2014년 1월 신년기자회견에서 박근혜 대통령의 ‘통일대박론’으로 시작된 통일정책은 지난 2년 동안 핵심 국정과제로 추진되어져 왔다. 2014년 3월 드레스덴 선언과 7월 통일준비위원회 발족 등 전 정부 부처에 걸쳐 통일에 대한 준비노력이 광범위하게 진행되었다. 통일에 대한 정부의 다양한 정책과 노력은 긍정적인 측면이 있음에도 불구하고 하향식 정책추진이나 구체성 부족 등 부정적 시선과 비판에 직면하기도 하였다. 이러한 맥락에서 본 연구는 지난 2년 동안의 노력이 통일에 대한 국민의 수용성을 높였는지를 실증적으로 평가하는 것을 목표로 하였다. 통일대박론이 시작하기 직전인 2013년 12월과 2년 후인 2015년 12월의 통일에 대한 국민인식조사를 바탕으로 박근혜 정부의 통일정책에 대한 정책수용성을 비교분석하였다. 통일인식과 통일비용분담에 대한 수용성의 변화를 검토하고 어떤 특성을 가진 계층에서 수용성의 변화가 일어났는지, 수용성이 높은 집단과 낮은 집단의 특징이 무엇인지, 그리고 통일정책의 수용으로 나타난 통일인식과 통일비용 부담 의사의 변화는 무엇인지를 분석하였다. 분석결과 통일이 일어날 수도 있다는 인식은 증가하고 있지만, 급속한 통일에 대해서는 부정적 인식이 오히려 증가하고 있었다. 통일에 대한 규범적 태도가 감소하면서 이념보다는 소득이 통일인식과 수용성에 더욱 영향을 미치는 것으로 나타났다. 본 연구는 국민적 공감대를 확장시키는 구체적 통일정책의 필요성을 제언으로 제시하였다. Unification policy under Park Geun-Hye government initiated with the ‘unification jackpot’ discourse in January 2014 and it has been one of the key government agendas. Since then, the government has extensively made efforts to systematically prepare for the possible unification and the policy has been embodied through the Dresden Declaration in March 2014 and the establishment of the Presidential Committee of Unification Preparation in July 2014. Despite its positive contribution, the government has also faced much criticism on its top-down and instrumental approaches towards unification. In this context, this research aims to empirically examine the effectiveness of the unification policy with special attention on citizens’ attitudes towards unification. In order to review whether the unification policy has positively changed citizens’ attitudes towards the unification, this study analyzes two national surveys in December 2013, right before the ‘unification jackpot’ discourse, and the one in December 2015, and compares changes in citizens’ attitudes. While the perception that the unification could occur within 10 to 20 years has increased, negative attitudes towards the possible unification have also increased. Besides, as normative attitudes towards the unification has diminished, individuals’ economic status has become more important factor behind unification perception than ideological stance. Finally, this study discusses implications of this research for the unification policy.
