전문가 설문을 통한 『한국지지』와 『한국지리지』 발간성과 분석

이 연구는 우리나라 대표적 현대 지리지인 『한국지지』와 『한국지리지』의 사업성과를 평가한 것이다. 1980년대와 2000년대에 수행된 지리지 발간사업에 대하여 지리학 전문가를 대상으로 지리지 편찬체계와 참여인력, 지리지의 내용과 구성, 시각자료 활용 등에 대해 델파이 조사를 실시하였다. 지리학 전문가들은 『한국지지』와 『한국지리지』의 의의를 높게 평가하였고, 동시에 문제점을 지적하였다. 편찬주기, 소요기간, 분량, 집필진 선정방식, 주제구분과 권역구분 등에 대해서는 현행방식에 만족하였다. 편찬방식에 있어 집필진 외에 상위 책임자를 추가할 것, 난이도에 있어 보편적 독자를 더욱 염두에 둘 것, 시각자료 활용에 있어 도안과 표현의 다양화 등을 주문하였다. 이러한 응답성향은 응답자의 직업, 지리지 편찬 참여경력에 따라 다소 차이를 보였다. 전문가를 대상으로 수행한 지리지 사업성과 평가는 추후 지리지가 나아가야 할 방향을 고려하는 과정에서 주요 고려사항이 될 것으로 판단된다. This study sets out to assess achievement of two series of publication titled “the Geography of Korea”, which established itself as the most representative publication on Korea’s geography. For assessment, this study selected Delphi method to survey Korean geographical professionals on the publication by requesting respondents to rate the adequacy of its: publishing system, production team organization, array of topics, target reader, classification of regions, and use of visual materials. The results showed the respondents highly appreciated the significance of the publications and generally agreed that the past publications had adequate level of: publication frequency, time allowed for writing, number of pages, selection criteria of authors, range of topics, region classification schemes. On the other hand, dissatisfaction from the respondents came from the lack of chief supervisor over each section or the whole publication. The geographers also stressed the need to enhance the publication’s accessibility to the wider public by adopting easier writings and also requested diversification of visual aid design. This study also examined the difference between respondent groups by occupations and by past involvement in the publication. The result of this study can serve as a foundation to identify the desirable direction of future publications on “the Geography of Korea”.

전통적으로 교차로명은 위치찾기의 참조점으로 활용되어 왔다. 이러한 교차로명을 최근 도입된 새주소체계와 연동시킴으로써 위치찾기의 효율성을 제고시킬 수 있다. 기존의 교차로명은 일반적으로 인근의 공공시설과 주거/상업시설에 따라 부여된 명칭으로 통용되고 있다. 그 명명의 기준을 살펴보면 교차하는 도로의 위계가 높을수록 행정/법정동 명칭을 따르며 낮을수록 국민의 일상과 관련이 되는 주거/상업시설명을 따르는 경향을 보인다. 그러나 이와 같은 전통적인 교차로명이 새주소체계의 위치찾기 효율성에 기여하는 수준은 낮다고 판단된다. 앞으로의 교차로명은 도로명주소체계와 연계성이 강화된 체계적인 명명법 즉 교차하는 도로명에 기초한 체계적 명명법을 적용하는 것이 바람직하다. 또 위치찾기에 미치는 교차로명의 영향력은 각 교차로마다 차이를 보이며 이는 도로의 위계에 따라 차등적으로 나타난다. 따라서 각 교차로의 위계를 정의하고 그 위계에 따라 차등적인 관리방법을 적용하는 것이 필요하다. The names of crossroads have traditionally been used as reference points for locating or positioning. Linking these names to the New Address System or Road Name Based Address System newly developed to replace the previous Lot-number based Address System of Korea would bring a new level of efficiency in these activities. The previous crossroad names had tendency to take names of adjacent public institution or residential/commercial facilities which contributes little in facilitating location-finding. This problem can be resolved by systematically granting crossroad name after the names of the two or more roads that cross at the crossroad. Also the level of influence that each crossroad has on location-finding depends on the class of its crossing roads which suggests the necessity to grade the crossroads correctly and to manage them accordingly to enhance cost-efficiency.
