서울올림픽대회 조직위원회 공문서의 성격에 관한 연구

The purpose of this study was to examine the characteristics of Seoul Olympic Organizing Committee's official documents. To conduct this work, the fundamental of producing archives were examined by analyzing structure and management of Seoul Olympic Organizing Committee and structure of official document production. After all, simultaneous and synthesis characteristics of Seoul Olympic Organizing Committee's official documents were presented through overall analysis of production fundamental and relationship between their management and remained archives. The result of this study are as follows. Firstly, The Organizing Committee had bicameral organizational structure and matrix organizational format consisting of functional department and project department. Indicating the institutions and development phase of decision making in the committee, most of institutions were in name only. Also, there were many problems occurred in the procedure of decision making since the president of committee exercised all of the authorities. Secondly, It was found that existing official documents of the committee were partial and caused fragment phenomenon and severe situations because of unsystematic archival management department and regulations. Moreover, as the result of investigating production procedure and management of official documents, procedure of production, distribution, preservation and abolition of them were specifically verified. Thirdly, It was verified that the official documents were abolished arbitrarily because of unsystematic archival management department and insufficient regulations. For the actual condition of management, filing or description activity which is essential measure for using and utilizing the official documents has not been conducted yet. Based on these facts, the characteristics of Seoul Olympic Organizing Committee's official documents can be referred as follows. The official archives of the committee have multiplicity of the origin and severe fragment phenomenon damaging the origin and the elementary substance of the archives. Also, the format of existing archives was unbalance. Besides, there was not enough related research since they were in adverse situation to utilize them as the archives which are not assessed or not arranged. Thus, it was hard to grasp the utility value at present and future, and was also limited for usage object. 이 연구는 서울올림픽대회 조직위원회의 공문서에 대한 균형적 시각을 제공하고, 이용과 관리의 체계화를 도모하기 위해서 서울올림픽대회 조직위원회 공문서의 성격을 규명하는데 그 목적이 있다. 이를 위해서 서울올림픽대회 조직위원회의 구성과 운영에 대한 사항을 고찰하고 공문서의 생산 구조를 분석하여, 기록이 생산되는 원리를 파악하였다. 이후 서울올림픽대회 조직위원회 공문서 관리의 실제와 잔존 기록과의 관계를 확인하여 이들과 생산 원리와의 종합적인 분석을 통해서 서울올림픽대회 조직위원회 공문서의 특성을 제시하였다. 서울올림픽대회 조직위원회의 공문서는 조직 구성의 난맥상과 의사 결정의 독점적 양상의 형태를 취하고 있던 조직에서 생성되었으며, 조직 규모에 적합하지 않은 문서관리 부서와 비현실적인 문서 관리 규정, 그리고 왜곡된 공문서의 생산과 관리환경 속에서 생산, 관리되었다. 또한 현재까지 남겨진 서울올림픽대회 조직위원회 공문서는 미흡한 관리 시스템의 영향 하에 놓여 있는 것이 있는 현실이다. 이와 같은 내용을 토대로 서울올림픽대회 조직위원회 공문서는 기록 출처의 다원성과 파편화, 잔존 기록의 불균형성 그리고 이용과 활용이 극히 제한적인 특성을 지니고 있음을 밝힐 수 있었다. 이상의 연구결과를 도출한 본 연구의 의의는 다음과 같이 정리할 수 있다. 우선, 서울올림픽대회 조직위원회 공문서에 대한 체계적인 관리 방법론을 마련하기 위한 후속연구에 공헌할 수 있을 것으로 판단한다. 구체적인 후속연구로는 서울올림픽대회 조직위원회 공문서를 대상으로 한 정리와 평가에 관한 연구를 제시할 수 있다. 다음으로, 이 연구는 2011년 대구세계육상선수권대회와 2014년 인천아시안게임 등과 같은 다수의 국제 스포츠 이벤트를 준비하고 있는 우리에게 시사하는 바가 매우 크다고 할 수 있겠다. 후대에 문화적 자산이 될 이들 행사에 대한 온전한 기록화에 본 연구는 일정한 공헌을 할 것으로 사료되기 때문이다. 끝으로, 공공기록물관리법령 속에 구현되어 있는 한시적 기관에 대한 기록 관리 규정의 보완과 국제 스포츠 이벤트 행사로서 서울올림픽대회와 같이 중요한 역사상을 온전하게 기록화하고 이를 후대에 효과적으로 전달할 수 있도록 하는 새로운 기록관리 대안 모델을 기대해 본다.

