A commercial-scale RDF boiler that its burning capacity is 400 kg-RDF/hr and steam production capacity is 2 ton/hr. It has a chain type stoker and waste heat recovery system. Heat exchanger is vertical water-pipe so that soot blowing and removal is convenient during operation. Dry scrubber, bag filter and activated carbon tower have been installed for the reduction of air pollutant gases and dust. Analysing data of pollutants from stack such as SO_x. NO_x and dioxin shows so good results that the boiler system could comply the regulated emission limits.

The co-combustion of coal and three kinds of RDFs(Refuse Plastic Fuel) mixture has been experimented in a commercially operating CFB coal boiler respectively and the pollutant emissions such as SOx, NOx, TSP and dioxine were measured at the stack. The mixing ratio with coal was 7.5% RPF, 7.5% RDF and 10% SDF respectively. During co-combustion, dioxine emission level was very low and SOx, NOx and TSP were decreased comparing the single coal combustion. Emitting dioxine concentration was proportioned to the chlorine content of RDF. These RPF, SDF and RDF could be determined to be a good alternative fuel of general coal.

The first RDF production plant in Korea is going to start commercial operation at Won-Ju city in October this year, where municipal solid waste is treated and converted to RBF. Korean government is preparing the quality standard of RDF and starting a new waste policy of RDF promotion instead of general waste treatment technologies such as incineration or landfill. In Europe the EU member states have decided the united quality standard of RDF to increase the amount of new & renewable energy through the promotion of RDF utilization. New quality standard of RDF and trade market of RDF in Europe is introduced in this paper.

Production, utilization and related regulation of refuse derived fuel in Korea have been discussed in this paper. Also, the expected future of RDF has been discussed. Although the interest about RDF has been increased continuously , there are many things that must be solved for the development of RDF industry. Compared with other developed country, inadequacy of regulation about RDF and the lack of possible utilization facility make the limitation for the development of RDF industry.
폐기물고형연료(RDF) 기술 동향 및 석탄/RDF 혼소기술 개발

유럽에서 RDF기술 확산 동향과 국가별 RDF사용 현황, 각국의 RDF품질표준 및 최근 유럽공통RDF품질표준화 추진현황을 소개하고 RDF사용처별 경제성분석 내용을 소개하였다. 소각로, 시멘트공장 및 석탄화력발전소에서 RDF를 사용할 경우에 열회수량은 시멘트공장이 다소 높게 나타났고 손익평가(cost benefit balance)는 석탄화력발전소가 가장 높게 나타났다. 국내에서 가동 중인 20MW급 순환유동층 석탄화력발전보일러에서 폐플라스틱고형연료(RPF)를 혼합연소하는 기술과 염화수소 및 다이옥신 측정내용을 소개하였다. 전염소량 0.4sim0.6% RPF를 2.5%혼소 시 염화수소는 10ppmv 정도로 분석되었고 다이옥신은 0.003ng-TEQ/Sm³으로 거의 검출이 되지 않았다.
석탄화력발전소에서 폐플라스틱고형연료(RPF)의 혼소 연구

The co-combustion of coal and RPF(Refuse Plastic Fuel) mixture has been experimented in a commercially operating CFB coal boiler and the emissions such as SOx, NOx, TSP and dioxine were measured at the stack. The experimented RPF was supplied by domestic RPF company that is commercially producing RPF pellet from the wasted plastics. Up to 15% of total coal was substituted to RPF and no trouble was happened during normal boiler operation. SOx and NOx concentration was reduced about 15{sim}20% and TSP(Total Suspended Particle) was drastically reduced about 30% during co-combustion. Dioxine concentration at mixing ratio of 7.5% was 0.0487ng{sim}TEQ/Sm³ (O₂, 12%) that satisfied governmental emission regulation.
