        Building retrofit, or Green retrofit project is being conducted in Korea since 2020. The aim of this project is to reduce at least 30% of building energy consumption. This study aimed to analyze the effect of building retrofit on building energy uses. Energy Signature analysis method is often used to analyze building energy use and energy prediction. In this paper, this method was used to determine weather dependence of building energy uses and to determine how building energy use pattern has changed before and after building retrofit. The result showed that ES might be effective on analyzing how the buidling energy consumption has increased after building retrofit. However, it showed uncertainty in confirming the case where total energy use has decreased but at the same time, building physical performance has decreased.

        With COVID19 came drastic changes to the tourism industry. This paper used the WTTC over-tourism index to diagnose changes in the tourism industry due to COVID 19 and analyzed changes pre-and post-COVID through articles and data search. Of the nine indicators in the over-tourism index, three showed a change between 2019 and 2020: visitor growth, tourism density, and seasonal demand. All three indicators are affected by a decrease in the number of tourists. The other 6 indicators belong to the same division. In 2019, Jeju Island experienced over-tourism, but in 2020, due to the effects of COVID 19 and subsequent decline in the number of visitors, the quality of tourism showed signs of improvement.

        Thermal transmittance of wall varies greatly by building retrofit. Also, the thermal performance of building envelope has a great influence on heating and cooling load. Therefore, assessing in situ thermal transmittance of wall is an important issue in evaluating the energy saving effect according to the building retrofit. Lots of methods for measuring in situ thermal performance of wall are proposed. In this study, three most widely used methods, HFM Method, ASTR Method and IRT Method will be analyzed. HFM Method are known to be the most reliable method and ASTR and IRT Methods are relatively simple to measure. All methods are first theoretically reviewed then field measurement was proceeded to analyze reliability of the three different methods. HFM Method showed the most consistency in results and IRT Method showed the least. HFM Method is recommended for the most accurate measurement but ASTR Method can be preferred for simpler field measurement and to obtain relatively reliable result.

        ECO2 is a program that certify building energy efficiency rating in Korea and thus it is important to have reliability on the accuracy of the program. The gap between calculated and measured energy consumption is defined as energy performance gap, EPG. This study aimed to compare the calculated and measured heating energy consumption using ECO2 program. The result showed that for all investigated buildings, measured data were larger than calculated data. Additional issues on reasons of EPG were analyzed, noting the importance of input data.

        Degree-days are practically used as a tool to estimate energy consumptions for heating and cooling. Degree-days are calculated by summing the differences of balance point temperature and outside temperature for the analyzed period. Determining balance point temperature is a key point in calculating accurate degree-days. However, ASHRAE standard is used for balance point temperature in Korea, not daring to determine its own. This study aimed to generate balance point temperature for heating degree-days and determine new balance point temperature for three regions in Korea.

      • 수정된 난방도일을 이용한 에너지절약 건축물 설계기준의 국내 지역구분 제안

        As climatic zones are applied in diverse energy-related regulations, many countries provide their own climatic zones considering climatic conditions. Korea is divided into three climatic zones under building insulation standard of Energy Saving Design Standard for Building. Most countries with climatic zones have their own criteria for climate division. Degree-days are mainly used in classification of climate zone, and other weather data such as relative humidity or precipitation are used for secondary classification. However, there are no clear documents that state criteria for Korean climatic division despite its related regulations. In the previous studies on calculation of regional heating degree-days in Korea, it showed no consistency with current three climatic zones, which they should be. This doubtful inconsistency proved that current building insulation standard is misclassified, and needed revision. In this study, a new climatic zones for Korea is proposed using revised heating degree-days.

      • 컬러 정보와 YOLOv4를 이용한 불꽃 검출 연구

        화재는 초기에 인지되는 것이 중요하며, 영상을 이용한 알고리즘은 처리 속도가 빠르다. 본 논문에서는 두 가지 방법을 활용하여 화재 초기 감지 시스템을 구현하였다. HSV 색상 공간을 활용하여 불꽃을 정확하게 감지할 수 있도록 OpenCV4를 이용하여 실험을 진행하였다. 정확하게 불꽃을 검출하기 위해 HSV 색상 공간의 H의 범위를 트랙바로 조정하여 최적인 임계값을 도출하는 화재감지 시스템을 구현하였다. 그리고 YOLOv4 학습을 통하여 불꽃 및 연기를 판별하는 연구를 진행하였다. 실험결과 YOLOv4를 이용한 딥러닝이 인식 결과는 높게 나타났다. 향우에는 색상과 딥러닝을 복합적으로 운영하는 실험이 필요하다. It is important to recognize the fire early, and the algorithm using the image has a fast processing speed. In this paper, we implemented a fire initial detection system using two methods. First, image processing was performed using OpenCV4 to accurately detect flames using HSV color space. To accurately detect sparks, we implement a fire detection system that derives an optimal threshold by adjusting the range of H in the HSV color space to the track bar. In addition, a study was conducted to discriminate flame and smoke through YOLOv4 learning. As a result of the experiment, deep learning using YOLOv4 showed high recognition results. In the future, it is necessary to experiment with complex operation of color information and deep learning.

