A Novel Fuzzy Logic Based Operating System Scheduling Scheme

For a computer-based system, a set of processes must be scheduled such that every process iscompleted within its deadline. CPU scheduling is the process of allocating CPU among variousprocesses in a multi-processing system. The decision to allocate the CPU to a process has totake into consideration all aspects, including its priority and execution time, as scheduling isguided by a number of factors other than the execution time or priority. It is no longer onedimensionaland has become a multidimensional problem with vagueness and uncertaintiessuch as different CPU loading scenarios. The vagueness and uncertainties associated withthe decision to allocate a CPU to a particular process can be addressed using a fuzzy logicapproach. In this study, we propose a fuzzy logic based algorithm for CPU scheduling. Theproposed algorithm was compared with conventional scheduling algorithms for different CPUloading scenarios. The proposed method can schedule and execute all processes well withinthe deadline with a reduced average turn-around and a reduced average waiting time. Fromthe comparison results, it is evident that the proposed algorithm outperforms conventionalalgorithms in terms of the average turn-around and waiting times.
Does e-government impact e-participation? The influence of trust in e-government

In Nigeria, the introduction of ICT in the early 2000s propelled e-participation to create more opportunities for citizens to participate in the democratic processes and bridge the public trust deficit gap. This study examines the mediating effect of trust in e-government on the relationship between e-government quality and e-participation using PLS-SEM. We collected data through a structured questionnaire from 369 experienced e-government users. The result shows that the quality of e-government is unrelated to e-participation, while trust in e-government fully mediates the relationship. The implication of these findings suggests that public service managers are to be responsive and transparent in their interactions with the citizens to have greater confidence in the system.

Nigeria implemented e-government in the early 2000s to improve public service delivery, promote citizens’ participation, enhance transparency and accountability. Twenty years after implementation, this study examines the influence of openness of public organizations, social media use and the mediating effect of trust in e-government on e-participation. The study proposed a conceptual model comprising seven hypotheses tested using PLS-SEM. Data were collected through a questionnaire from 689 respondents from Nigeria. The results show that openness of e-government and trust in e-government positively influence e-participation. The direct relationship between social media use and e-participation cannot be confirmed; however, trust in e-government mediates the indirect relationships. Similarly, it examines the role of social media use in investigating e-participation. The findings implied that public sector organizations and e-government implementers would learn and take advantage of the e-government system and social media strengths to meet the citizens’ expectations.
The Eloquence of Rhythm in Subait`s Poetry: Meter and Rhyme

This study is about Subait, a Yemen poet, focusing on the concept of rhetoric in his poetry. The rhetoric, here, does not only mean the distinctive style in the process of speech but also it takes into account the social, cultural, psychological and linguistic reality. First, it is the identification of the concept of both meter as a movement system of the syllables of speech and rhyme. The rhyme means in this study the sound which repeats at the end of Satr(half-verse), verse and free verse line. Secondly, it includes analysis of the poems of two divans of Subayt(1918-2006) : al-D umo`al- Dah ikah(The Laughing Tears) and Ma`a al-Fajr (At Dawn) regarding meter, rhymes and quantity. It also has explanation of the findings of the research according to modern criticism, regarding what the Arabic poets have achieved in old and modern poetry. The study analyzes about 116 Standard and colloquial Arabic poems. Further the study discusses the relationship between the meter and semantic syntax structure which are taken from different locations of each verse of the poem. They can be in hashw (inside the whole structure of the verse), the middle of the verse (the end of the first part of the verse) and the end of the verse. Also it analyzes some poems of the two divans. It shows how both rhyme and meter reflect the spread of poetic meaning in the whole structure of the Subayt`s poem. The conclusion shows how Subayt was able to apply meter and rhyme to achieve stylistic effect which is compatible to Modern Arabic poetic romanticism.
Poetry from the perspective of a poem A review of Adonis' poem: "A Tree of Day and Night"

The paper contents an introduction which states the justifications of selecting this poem. One of the most prominent justifications is the concern of the poem for its discourse as much as it's concern for itself as an aesthetic text manifested the faculty of the pioneer of modernization in Arabic poetry (Adonis) and his aesthetic experience, though the concern of the poem for its discourse has been noticed in the history of Arabic poetry in different ways of different poets and historical periods. In his analysis of the semantic, syntactic, phonetic and visual aspects of the poem, the researcher shows how the implicit and explicit components work in their differentiation and integration within the framework of the text which is based on narrative, as an event in a concordancing dynamically with time, and also on a poetic image, in a remarkable structure of language mixed of Sufi scholasticism, myth and history. In the Conclusion, the researcher shows that the poem confirms Adonis' understanding of the poetry discourse either in its great importance compared with the human's production of civilization, as poetry -according to him- is the first to exist, and the most comprehensive since its concern with revealing the spiritual truth that guides facts of sciences and philosophies, or in its visionary creativity revealed by means of heart and soul, independently of the will and the power of reason. This poem also confirms its modernist style, as followed by Adonis, with a tendency for modernization and surpassing, shifting language meanings to symbols full of spiritual meanings, using the phonic, calligraphic, syntactic and semantic components of Arabic language, and the human culture including its symbols and myths components, within a vision that combines the subjective with the objective as much as combining the possible with the impossible, the historical with the absolute characteristics. All that produces an artistic structure which does not reveal its potential meanings except by dialogue and interpretation.

In this paper, a new continuously and linearly controlled capacitive static VAR compensator is proposed for the automatic power factor correction of inductive single phase loads in 220V 50Hz power system networks. The compensator is constructed of a harmonic-suppressed TCR equipped with a new adaptive current controller. The harmonic-suppressed TCR is a new configuration that includes a thyristor controlled reactor (TCR) shunted by a passive third harmonic filter. In addition, the parallel configuration is connected to an AC source via a series first harmonic filter. The harmonic-suppressed TCR is designed so that negligible harmonic current components are injected into the AC source. The compensator is equipped with a new adaptive closed loop current controller, which responds linearly to reactive current demands. The no load operating losses of this compensator are negligible when compared to its capacitive reactive current rating. The proposed system is validated on PSpice which is very close in terms of performance to real hardware.

Residue monitoring of propiconazole (PCZ) in cabbage, shallot, and spinach was conducted under multi-trial greenhouse conditions. This study aimed to understand the fate of the applied fungicide in these vegetables. Furthermore, the associated health risk of PCZ in leafy vegetables was assessed through dietary risk assessment. Commercially available PCZ (22% suspension concentrate) was administered thrice according to the OECD fungicide application interval guideline. The plant samples were extracted using a slightly modified QuEChERS technique and analyzed using gas chromatography-tandem mass spectrometry. The average PCZ recovery was between 84.5% and 117.6%, with a <5% coefficient of variance. The dissipation of PCZ residue in cabbage, shallot, and spinach after 14 days was 96%, 90%, and 99%, respectively, with half-lives of <5 days. Meanwhile, dietary risk assessments of PCZ residues in the studied vegetables using the risk quotient (RQ) were significant < 100 (RQ < 100). Thus, the population groups considered in this study were not at substantial risk from consuming leafy vegetables sprayed with PCZ following critical, good agricultural practices.
