이 글은 세종의 訓民正音創制 곧 한글창제가 이른바 集賢殿의 여덟 學士들의 협찬 아래에서 이루어졌다는 親制協贊說을 다시 논의하였다. 그 論據로 『例義』에 나타난 한자자모의 선정, 모아쓰기 규정이 절묘한 사실과, 관계 史料의 재검토로 창제 전에 세종이 협찬하지 않은 集賢殿학사들에게도 자문한 사실을 들고서 세종이 비밀리에 친히 한글을 창제하지 않았음을 설명하였다. 이어서 10년 전에 제기된 세종의 둘째 딸인 貞懿公主의 한글창제 協贊說을 검토하여 擧證史料의 문제점을 지적하고 그 주장이 성립하지 못함을 논증하였다. In this paper, I have another look at Se jong's creation of Hurvnirjjeongeum, as it is called Chinjehyeopchanseol(the view of supported creation by Se Jong in person), which was accomplished under the support of eight scholars in Jiphyeorl1eon(the Hall of Worthies). The choice of Chinese characters for representing sound values of Korean alphabets and the regulation of writing by syllable blocks(p-o} 71) in Ye-eui(IJ ) is so miraculous. I re-examined the historical materials and suggested that Se-jong also inquired with Jiphyeonjeon scholars who did not support him before the creation. Then I explained that Se Jong did not create Hangul, the Korean alphabet in person secretly. Subsequently, the view of supported Hangul creation by Se jong's second daughter, princess Jeong-eui which was raised ten years ago is re-examined and the problem of presenting evidence for historical materials is pointed out to prove that this opinion would fail.

In this paper, we designed and manufactured safety buoy system using PIR Sensors and wireless camera. The proposed safety buoy system consists of the body part provided buoyancy, the sensor part for detecting the person around the buoy, the control part for controlling the sensor part and the communication part, the communication part to communicate with the management center, image photographing part and independent (electric) power plant part including a solar cell. Today, Korean maritime safety services are confined to the rescue by lifeguard. The buoy system has an advantage that it can detect hazardous situation which lifeguards neglect and give a warning in advance. We used the water tank to evaluate the safety buoy. As a result, we can see the improvement of maritime safety services by a warning when people get in the dangerous zone.

In this paper, we implement unmanned observation buoy system using a face and motion recognition function of OpenCV library. Today, OpenCV program is used to detect object, face, action, motion chase, etc. Implemented unmanned observation buoy system has LED with three different colors. Each of light go on according to three different situations; normal, human and drowned person. When drowned person was detected by image processing technology, the LED light on with red color and inform the situation to maritime safety management center and water safety agent for rapid action.
