-storming discussions with public librarians and program participants. For the suggestion, future strategies to improve the quality of such programs and to cope with changes of user demands and future trends, the researcher put the emphasis on the networking with local art/cultural communities, proactive marketing strategies, practical program management strategies, and program development on the basis of user needs.

정보취약계층을 위한 공공도서관 서비스 강화 방안 연구 - 부산지역 공공도서관을 중심으로 -

While attention has been paid to 'core information poor' with low-level information literacy, public libraries are to be social agencies to set policies, and are to provide them with cultural experiences and services as well. In this regard, this study intends to shed light on the current status of public library services for such 'information-poor' as the urban poor, the handicapped, and the aged in Busan metro area. Exploring the statistical data, observations and interviews, the study attempts to illustrate current status and trends. It, specifically, focuses on the following characteristics of information service strategies: types of services provided; infra-structure including facilities and specialized collection; and, barriers and limitation of library and information use. 정보화의 진행과 함께 정보활용 역량이 낮은 '정보취약계층'에 대한 관심이 증가하고 있는데, 공공도서관은 정보이용과 접근이 상대적으로 어려운 사회적 취약계층의 정보화를 위한 정책과 문화적 경험의 확장을 위한 서비스 모두를 구현할 수 있는 매우 좋은 위치에 있다. 이러한 차원에서 본 연구에서는 부산지역을 중심으로 사회적 취약성으로 인해 주류사회에서 차단될 가능성이 높은 3대 지식정보취약계층을 대상으로 이루어지는 공공도서관 서비스의 현황과 활성화 방안에 대하여 살펴보았다. 구체적으로 이 연구는 부산지역을 대상으로 저소득가정, 장애인, 고령층 등 취약계층을 대상으로 이루어지고 있는 공공도서관 서비스의 현황을 조사하고 이들을 위한 서비스 강화 방안을 모색하고자 하였다.

부산지역 공공도서관 현황과 발전과제 분석

이 연구에서는 부산광역시를 중심으로 공공도서관의 현황을 분석함으로써 부산지역 공공도서관의 현주소를 파악하고 공공도서관 확충과 발전을 위한 방향을 모색하고자 하였다. 구체적으로 이 연구에서는 공공도서관 관련 계획과 법령 등을 검토하여 지역별 수요를 감안한 바람직한 공공도서관 공급방안을 제시하고, 부산시 공공도서관 기능과 역할의 정립을 통해 공공도서관 발전을 위한 전략을 제시하고자 하였다. 이를 통하여 도서관법에서 요구하는 지역별 시행계획 수립을 위한 기초자료를 제공함으로써 지역도서관을 둘러싼 지식정보 환경의 변화에 효과적으로 대처하기 위한 중장기 발전전략 수립을 지원하고자 하였다. The study aims at illustrating the current state of public libraries in Busan metro area and to suggest strategies for the development of public libraries system in Busan. For this, the study collected data through the statistics and interviews with librarians and administrators. As a result, five goals have been suggested. Followings are the suggestions to improve the current state of the public libraries in Busan area. 1) New programs on lifetime information needs; 2) Initiatives for multicultural services in public libraries; 3) Continuous construction of new public libraries and renovation in older facilities; 4) Improvement of public library service environment, especially in personnel and collection development, and; 5) Support for the regional main library system.
