Regulators often specify default values that are considered acceptable for use in risk analyses as input to regulatory decisions. Because both performing and validating a detailed risk analysis of a complex system are costly and time-consuming undertakings, the use of default values can greatly facilitate the process of performing a risk analysis in the first place as well as the process of reviewing and verifying the risk analysis. It may also ensure more uniform in quality of risk analyses. However, different regulatory agencies differ in their approaches to the use of default values, and the implications of these differences are not yet widely understood. Moreover, large heterogeneity among licensees makes it difficult to set suitable defaults. This paper focuses on the effect of default values on estimates of risk. Some insights on the effects of different levels of conservatism in setting defaults will be provided. The results can help decision makers evaluate the levels of safety likely to result from their regulatory policies.

The objective of the Maintenance Rule (MR) is to require monitoring of the overall continuing effectiveness of licensee maintenance programs to ensure that the safety related and certain nonsafety-related SSCs are capable of performing their intended functions. In Korea, as risk informed applications and regulation become active, the necessity of Performance Based Regulation (PBR) has increased. The objective of this article is to study the effectiveness of MR based on performance and feasibility of MR adoption at Korean Nuclear Power Plants (NPPs) for effective maintenance and regulation.

Safety-related motor operated valve(MOV) safety significance for Ulchin Unit 3 was categorized. The safety evaluation of MOV of domestic power plants affects the generic data used for the quantification of MOV common cause failure(CCF) events in Ulchin Units 3&4 PSA> Therefore, in this paper, MGL(multiple greek letter) parameter β, used for the evaluation of MOV CCF probabilities in Ulchin Units 3&4 probabilistic safety assessment(PSA), was re-estimated and the MOV safety significance was categorized. The re-estimation results of MGL parameter show that the value of(is decreased by 30% compared with the current value used in Ulchin Unit 3&4 PSA. The categorization results of MOV safety significance using the changed value of MGL parameter(show that the number of HSSCs(high safety significant components) is decreased by 54.5% compared with those using the current value of it used in Ulchin Units 3&4 PSA>