올림픽 유산으로서의 올림픽 기록사료 관리

본 연구는 국내의 올림픽 유산의 관점에서 올림픽 기록사료의 효과적인 관리 방안을 제시하는 것을 목적으로 한다. 이를 위해 국내의 올림픽 기록사료 관리 현황을 조사하고 IOC를 비롯한 국외의 선진 관리 사례를 분석한 후 시사점을 도출하였으며, 이를 토대로 국내의 올림픽 기록사료의 체계적인 관리를 위한 법제도적 측면, 인적·물적 자원의 측면 그리고 기록 관리 프로세스 측면에서의 세부적인 방안을 제시하였다. 이 연구에서 제시한 구체적인 방안은 다음과 같다. 첫째, 올림픽 기록사료의 체계적인 관리를 위해서는 이를 위한 최소한의 법령이 마련되어야 하며, 관리 활동을 위한 구체적인 규정과 지침이 마련되어야 한다. 둘째, 올림픽 기록사료를 효과적으로 관리하기 위한 물적 자원의 구비와 전문 인력의 양성과 배치가 필요하다. 셋째, 올림픽 기록사료 관리의 효율성을 도모하기 위해서 수집, 선별과 평가, 정리와 분류, 이용과 공개와 같은 기록 관리 과정의 체계화 작업이 이루어져야 한다. The purpose of this study was to suggest effective methods for managing the historical records of Olympic Games in the perspective of legacy. Cases of korean Olympic records management, best practices of other nation and the International Olympic Committee for Olympic records management were analyzed and compared to suggest systemic managing methods in terms of law, human resources, infrastructures, and the processes of records management. The detailed suggestions are as follow, Firstly, it is needed to make the legislations and the detailed rules and guidelines for supporting Olympic records. Secondly, the education and placement of appropriate human resources who have the speciality in the Olympic records management and the preparing the related infrastructure are essential to manage the records effectively. Lastly, the proper records management process needs to be set in the whole processes acquisition, selection, appraisal, arrangement, classifying, and public services for Olympic historical records.

