        Commercial vs Free E-resources for English Language Teachers

        Natusch, Barry. (2004). Commercial vs Free E-resources for English Language Teachers. Multimedia-Assisted Language Learning, 7(1), xx∼xx. The issue of paid-for and free services in an information and communication context is receiving a lot of attention recently, particularly with the publicity surrounding notions of intellectual property and piracy. Definitions of commercial, shareware and freeware are discussed. A selection of commercial and free e-resources for teaching, administrating and researching useful for English teachers is presented and their respective strengths and weaknesses highlighted. The survey concludes by showing that trends emerging among commercial and free ELT resources suggest that while many mainstream applications are freely or cheaply obtainable, certain specialist items are still only available through commercial channels.

        Indoor Channel Characteristics for Visible Light Communications

        <P>In this letter, we present indoor multipath dispersion characteristics for visible light communications (VLC). Since the VLC uses a wide spectrum between 380 nm and 780 nm, the conventional narrowband model for infrared may not apply. We generalize the Barry's model by including wavelength-dependent white LED characteristics and spectral reflectance of indoor reflectors. We perform a computer simulation to compare the power delay profile of the VLC with that of infrared communications. From our studies, we show that the VLC provides a larger transmission bandwidth than infrared communications.</P>

        Countering the Global Islamist Terrorist Threat

        Worldwide terrorist attacks since September 11 suggest that the threat from Islamist terrorism is far from being over. This is despite the arrests and elimination of a significant number of leaders, both of Al Qaeda and its associated groups. With the loss of its leadership, Al Qaeda has become more dispersed and more difficult to predict and preempt. More significantly, Osama Bin Laden has become a beacon for jihadi insurgents everywhere. On the other hand, the use of overwhelming force in the global war on terror is counterproductive. A militaristic approach has further radicalized the Islamic world, increasing the ranks of the jihadis. Similarly, the U.S. invasion of Iraq exacerbated Muslim resentment and nourished those forces, which the world community wishes to undermine and destroy. Terrorists have a powerful advantage: they need to succeed only occasionally; but as defenders, the global community needs to be successful always. This article argues that failure to understand the Islamist terrorist threat in its entirety and to deal with the threat poses significant danger-not only for the United States and its interests, but also for the international community as a whole. Islamist terrorism represents a global ideological battle. It is a battle of hearts and minds. As ideology is at the centre of the current wave of Muslim terrorism, it is necessary to undercut the appeal of radical Islam. This involves empowering moderate Muslims to counter the influence of the radicals. No single country can do this alone.

        The Corruption-Incompetence Nexus: Analysis of Corrupt US Mayors

        The paper seeks to develop some preliminary ideas about the relation of corruption and incompetence, two different but perhaps related instances of political and administrative failure. We pose a corruption-competence nexus and suggest that corruption and incompetence are related in predictable ways. Indeed, in extreme cases of incompetence, incompetence often enables corruption due to a variety of factors including the inability to monitor corruption or to select quality advisors. We further suggest that a variety of factors mitigate the relation of incompetence and corruption, including level of political authority and impact, size of political and business networks, and availability of professionalized and empowered public service. To further examine the corruption-incompetence nexus, we use simple typology (e.g., corrupt-competent or corrupt-incompetent) to help organize and, to some extent, explain the forms of relationship between incompetence and corruption in the organizational setting. Four cases of U.S. mayors’ performance are evaluated to better understand the propositions.

        Multispectral intravital microscopy for simultaneous bright-field and fluorescence imaging of the microvasculature

        Intravital video microscopy permits the observation of microcirculatory blood flow. This often requires fluorescent probes to visualize structures and dynamic processes that cannot be observed with conventional bright-field microscopy. Conventional light microscopes do not allow for simultaneous bright-field and fluorescent imaging. Moreover, in conventional microscopes, only one type of fluorescent label can be observed. This study introduces multispectral intravital video microscopy, which combines bright-field and fluorescence microscopy in a standard light microscope. The technique enables simultaneous real-time observation of fluorescently-labeled structures in relation to their direct physical surroundings. The advancement provides context for the orientation, movement, and function of labeled structures in the microcirculation.

        In the Extraordinary Times of Coronavirus Disease 2019: Clinical Strategies for Performing Spinal Surgery

        The coronavirus disease 2019 (COVID-19) pandemic has caused pronounced strain on global healthcare systems, forcing the streamlining of clinical activities and conservation of health resources. There is a pressing need for institutions to present discipline-specific strategies for the management of COVID-19 patients. We present the comprehensive considerations at the National University Hospital, Singapore from the surgeon’s and anesthetist’s perspectives in the performance of spinal surgery in COVID-19 patients. These are based on national guidelines and overarching principles of protection for the healthcare workers (HCWs) and efficiency in surgical planning. The workflow begins with the emergency department screening that has been adapted to the local epidemiology of COVID-19 in order to identify suspected/confirmed cases. If patient history cannot be obtained, demographic, clinical, and imaging data are used. Designated orthopedic “contaminated teams” are available 24/7 with an activation time of <30 minutes for review. In cases where sub-specialty spine surgeons were required, these professionals were inducted into the “contaminated team” and quarantined until cleared to return to work. Indications for emergency spine surgery were determined pre-emptively. Preoperative surgical considerations included the minimization of manpower, limited dissection, reduced operative time, and judicious use of equipment, leading to reduced aerosolization. Anesthesia considerations include preoperative screening for COVID-19–related concerns that influence surgery, operating room process planning and induction, intraoperative, reversal, recovery, and resuscitation considerations. Focused multi-disciplinary preoperative briefing facilitates familiarization. Surgical, anesthetic, and postoperative workflows were designed to reduce the risk of transmission and protect HCWs while effectively performing spinal surgery. The COVID-19 pandemic has necessitated paradigm shifts in healthcare planning, hospital workflows, and operative protocols. The viral burden does not discriminate between surgeons and physicians, and it is crucial that we, as medical professionals, adapt practices to be malleable and fluid to address the ever-changing developments.
