Electrical product safety certification is for public safety. Korea electrical safety certification (KC) is being tested and certified on the base of Korean electrical appliance safety act and KC scheme. There are operating system and Electrical safety standards in the KC scheme. KC' operating system was adapted from japan operating system of Japan certification scheme. But KC certification' electrical safety standard was adapted from IEC standards of IECEE CB scheme. So There are many problems such as difference of version between KC standards and IEC standards, discrepancy between operating system and standards. Therefore, This paper analyzed the reason of discrepancy and proposed the improved KC certification operating system in order to reduce cost and to save time in the procedure of issuing KC approval for public safety in using electrical products and also for global competence.
조명기기 고효율에너지 기자재 기술기준체계개선에 관한 연구

The major certifications for lighting appliances in Korea are KC, KS, and High-efficiency Electric product subsidy. With the introduction of LEDs, luminaires have evolved into confluence and increased optical efficiency. Regulations on promoting the supply of high-efficiency equipment have been revised in accordance with changes in lighting equipment, but there has been a problem of redundancy. Recently, there has been a demand for improving the test certification system of lighting companies due to the increase of enterprise cost for the duplication of test certification system. This paper proposed the expansion of derivative model, acceptance of alternative components, revocation of overlapped test items on the base of the demand from the questionnaire survey and analysis. and This proposal on the high efficiency electric product subsidy for lighting appliances would be helpful for all lighting product manufacturer to save time and cost to do business in the market.
플라즈마 중합법에 의한 게이트 절연박막의 제작 및 특성

Polymer thin films were prepared by capacitively coupled plasma polymerization process for application of gate insulator. The polymer thin films revealed to form polymer layers with original properties of the monomer. Among the plasma polymer thin films, the styrene polymer having large number of phenyl sites revealed higher dielectric constant of k=3.7 than that of conventional polymer. The plasma polymerized styrene thin film revealed no hysteresis characteristics and low leakage current density of 1×10<sup>-8</sup>[Acm<sup>-2</sup>] at field strength of 1[MVcm<sup>-1</sup>], which measured by I-V and C-V measurements using MIM and MIS devices.

This study, as a basic research on how to lower the harmonic current spreading to the power source system, presents the theoreticalanalysis of harmonics current generating at the source part of electric facility. For the analysis, the harmonics current influencing on thesource as well as its sub-parts was analyzed and the standards of harmonic current controll a few of developed countries were multiplechecked and investigated. Besides, to analyze the harmonic current appearing at the various power sources of electric facilities with poweranalyzer, 15 electricity accommodators and the wave-types according to the loading system were chosen and measured, respectively. Also,the harmonics current depending upon power-loading style was investigated after the level of harmonic current was rated. From the results, itwas checked that the total harmonic distortion (THD) lowers down to 9.3 percent due to the reduction of current harmonic by installing aseries reactor on the streetlamp and that the series reactor is effective for the reduction of current harmonic.
제설기반 취약지역 보행자의 전기안전발판(융설용) 최적설계에 관한 연구

This paper describes an optimal design of electric snow melting mat on vulnerable walk zone. In order to design an optimal electric power of snow melting mat and protect pedestrians with a nonslip mat, with considering protection of environmental pollution from abusing of the de-icing salts added calcium chloride. We analyzed nine snow melting mats through verification experiment in the condition of -5℃, depending on three different kinds of heating material, electric heating cable, carbon heating film and carbon textile film . As a consequence, the 150 W/m<sup>2</sup> carbon textile film mat for snow melting was identified as an optimal power input and functional performance for pedestrians` safety on vulnerable walk zone. It is expected that the 150 W/m2 carbon textile film mat would be useful to reduce slip down accidents by human error.
사용 환경조건에 따른 Epoxy / Glass Fiber 복합재료의 표면특성

본 연구는 옥외용 epoxy/glass fiber의 열화과정을 분석하기 위하여 FRP 적층판을 고온과 수분에 노출시켰다. 열화과정은 접촉각, 표면전위감쇠, 표면저항률의 비교에 의해 평가하였다. 젖음성의 변화는 열처리 시료에서 200℃까지 접촉각이 증가하였지만 수분처리 시료는 감소하였다. 표면전위감쇠 특정은 수분처리 시료에서는 감소하지만, 열처리 시료는 미처리와 비교해서 증가하였다. 또한, 표면저항률은 접촉각의 변화와 같은 경향을 보이고 있다. In order to analysis the degradation process of epoxy/glass fiber for outdoor condition, FRP laminate was exposed to high temperature and water. Then the degradation process was evaluated by comparing contact angle, surface potential decay, and surface resistivity. For the change of wettability, the contact angle of thermal-treated specimen with the high temperature of 200℃ increased. But that of water-treated specimen decreased. The characteristic of surface potential decay shows the tendency of the remarkable decrease on water-treated specimens, but increase on thermal-treated specimen compared with untreated one. Also, for the surface resistivity, it shows the same trend compared with the change of contact angle.

In order to cope with environmental problems caused by harmful gases emitted from various industrial sources, a new technology which employs discharge plasma formed in ordinary atmospheric pressure has been intensively investigated in many industrialized nations. Although a plenty of useful outcomes and suggestions have been made public by scientists in this field, few commercial products which effectively decompose pollutant gases have appeared as yet. This is partly because that the energy efficiency of a most effective plasma reactor has not reached a satisfactory level in comparison with those of devices using conventional technologies. In an attempt to solve the problem mentioned above, we noticed to combine heterogeneous electrical discharges. This concepts is based on that each plasma reactor has its specific spatial region in which chemical reaction are active and by electrically affected with another reactor of different type, the activated region would increase - which may lead to cutting down the energy consumption. To prove this concept experimentally, two different discharge equipments, a plane ceramic-based surface discharge electrode and a corona electrode with tungsten needle array, are selected and combined to fabricate a hybrid plasma reactor. The results are summarized as follows; (1) Ozone concentration generated in the plasma region drastically increases when the positive corona discharge is added to the surface discharge. The rate of increase of ozone depends on the frequency of the surface discharge. The negative corona, however, does not contribute to the improvement of the ozone generation. (2) NO(nitrogen monoxide) decomposition rate also improves by simultaneously applying the surface and the positive corona discharges. The effect of the corona superposition is more evident when the level of the surface discharge is moderate. (3) By adjusting the corona level, the net energy efficiency during NO decomposition improves in comparison with the simple surface discharge reactor.