인문사회 : 스포츠 아카이브의 구축을 위한 기초연구

이 연구는 국내에서 스포츠를 역사 문화의 주요 영역으로 만들고 스포츠 관련 지식을 효과적으로 창출할 수 있도록 하는 스포츠 아카이브의 구축을 위한 기초적인 사항을 검토하기 위해 시도하였다. 이를 위해 스포츠 기록의 특성과 의미, 아카이브의 의미와 구조를 고찰한 후, 국내의 스포츠 기록 관리 현실을 파악하고 선진 스포츠 아카이브의 사례를 분석하였고, 이상의 내용을 종합적으로 고려하여 국내의 스포츠 아카이브의 설립과 운영에 관한 과제를 스포츠 아카이브의 역할과 기능, 구성 그리고 운영의 측면으로 제시하였다. 이 연구를 수행하여 다음과 같은 결과를 얻었다. 첫째, 국내의 스포츠 아카이브는 스포츠 역사의 전승기관, 스포츠 정보 제공 센터와 문화장소 그리고 스포츠 관련 학문 발전의 조력자 및 스포츠 지식 창출의 보조기관으로서의 역할과 제 기능을 수행해야 한다. 둘째, 국내의 스포츠 아카이브는 개인이나 단체 및 조직별, 스포츠 종목이나 이벤트 등의 주제별 그리고 매체 형태를 감안하여 구축해야 하며, 스포츠 단체 및 조직의 아카이브를 구축할 경우 기관마다 명확한 사명, 임무 그리고 권한 등을 가져야 하고 이들 기관은 그 위계에 따라 유기적인 연계 구조를 갖추어야 한다. 셋째, 국내의 스포츠 아카이브의 효율적인 운영을 위해서는 전문 인력의 양성 및 확보와 적절한 물적 자원의 구비가 이루어져야 하며, 기록의 수집, 선별과 평가, 정리와 기술 그리고 이용의 측면에서 체계적인 방법론의 개발이 시급한 것으로 나타났다. 이상의 연구결과를 토대로 다음과 같은 결론을 얻었다. 국내에서 스포츠 아카이브를 구축하기 위해서는 스포츠 기록의 가치와 중요성에 대한 인식의 전환을 도모하고 스포츠 분야의 기록 관리에 대한 국가의 정책적 관심을 유도하는 것이 선결과제이다. 이후 스포츠 아카이브 구축의 방향성과 운영상의 제 문제에 대한 숙고가 이루어져야 한다. 이렇게 할 때만이 국내에서 스포츠 아카이브를 구축하는 것이 가능하며 그 의미 역시 더욱 확장될 것이다. This study was to find practical methods for building Sports Archives in Korea in order to make sports knowledge and to make sports as an important field of history culture. Therefore this study was conducted to review character sports records and archives, to analyze condition of sports records management in korea, and to investigate overseas cases. As the results of practical methods for construction and management of Sports Archives in Korea were as follows: Firstly, Sports Archives in Korea should conduct role and function as a traditional organs of sports history, a sports information center and culture place, an assistant of sports learning development, and an organ of sports knowledge creation. Secondly, Sports Archives in Korea should be constructed regarding to an organization, subject, and medium. If an organization archives be constructed, it should have a mission, duty, authority, and organic structure between them. Lastly, for the sake of management Sports Archives in korea, It should have an expert around archives which sports records and information managed and facilities, Furtheremore, it is necessary to develop formulate methods of sports records management. In conclusion; In order to construct Sports Archives in Korea, it needs to turn cognition about importance and value of sports records in advance thing. After this, course and management of Sports Archives construction demands careful consideration.

체육유물의 수집 및 선별 방법 시론

최근 체육유물에 대한 사회적 관심도가 높아지면서 문화재청과 체육사학자들에 의해서 체육유물에 대한 연구가 이루어지고 있다. 그간 체육유물에 대한 연구가 부족한 현실을 감안한다면 비약적인 발전이라 아니할 수 없다. 특히 이들 연구로 체육유물의 잔존 개황을 이해할 수 있게 되었고, 중요유물을 수집하고 선별하기 위한 방법에 대한 개략적인 정리가 이루어졌다는 점은 매우 주목할 변화라고 평가할 수 있다. 그러나 체육유물의 체계적인 관리를 위해서는 후속연구의 진척이 요구되는 부분도 적지 않다. 따라서 이 연구는 기존의 연구 성과를 분석하고 체육유물의 성격을 고찰하여 체육유물의 수집과 선별을 위한 체계적인 방법을 마련하기 위한 기초적인 사항을 제시하는데 목적이 있다. 이상의 연구는 선행연구의 결과를 보완하고 체육유물을 효과적으로 관리할 수 있는 방법론을 마련하는데 일정한 역할을 할 것으로 기대한다. 나아가 이 연구는 체육유물 관리에 대한 다양한 후속연구를 파생시킬 수 있을 것이다. The purpose of this study were to analyze advanced research, to explore concept of Sports relics, to suggest collecting and appraising method of sports relics. The results of this study are as follows. Firstly, the part of exploring concept of sports relics, definition of sport relics, existence form of sports relics and value of sports relics were suggested. Secondly the part of selecting method of sports method, it is used to mix institution approach and topic approach after used to medium approach. Finally, the part of managing evaluation of sports relics, it is proposed evaluating method and process of evaluating of sports relics. This study is able to supplement advanced research and to manage sports relics sports relics management institution effectively. Furthermore a lot of a follow up study is creating in sports field.

