강동구사례를 중심으로 한 안전모니터링활동의 효율적인 운영시스템 개선방안에 관한 연구

정부부처는 지역사회 내 크고 작은 재난 및 안전사고를 사전에 예방하여 사망자 및 재해자수를 경감시키고 기능적으로 안전을 개선하기 위한 목적으로 행정안전부의 안전모니터링시스템, 소방방재청의 재난전조정보시스템, 국토해양부의 시설위험 신고시스템, 환경부의 환경감시시스템 등을 운영하고 있으며, 대부분 안전 위험요소를 신고하면 이를 개선하여 줄 수 있는 다양한 민원시스템을 갖추고 있다. 본 연구에서는 강동구에 거주하며 방재안전관리사 마스터교육과정을 이수한 전문자원봉사자가 행정안전부 안전모니터링시스템의 핵심이라 할 수 있는 안전모니터링활동을 2012년부터 강동구 최초로 지속적인 신고활동을 해오며 안전모니터봉사단의 전반적인 운영실태를 조사하였으며, 강동구를 서울시 안전모니터링 표준모 델로 설정하여 강동구 및 개인 신고 및 제보활동사례의 통계자료분석을 통한 문제점을 도출하여 지역사회특성에 맞는 안전 모니터링활동의 효율적인 운영시스템 개선방안을 제시하였다. Government ministries operate various system dealing with filed civil appeals. There are representative systems such as Safety Monitoring System of the Ministry of Public Administration and Security (MOPAS), Disaster Premonitory Information System of the National Emergency Management Agency (NEMA), Facilities Hazard Information System of the Ministry of Land, Transportation and Maritime Affairs (MLTM), Environmantal Monitoring System of the Ministry of Environment (ME). The purpose managing these systems is to reduce casualties and to improve safety by preventing disasters and accidents in local communities. This study suggests the method to effectively operate a safety monitoring system which fits to local situations based on the statistical analysis performed on filed complaint cases in Gangdong-gu as a sample region. The cases has been collected since 2012 through the voluntary safety monitoring activity of a specialist who had finished the Emergency and Safety maneger’s master course.

건강투자측면에서 바라본 호주의 정신건강 취약아동을 위한 사례 고찰

This paper described the policy implementation of mental health prevention and promotion for the children of parents with a mental illness in Australia. Children and young people living in these families are more likely to experience mental health and wellbeing problems. We review the three projects on the view of health investment : COPMI, Healthy Start and Best Start. First, The Children of Parents with a Mental Illness(COMPI) initiative is a component of the New Early Intervention Services for Parents, Children and Young People measure. Second, Healthy Start is a new national strategy to help young children of parents with learning difficulties. To build systems capacity across Australia to promote a positive and healthy start to life for young children of parents with learning difficulties. Third, Best Start is a prevention and early intervention project that aims to improve the health, development, learning and well-being of all Victorian children form pregnancy through transition to school. The findings suggest that messages need to be reinforced policy implementation to retain mental health prevention and early intervention programs in Korea.

Work is a very important in most people's adult life, and has personal, economic and social value. Therefore work affects a person's mental health, while in turn an employee's mental health affects the workplace. Mental health problems impact on various dimensions: individuals, their families and co-workers, organizations, and the broader community. We reviewed policies, such as WHO and ILO, and programs of mental health prevention and promotion in workplace; beyondblue National Workplace Program in Austrailia, EAP and Wellness Outreach at Work in US. Results of the programs have shown significantly: increases knowledge, decreases stigma, improves attitudes, increases confidence to assist someone to seek help. Two large United Nations agencies recommended that national police and program should assist employers and employees in raising awareness of the benefits of good mental health practices and encourage the implementation of strategies to maintain a healthy working environment. The findings suggest that messages need to be reinforced policy implementation to develop mental health prevention and various intervention programs in Korea.

There have been many local, regional, national and international efforts in recent years to promote positive attitudes towards mental health issues. These efforts have been developed in the context of anti-stigma campaigns, health promotion strategies and mental health awareness campaigns. This Paper compared the 4 programs; 'See me' in Scotland; 'Like Minds like Mine' in New Zealand; 'The Defeat Depression Campaign' in UK; 'Beyondblue' in Australia and reviewed the background, strategies, contents, outcomes, and effectiveness of each campaigns. These campaigns are focused on eliminating stigma and discrimination by raising public awareness and knowledge.
