        도로신설 혹은 확장 과정에서 나타나는 갈등해결을 위한 협상체계 구축연구

        The objective of this study is to identify ways to resolve conflicts arising from building new roads or expanding existing roads by introducing negotiation techniques to the Jeju government. A case of city planning (Jungjeong-ro, Seogwipo City, Jeju Special Self-Governing Province) was analyzed in this study in an aspect of negotiation. In the case, the Committee for Promoting and Vitalizing Jungjeong-ro conducted negotiations from February, 2011 to December, 2011. This study proposes ways to establish systems which resolve problems during negotiation processes and frame concepts related to negotiation in the overall administrative systems. Firstly, setting up a negotiation management team within the provincial office and supporting it fully is needed. Secondly, there should be a process in which decisions made by the negotiation team become authoritative. Thirdly, for smooth negotiation processes, it is necessary to formulate ground rules and make negotiating parties obey them thoroughly. Fourthly, a negotiation clinic team should be established at the Jeju provincial government. Fifthly, there should be a negotiation school within the framework of human resources development. Sixthly, If officials do their negotiation jobs positively, a reward system should be established to give them adequate rewards. Lastly, concept of negotiation should take root in administration in general. 본 연구의 목적은 제주도정에 협상기법을 도입함으로써 도로신설 혹은 확장과정에서 나타나는 갈등의 문제를 기능적으로 해결할 수 있는 기법을 찾기 위한 것에 있다. 제주특별자치도 서귀포시 중정로 도시계획선관련한 사례를 가지고 협상측면에서 분석을 하였다. 2011년 2월 부터 12월 사이에 있었던 중정로 추진활성화위원회가 펼친 협상과정을 사례로 하였다. 사례분석을 통해서 얻게 된 협상과정상의 문제점을 해결하고 행정전반적인 체계에서 협상관련 개념이 정착되는 시스템을 구축하기 위한 방안을 제시했다. 첫째, 협상관리팀을 도청내에 구성하고 전방위적 지원을 해야 한다는 것이다. 둘째, 협상팀이 구성되면 협상팀의 결정에 권한을 부여해주는 절차가 필요하다는 것을 제안했다. 셋째, 협상과정을 원만히 수행하기 위해서 그라운드 룰을 규정하고 철저히 지키도록 해야 한다는 것이다. 넷째, 제주특별자치도내에 협상진료팀(negotiation clinic team)을 구성하여 운영할 필요가 있다는 것을 제안하였다. 다섯째, 협상에 대해 학습할 수 있는 협상학교를 인재개발원내에 두는 것을 제안했다. 여섯째, 관료들의 경우 협상당사자로서 역할을 긍정적으로 수행했을 때는 보상체계를 확립하여 보상을 할 수 있도록 제안하였다. 일곱째, 행정전반에 협상이라는 개념이 스며들 수 있도록 하자는 제안을 하였다.

        이용자 중심 대중교통 가치평가 체계제안과 제주지역 적용 연구

        본 연구의 목적은 대중교통 가치평가 체계 안을 구축하고, 적용해봄으로서 제도화하는 데에 필요한 정책제언을 하고자 하는 것에 있다. 지난 6년간 제주지역은 지속적으로 유입인구가 증가함에 따라 차량보유대수도 꾸준히 증가하고 있다. 또한 관광객은 단체관광객에서 개별관광객으로 개편됨에 따라 렌트카 차량 이용률이 급증하고 있다. 이에 따라 제주시내 도로 상황은 서울만큼 혼잡해지고 있다. 이에 제주도에서는 2017년 8월 대중교통 체계개편을 통하여 이용자가‘더 빠르고, 더 편리하고, 더 저렴하게’이용할 수 있은 토대를 만들어 대중교통의 질적 향상을 가져왔다는 평가를 받고 있다. 이는 대중교통가치평가를 통해서도 나타나고 있다. 대중교통우선정책 강화에 대해서는 제주도민들은 긍정적이었다. 또한 대중교통 가치평가에서는 대중교통요금, 대중교통의 안정성, 대중교통은 서민을 위한 정책, 대중교통은 교통약자를 위한 정책, 대중교통은 도민들의 편리한 정책, 대중교통은 친환경 정책, 대중교통은 교통 혼잡 해소에 도움 등의 순으로 높게 평가되고 있다. 이는 대중교통의 가치가 다양하고, 지방정부 정책으로서 평가를 해야 하는 요소들을 더욱더 세부화해야 한다는 점이다. 이러한 평가방법은 대중교통의 가치평가 체계구축사업을 통해 제도화되고 적극적으로 활용될 필요가 있다. The purpose of this study is to establish and apply a public transport valuation system to form required policy for institutionalization. Over the past six years, Jeju has seen a steady increase in the number of cars owned by its population. Also, as the number of tourists has changed from group to individual tourists, the rate of rental car use has increased rapidly. As a result, road congestion in Jeju city is becoming as crowded as Seoul., Jeju Island is said to have created a foundation for faster, more convenient, and cheaper use of transportation through the reorganization of the public transportation system in August 2017. This is also reflected in the Public Transportation Value Assessment. Jeju residents were in favor of strengthening public transportation priority policy. In addition, public transport valuations are highly valued in the order of public transportation fares, public transportation stability, public transportation policies for the common people, public transportation policies for the vulnerable, public transportation policies for residents, environmentally-friendly policies, and public transportation to help ease traffic congestion. This is because public transportation has a wide range of values and should refine the factors that local governments use to evaluate policy. These methods need to be institutionalized and actively utilized through the establishment of a value assessment system for public transport.