        프랜차이즈 당사자 사이의 집단적 노사관계

        오늘날 프랜차이즈에 의한 사업형태가 널리 보급 및 확산될수록 관련된 법률문제도 다양화 되고 있다. 기존의 경제법 분야에서는 가맹본부가 가맹점사업자에 대해 행하는 거래조건에 관한 불공정거래행위 등의 문제를 해결하는데 초점이 맞춰져 있었지만, 최근에는 이러한 경제법상의 불공정거래행위 이외에도 프랜차이즈 구조에서 가맹본부와 가맹점 사이의 존재하는 지배적․경제적 종속성으로 인해 여러가지 노동법적 문제도 발생하고 있다. 본 논문은 프랜차이즈 운영실태에서 나타나는 종속성의 성질을 규명하고, 가맹점사업자의 근로자성, 가맹본부의 사용자성에 대한 논의를 바탕으로 프랜차이즈의 집단적 노사관계를 논의하고 있다. 본 연구는 우선, 프랜차이즈의 집단적 노사관계 중 가맹점사업자의 집단적 교섭관계에 대해 살펴보았다. 현행 가맹사업법상의 협의권과 상생협약은 노조법상 단체교섭과 단체협약 제도에 비하면 가맹본부에게 교섭의무도 강제되지 않을 뿐더러, 그 협약의 내용도 법적 구속력이 약하여 실효성 측면에서 문제가 있다. 이에 가맹본부에게 성실한 교섭의무나 상생협약에 일정한 법적 구속력을 미치게 하려면 가맹점사업자에게 노조법상 단체교섭권 혹은 이에 준하는 정도의 권한을 부여하여야 한다. 하지만, 그러기 위해서는 먼저 가맹점사업자가 노조법상의 근로자임이 전제되어야 할 것이다. 판례법리에 의해 노조법상의 근로자성을 인정받은 가맹점사업자에게는 노조법상 단체교섭 관련 제도에 관한 규정들을 모두 준용할 수 있다. 또한, 가맹점사업자 단체가 가맹본부에게 단체교섭을 요구하여 거부당한 경우 노조법상 부당노동행위 규정의 적용이 가능할 것이고, 이들에게 단체교섭 중이나 그와 일련의 과정에 있는 쟁의행위에 대한 민·형사 면책도 인정될 수 있다. 다음으로 가맹본부와 가맹점근로자의 집단적 노사관계에 대해 살펴보았다. 가맹본부와 가맹점근로자 사이의 단체교섭의 범위와 기준을 획정함에 있어 가맹본부가 지배력을 미치는 사안의 대부분은 가맹본부가 우월적인 지위에서 가맹점사업자가 공동으로 결정하게 되는 형태를 띠게 될 것이므로 이러한 사항들에 대해서는 공동사업주의 법리를 원용하여 가맹본부에게 공동교섭에 응할 의무를 부과하는 것이 타당하다. 그리고, 가맹점 근로자의 노동3권을 부당하게 침해하는 행위에 대하여는 가맹점사업자는 물론이고 가맹본부도 노조법상 공동사용자로서의 책임을 부담하게 된다. Today, the more the business types of the franchise are spread and expanded, the relevant legal matters are more diversified. The conventional economic law was focused on the resolutions of the unfair transactions between franchiser and franchisees, but lately, due to the dominant and economic dependency of the franchise structure, various labor law problems have occurred. This syudy reviewed the collective negotiation relation of the franchisees. If the franchiser should be bound by law for sincere negotiation and the win-win agreement should be legal binding, it is essential to authorize the franchisees to have a collective negotiation right like that spitpulated in labor law. To do so, however, it is assumed that the franchisees are equal to the workers in the labor law. According to the judicial precedents, the provisions of the collective negotiation in the Union Act may well be applied to the franchisees who have been admitted as workers in the labor law. In addition, in case the franchisees asked the franchiser for a collective negotiation but their request has been refused, the provision about the unfair labor practices in Union Act would apply to them. Then, their labor disputes in this process would be exempt from civil and criminal responsibilities. Next, this study discussed the collective labor-management relations of the franchise focusing on franchisees’ status as employee and franchiser’s status as employer. First of all, this study reviewed the collective labor-management relations between franchiser and franchisee workers. When the scope and criteria for the collective negotiation between franchiser and franchisee workers are negotiated, the franchiser would lead the negotiations as a superior party together with their franchisees. Hence, it is deemed reasonable to invoke the legal theory about the joint employers to urge the franchiser to respond to the joint negotiations. Furthermore, not only the franchisees but also the franchiser as joint employers should overtake the responsibility for any infringement on franchisee workers’ three primary rights.
