현대사회의 범죄가 더욱 지능화ㆍ포악화 되어감에 따라 사회적 경제적 손실이 날로 증대되고 있고, 특히 금융시설을 대상으로 하는 범죄는 이제 경찰이나 금융기관 자위방범의 한계에 다달았다. 이에 대한 대안으로 민간시설경비업체를 활용하고 있는 추세는 점점 증가하고 있다. 따라서 본 연구는 금융시설경비의 효율성을 제고하기 위한 방안을 모색하는 것이다. 본 연구의 결과를 보면 금융시설 자체경비인력인 경우 단순기능 인력으로 충원히여 범죄발생상황에 대한 대처능력에 한계가 있다. 또한 민간경비업체 중심의 첨단방범시스템에 대한 관리책임소재의 불명확화로 경비업체와 금융기관 그리고 경찰간의 손해배상에 대한 문제해결이 어려운 경우가 많다. 따라서 첨단방범시설을 민간경비업체에서 설치히여 유지보수하더라도 금융기관이 중심이 되어 주체적으로 방범설비 관리 및 유기적 협조체제를 구축히여야 한다. 금융기관 자체 경비요원이나 경찰의 경우 눈에 띄는 제복을 입고 근무하고 있는데 이는 범인의 범행계획에 노출되기 쉬운 상황을 제공하므로 사복방범활동을 하여야 할 것이다. 특히 경비요원의 범죄 대응능력을 향상시키기 위해서는 범죄대처 교육이나 휴대장비를 첨단화하여 즉각적 대응능력(예, 가스총, 전자충격기 등)를 휴대케 하여야 할 것이다. 또한 첨단경비시설의 확대보급에 따른 경비요원의 질적 향상을 위한 수준높은 경비교육을 실시히여야 한다. 그리고 현송차량 및 현금지급기측면에서는 첫째, 현송전문업체의 임직원들의 현송상태에 대한 관리가 필요히다. 둘째, 현금지급기 시건장치가 기계키로 되어 있기 때문에 범인들이 쉽게 열쇠를 강취하여 현금탈취를 못하도록 생체인식 시건장치를 보완히여야 한다. 셋째, 현금지급기 범죄예방을 위한 기존의 CCTV는 화질이 떨어지기 때문에 범인식별이 용이하지 않다. 따라서 CCTV를 고급화히여 범인의 인상착의를 손쉽게 파악할 수 있도록 히여야 하며, 또한 열감지기, 적외선감지기, 충격감지기 등의 보완시스템을 구축히여야 한다. As crime of modern society goes more intellectual, and more outrageous, social economical damage is augmented day by day. Especially, criminal offense that aims banking facilities reaches the limit of police or self-protection ability of the financial agencies. As a countermeasure, the trend of using private guard agency is increasing. Therefore, this research gropes a plan to raise efficiency of banking facilities protection. In result of research, in case of self defended banking fertilities, there is limitation of opposing ability in crime occurrence circumstance by recruiting simple-functioned manpower. Also, indefiniteness of private guard agency centered advanced protection system of crime; there are many difficulties to solve damage indemnity between guard agency and financial agency and police. Consequently, financial agency must take the lead and establish protection facility management and organic cooperation system independently even advanced protection system is equipped and maintained by private guard agency. In most case of police and hired guard, they work with eye-appealing uniform. This may give a circumstance that is apt to be revealed to criminal's crime plan. So, crime prevention must be done with plain-clothes. Especially, guards should take situation training, and carry advanced equipment (ex: gas gun, stun gun, etc.) to increase confrontation ability. Also, must execute high level defense education for guard's qualitative improvement according to supply of advanced defense facilities. And in cash-in transit vehicles and ATM instance first, need thorough management about cash transit state. Second, should upgrade ATM's mechanical locking device to biometric recognition locking system to not to allow criminals to rob key and cash easily. Third, existing crime preventive CCTV for ATM's picture quality is very low which is hard to distinguish a criminal, so CCTV also should be upgraded to grasp criminal's appearance easily, and should construct complimentary system of heat detector, infrared detector, impact sensor etc.