        훈민정음 중성의 역학사상

        Hunminjeongeum Jungseong are consists of eleven letters which are Gibonja ‘ㆍ, ㅡ, ㅣ’, Chochulja ‘ㅗ, ㅏ, ㅜ, ㅓ’, and Jaechulja ‘ㅛ, ㅑ, ㅠ, ㅕ’. The Way of Heaven and Earth works solely through the principle of the dual cosmic forces, Eum and Yang, and the rotation fo the Ohaeng, Taigug. There are eleven medial-sound letters. ‘ㆍ’ is pronounced with constricted tongue and the voice deep. Heaven opens in the direction of Ja. The roundness of the shape symbolize heaven. ‘ㅡ’ is pronounced with the tongue slightly constricted and the direction of Chuk. The flatness of the shape symbolizes earth. For ‘ㅣ’the tongue is not constricted and the sound is shallow. Man is born in the direction of In. The vertical shape symbolizes man. The following eight sounds are sometimes close and sometimes open. ‘ㅗ’ is like ‘ㆍ’, but pro-nounced with rounded lips. The shape is the combination of ‘ㆍ’ and ‘ㅡ’ and means the first intercourse of heaven and earth. ‘ㅏ’ is like ‘ㆍ’, but the mouth becomes wide open, and the shape is the combination of ‘ㅣ’ and ‘ㆍ’. It means that the function of heaven and earth begins with things but comes to completion only with man. ‘ㅜ’ is like ‘ㅡ’, but pronounced with rounded lips. The shape is the combination of ‘ㅡ’ with ‘ㆍ’. It also means the first intercourse of heaven and earth. ‘ㅓ’ is like ㅡ, but pronounced with the mouth open wide. The shape comes from the combination of ㆍ with ㅣ. This also means that the function of heaven and earth begins with things but comes to completion with man. ‘ㅛ’ is like ‘ㅗ’ but the pronunciation stars with ‘ㅣ’. ‘ㅑ’ is like ‘ㅏ’ but the pronunciation stars with ‘ㅣ, ㅠ’ is like ‘ㅜ’ but starts with ‘ㅣ, ㅕ’ is like ‘ㅓ’ but it starts with ‘ㅣ, ㅗ, ㅏ’ and ‘ㅜ, ㅓ’ begin with heaven and earth and they are primary sounds. ‘ㅛ, ㅑ’ and ‘ㅠ, ㅕ’ start with ‘ㅣ’ and they are secondary sounds. One dot of ‘ㅗ, ㅏ’ and ‘ㅜ, ㅓ’ means that they are primary sounds and the two dots of ‘ㅛ, ㅑ’ and ‘ㅠ, ㅕ’ mean that they are secondary sounds. The dot or dots of ‘ㅗ, ㅏ’ and ‘ㅛ, ㅑ’ are either upward or outside. This means that they come from heaven and they are Yang(陽). The dot or dots of ‘ㅜ, ㅓ’ and ‘ㅠ, ㅕ’ are either below or inside. This means that they come from earth and they are Um(陰). ‘ㆍ’ is common in all of the eight sounds. This is the same as Yang(陽) controls Um(陰) and flows through everything.

        자전거의 안전성 확보를 위한 정책방향 연구

        Our problem is that we did not make the laws and regulations oriented for bicycles but for the cars. Thus, this study compares the regulations of our own and the other countries. This study suggests the better ways to improve the regulations. This study researched on Junior highschool students and their parents. The research was to understand the situations about the children who are having a low physical growth even with the frequent bicycle uses and who are having a hard time keeping the regulations concerning a bicycle. The research set 475 samples and tried to put their thoughts more throughly. The research questions concerned three things. First of all, how much of the regulations and law do they actually know. The details about the matter will follow. Second, after letting them know about the regulations of the other countries, we asked them whether it would be helpful to us if those rules applied to our situations. Third, If we ease the regulations of ours then, would it be helpful to our bicycle usages. This study shows the regulations that need to be eased and need to be hardened. We should have even asked the car drivers about their opinions, but we set our limits to the bicycle users only so we didn't ask them. A bicycle has the place even lower than a motor cycle. In case of the accidents, the insurance comes to the other problem. These systems related bicycles are being a block wall for the bicycle users.

        The whole contents I have mentioned above may be summed as follows : Bound nouns have no self-supporting properties that they cannot perform a specific function without held of precedent constituents. Unlike ordinary nouns bound nouns have no concrete meanings. The syntactical category of bound nouns.