메가 스포츠이벤트에 대한 사회적 기억의 기록화

메가 스포츠이벤트의 사회적 기억에 대한 기록화의 중요성에도 불구하고 이를 위한 절차와 방법에 대한 학문적, 실무적 논의는 부족한 실정이다. 따라서 이 연구에서는 메가 스포츠이벤트의 기록화를 위해서 유용한 방법론을 고찰하고 선진 기록화 사례를 분석하여 메가 스포츠이벤트의 사회적 기억을 효과적으로 기록화 할 수 있는 방안을 다음과 같이 제안하였다. 첫째, 대회조직위원회 내에 가칭 ‘기록유산위원회’를 구성하고 기록관리 담당부서를 설치한다. 둘째, 지역보존소와 지역 주민 및 단체의 적극적인 참여를 유도한다. 셋째, 기록화를 위한 전산시스템을 개발한다. 넷째, 기록 생성주체의 확대와 구술사 방법론에 대한 면밀한 검토가 이루어져야 한다. 이상의 연구결과는 국내에서 개최되었거나 개최할 예정인 메가 스포츠이벤트의 온전한 기록화에 일정한 역할을 할 뿐만 아니라 이들 토대로 생성된 기록을 활용한다면 올림픽 관련 연구의 질적 성장을 도모하고 다양한 파생가치를 창출할 수 있을 것으로 판단한다. The purpose of this study is to propose a documentation of social memory for Mega Sports Event. In order to conduct this study, Documentation Strategy was investigated and analysis developed case of documentation for 2012London Olympic Games``s social memory. The result of this study are following: First, It is necessary to establish archive legacy committee and record management section in Mega Sports Organizing Committee, Secondly, It is material to induce participation of archive, peoples and group in local. Third, It needs to develop computer system for documentation. Lastly It is conduct to increase agent of record creation and to study for oral history. The significance of this study will be useful not only to documentation of social memory for Mega Sports Event in domestic but also to derive many follow up study in field as a documentation of Mega Sports Event.

원문 : 스포츠 영웅의 인식과 예우를 위한 과제

본 연구의 목적은 스포츠 영웅의 의미를 고찰하고, 한국적 스포츠 영웅에 대한 인식을 분석함으로써 국내의 스포츠 영웅의 예우를 위한 실효성 있는 과제를 제시하는 것이다. 이를 위해 문헌고찰, 설문조사, 심층면접을 사용하였다. 설문조사는 체육관련 전문가 97명을 대상으로 실시하였으며, 심층면접은 올림픽 메달리스트 8명을 대상으로 이루어졌다. 본 연구의 결과는 다음과 같이 제시할 수 있다. 첫째, 스포츠 영웅에 대한 인식조사결과 ‘사회통합과 국위선양’, ‘역할모델 제시’가 가장 많았으며, 스포츠 영웅의 범위나 판단 기준에 대해서는 여러 가지 의견이 상충되었다. 둘째, 스포츠 영웅에 대한 예우와 관련해서는 설문조사 대상자의 약 90%가 필요하다고 응답하였으며, 예우를 위한 개선 과제 및 범위에 대해서는 다양한 결과가 조사되었다. 예우 사업의 주관으로는 문화체육관광부가 가장 높게 나타나 정부 차원의 적극적인 정책적 노력이 경주되어야 할 시점이라고 할 수 있다. The purpose of this study is to investigate the meaning of sport heroes and to provide effective results for sport heroes in Korea by analyzing the conception of sport heroes. Literature review, survey and depth interview were used to fulfill the purpose of this study. 97 participants who are working in the filed of sport were selected for the survey. and 8 Olympic medalists were deeply interviewed. The results of study were as follows. First, ``social integration and national prestige enhancement`` is highest for the perception of sport heroes, and the scope and standard of judgment of sport heroes showed may different opinions. Second, about 90percent of the participants agreed on the need of honorable treatment for sport heroes, and the challenge and scope for the honorable treatment had various results.

