This report describes the study result of the hydrodynamics characteristics for the wake duct. Two wake ducts for the DWT 25,000 Product Carrier were designed and manufactured. The resistance and propulsion performance of the model with them was evaluated by model tests. The object of the present research for the wake duct is to establish the foundation of the design technique and the performance prediction ability of the one, and furthermore, to prepare the base of the development of new type energy saving device

Since the towing tank was operated from early 1979, the test and analysis methods have been established and applied for the performance prediction of ships. Especially the analysis programs for the resistance test ('EHP') and self-propulsion test ('DHP') based on the 1978 ITTC performance prediction method was modified as a name of 'PPTT' in order to include the form factor calculation, two-dimensional analysis method, the prediction on multi-screw ship and the organization of data filing system. Recently the program 'PPTT' was improved to cover the procedure of data fairing, the analysis of propeller-open-water test results carried out at low and high Reynolds numbers, etc. This paper describes the newly improved analysis program 'PTI'.

A new kind of bulb called Stern-End-Bulb(SEB) for the improvement of the after part of fine hull forms was developed. The reduction of wave resistance and the improvement of the powering performance for the ship with SEB were shown by the ship model tests, At the same time, the characteristics of wave in the vicinity of the stern and the mechanism of the resistance reduction by SEB were investigated. By the systematical variation of the SEB size, the optimum size of SEB was obtained.
미 해군 Towing Manual에 의한 사고선박 예인력 계산에 대한 고찰

미국 해군에서는 해양에서 운항하는 예인선이 사고 선박을 구난할 때 필요로 하는 각종 기술을 종합하여 매뉴얼을 만들고 이를 지속적으로 개선해 가고 있다. 이 매뉴얼에는 예인 시스템 설계, 예인 계획, 예인 준비 및 예인 절차 등이 정리되어 있다. 이 매뉴얼은 기본 선체 저항 뿐 만 아니라, 각종 외력에 의한 부가 저항에 대한 상세한 예인력 계산 방법이 기술되어 있다. 본 논문에서는 미국 해군 예인 매뉴얼에 따라 사고선박의 예인력 계산 방법에 대해 검토하고, 이 미국 해군 방법과 저자가 추천하는 방법의 계산 결과를 비교 하였다. 그리고 본 논문에서는 사고 선박의 예인력 추정 시스템을 연구하였다. U. S. Navy made a comprehensive manual of the ocean going tugs to salvage a disabled ships using various technologies, and improve it continuously. The manual contains towing system design, towing plan, towing preparation and towing procedures. The manual describes detail calculation methods for towing force not only for basic hull resistance but also for added resistances due to various external forces. This paper considers the matter of towing force calculation method of disabled ships by the U. S. Navy towing manual, and compares the calculation results between this U. S. Navy method and author recommended methods. And this paper investigates new prediction system for towing force of disabled ships.
IMO/MEPC 53차 회의에서의 밸럭스트수 처리시스템 검토

The international Convention for the Control and Management of Ships Ballast Water & Sediments was adopted by consensus at a diplomatic conference at IMO on February 2004. At the convention, a ship constructed in or after 2009 with a ballast water capacity of less than 5,000 cubic meters shall conduct ballast water management that at least meets given standard of the convention. The convention described also, the committee shall undertake a review which includes a determination of whether appropriate technologies are available to achieve the standard at a meeting of the committee held no later three years before the earliest effective date which is 2009. According to this regulation, the review was conducted at Review Group of the 53rd Marine Environment Protection Committee. The review was conducted in field of safety, environmental acceptability, practicability, cost-effectiveness, biological effectiveness for 16 systems from 6 countries including Korea. The Review Group did not having final conclusion and, will be re-established during MEPC 55 at October 2006. This paper considers these ballast water treatment systems from documents have been submitted and informations have been discussed at MEPC 53.

In this paper, the nonlinearity of the dynamic plastic deformation of piping system was investigated considering a repeated seismic load combination. For this purpose, the dynamic elastic-plastic finite element analyses considering the internal pressure and seismic accelerations were performed for the piping system seismic motion test due to the Bhabha Nuclear Research Institute. The nonlinearity of the plastic deformation was examined by comparing the superposed equivalent plastic strain for a single seismic load with the equivalent plastic strain for the repeated seismic load combination.
데이터 3법 개정안의 내용과 전망: 국내 금융 및 데이터 산업계의 변화를 중심으로

본 연구는 2020년 8월에 시행된 데이터 3법 개정안의 주요 내용과 의미, 향후 전망 등을 금융 산업계 및 데이터 산업계에 미치는 영향을 중심으로 분석·고찰한다. 신용정보법의 개정으로 과거 신용 조회업으로만 단일 규정되었던 업종이 구체화 될 수 있을 것으로 보이고, 국내 데이터 산업계에는 마이데이터 산업 및 데이터 거래 산업과 플랫폼 활성화, 데이터 가명 처리와 거래 절차의 구체화 등이 가능하리라 전망된다. 데이터 3법 개정안의 합리적·효율적 적용과 이행을 위해서는 개인정보보호위원회의 운영이 최대한 투명하고 적법하며, 그 과정에서 공정성이 보장되어야 한다. 개인정보 활용에 있어서도 데이터 처리 기술의 개발·보완이 필수적이고, 명확한 데이터 처리 방법과 영역이 규정될 필요가 있다. 나아가 공정한 데이터 시장 경쟁 체제 보장 및 제도화, 데이터 위법 행위에 대한 처벌 규정 강화, 보안 시스템의 확립 및 강화, 데이터 이관에 대한 협력 시스템 강화가 뒷받침되어야 할 것이다. This study analyzes the major content, significances, and future outlook of Three Data Acts amendment enacted in August 2020 in South Korea, with the focus on their impact on the financial and data industries. It seems that the revision of the Credit Information Act will enable the specification of a business which had previously only been regulated as the business of credit inquiry, and also enable the domestic data industry to activate the MyData industry, data trading and platforms, and specify data pseudonymization and trading procedures. For the rational and efficient implementation of the amendments to the Three Data Acts, the Personal Information Protection Committee must be as transparent and lawful in its activities as possible, and fairness must be guaranteed. Even in the utilization of personal information, the development or complementation of the related data processing technologies is essential, and clear data processing methods and areas must be regulated. Furthermore, the amendments must be supported with guarantees and the systematization of a fair competitive system in the data market, stricter regulations on penalties for illegal acts related to data, establishment and strengthening of the related security systems, and reinforcement of the system of cooperation for data transfer.