스포츠 구술사 기록물의 메타데이터를 활용한 DB 구축 기초연구

기록의 지식화에 대한 사회적 관심이 높아짐에 따라 문서형태의 기록의 부족한 점을 보완하는 장점이 있는 구술기록에 대한 중요성이 커지고 있다. 구술기록은 인류의 기억을 문화와 역사로 변환하는 일련의 작업으로 다양한 형태로 존재하는 특징이 있다. 그러나 구술 기록의 기록관리는 다소 제한적으로 이루어지고 있으며, 다양한 형태의 데이터를 모두 수용하지 못하고 있다. 이 연구는 메타데이터를 이용하여 스포츠 구술 기록의 데이터베이스를 구축을 위한 기초연구로 구술기록의 효과적인 관리 방법을 절차적으로 제시하는 연구이다. 구술 데이터 수집을 위해 올림픽(스포츠) 영웅 또는 관련 이해관계자 100인을 선정하여 구술 채록을 실시하였다. 수집된 데이터를 내용 분석한 결과 인물정보, 기록물정보, 채록정보의 핵심 메타데이터로 구조화가 이루어졌다. 이러한 구조를 세부 분석하여 메타데이터 요소를 구성하였고, 이러한 메타데이터요소를 활용하여 테이블 및 관계를 설정하였다. 이 연구를 통해 스포츠 구술 기록의 보존과 활용이라는 가치를 창출할 수 있다. As social interest in the knowledge of records has increased, the importance of oral recording which has the advantage of complementing the lack of document type recording is increasing. Oral history records exist in various forms as a series of works that transform human memory into culture and history. However, the present records management of oral history records is rather limited and doesn t accommodate various types of data. This study is to build a database of sports oral history records using metadata, and it proposes an effective method of management in oral record. To collect data, Olympic heroes or sports stakeholder(100) selected for oral records. As a result of analyzing the collected data, the core metadata records was structured : Personal Info., Records, Collector Info. And then, constructed the metadata elements by analyzing these structures in detail and set tables and relationships using these metadata elements. Through this study, it is possible to create value for preservation and utilization of sports oral history record.

올림픽 기억의 기록화를 위한 구술 채록과 관리

이 연구는 한국의 근?현대 체육 스포츠사를 관통하는 의미를 지닌 올림픽에 참가한 자들이 올림픽 게임을 이해하는 방식과 그들의 올림픽 게임에 대한 진정한 경험을 포착하고, 이를 효과적으로 관리하고 활용할 수 있는 토대를 제공하는데 목적을 두었다. 이를 위해 올림픽 구술 사료의 의미를 규명하고, 올림픽 구술 사료의 수집과 관리를 다룬 선진 사례를 제시하여 국내의 올림픽 구술 사료의 채록과 관리를 위해서 유용한 절차와 방법을 마련하였다. 이 연구를 통한 결과는 다음과 같다. 첫째, 올림픽 구술 사료는 올림픽 관련 기록의 결락부분을 보완하고, 그 맥락을 파악할 수 있을 뿐만 아니라 올림픽 이야기를 통한 내면치료를 도모할 수 있는 의미를 지니고 있다. 둘째, 올림픽 구술 사료의 선진 사례를 검토한 결과 올림픽 구술 사료 채록 사업의 추진방향과 실무적인 절차와 방법의 측면에서 다양한 시사점을 도출하였다. 셋째, 이들의 결과를 종합하여 국내에서 올림픽 구술 사료를 채록하기 위한 구술 대상을 선정한 후질문지를 개발하고 구체적인 절차와 방법을 제시하였다. The purpose of this study was to suggest effective methods and process for managing and recording of Olympian oral about Olympic memory. The detailed suggestions are as follow, Firstly the meaning of Olympic oral history in sports field have complement of deficit record and supplement of record context, and psychotherapy as a Olympic narrative. Secondly, other nation Case Give the effective methods to Korean Olympic oral history project. Lastly, based on this research suggest an effective method and process about managing and recording of oral for documentation of Olympic memory in Korea.

올림픽 구술사 아카이브 구축을 위한 기초연구: 미국아마추어운동재단의 사례를 중심으로

이 연구는 한국의 체육사 속에서 올림픽에 대한 심각한 사료 결핍과 올림픽 역사 문화 연구 등의 서술을 풍부히 해 줄 수 있는 대안으로 대두되고 있는 올림픽 구술사 아카이브의 의미 탐색과 구축을 위한 기획, 수집, 관리 단계의 방법론적 시사점을 도출하고자 시도하였다. 이를 위해 올림픽 구술사 아카이브의 의미를 탐색하였고, 미국아마추어운동재단의 올림픽 구술사 아카이브 구축 사업의 사례 분석을 통해 다음과 같은 결론을 얻었다. 첫째, 기획 측면에서는 사업의 목적과 방향성을 토대로 구술 대상 및 방법론을 결정할 것과 배경연구의 중요성에 대한 논의가 필요하다. 둘째, 수집 측면에서는 구체적인 구술대상의 선정과 면담 과정을 중시해야 한다. 셋째, 관리 측면에서는 면담 이후 구술 사료의 녹취, 보존 그리고 활용과 같은 관리상의 제 문제를 검토해야 한다. 이상과 같은 결론을 토대로, 국내의 올림픽 구술사 아카이브의 구축은 다음과 같은 부분을 천착(穿鑿)할 때 그 의미가 더욱 확장될 것이다. 첫째, 올림픽 구술사 아카이브는 지식 생산 주체의 변화를 도모해야 한다. 둘째, 올림픽 구술사 아카이브는 채록된 구술 사료뿐만이 아니라 녹음 및 영상 테이프 등을 함께 보존해야 하며 이를 위해 새로운 분류 체계 수립과 기술(記述)적인 문제들을 고려해야 한다. 셋째, 올림픽 구술사 아카이브는 지식의 공유와 확산을 위한 다양한 측면에서의 방안이 마련되어야 한다. The Purpose of this study was to suggest an alternate direction and methodological approach for building an Olympic Oral History Archives (OOHA) in order to supplement the lack of Korean Olympic sport historical records. The study will also give greater historical and sociological description of Korean Olympic sport history. Based on the oral archives methodology, this study explored the current direction of the OOHA. The study reviewed the characteristics and the scope of the Olympic oral history by searching methodological suggestions and analyzing case studies of the OOHA in the American Amateur Foundation (AAF). The Olympic Oral History Archives could be developed and explained in three factors. First, the OOHA must prepare a change of the individuals` knowledge of the subjection. Second, the OOHA have to consider the establishment of new classification and descriptive methods in order to preserve not only selected oral documents but also audio and video recordings. Third, the OOHA require a variety of efforts for sharing and spreading knowledge to other domains. The suggested course of action for the OOHA by the AAF involved three stages. The first stage, planning stage, revealed the importance of the selection of the oral subject, methodological techniques, and the background incorporated for the purpose of this study. The second stage, collection stage, involved the collection of the oral subjects and the interviews obtained. The final stage, management stage, consisted of the management of the recordings, preservations, and the application of the oral documents once acquired.

We experienced a case of an athlete with a painful mass on the distal peroneal musculature after sports activity, and diagnosed as the entrapment syndrome of superficial peroneal nerve. We treated the case with the mini-open and subcutaneous fasciotomy to release the entrapped peroneal nerve. We report the case with a review of the literature.
