방산원가제도 변화에 따른 무기체계 비용분석 영향에 관한 연구

국가의 중요한 산업 중 하나인 방위산업은 일반적인 산업과 달리 수요가 제한적이며, 방위산업물자의 연구개발 및 생산을 위해 대규모 예산 및 첨단기술을 필요로 하는 특성을 가지고 있다. 이러한 방위산업을 활성화하기 위해 정부에서는 방산업체 및 방산물자 지정제도, 방산물자 계약 및 원가계산 시 인센티브 적용 등을 시행하고 있다. 한편, 오랫동안 적용되어 오던 기존 방산원가구조는 방산업체 실 발생 비용에 이윤을 적용하여 원가가 많이 발생할수록 이윤이 커져 업체 자체의 원가절감 유인이 어려웠으며, 투자확대, 수출 활성화 등을 위해 제도개선이 필요한 상황이었다. 이를 위해 방위사업청에서는 방산원가제도를 전면적으로 개선하기 위해 노력했으며, 그 결과물로 방산물자 원가계산 관련 규칙 및 시행세칙 등을 개정하여 2023년부터 본격적으로 적용할 예정이다. 이에 획득단계에서 수행되는 비용분석 업무 및 결과 등도 함께 변화될 것으로 예상되어 본 연구에서는 이를 분석하고자 하였다. 분석결과, 노무비는 전반적으로 하락함과 동시에 이윤은 상승하여 전체 총비용 관점에서는 큰 차이가 없었다. 한편, 이번 연구는 국방분야 비용분석 관련 전문역량강화에 기여하고, 방산원가 제도변화 관련 추가적인 연구의 바탕이 될 것으로 기대된다. Unlike general industries, the defense industry, one of the nation"s most important industries, has limited demand and requires large budgets and advanced technologies for research and development and for the production of defense industrial materials. In order to stimulate the defense industry, the government is implementing a system for designating defense contractors and defense materials, contracts for defense materials, and the application of incentives in cost accounting. On the other hand, the existing defense cost structure applies profits to the actual cost of defense contractors. Therefore, the higher the cost, the greater the profit, thus making it difficult for the contractors to reduce costs. To this end, the Defense Acquisition Program Administration has made efforts to improve the defense cost system, and as a result, new rules and enforcement regulations related to defense cost calculation will apply from 2023. Accordingly, it is expected that the cost analysis tasks and results performed in the acquisition stage will also change. This study analyzed these areas. As a result of the analysis, labor costs fell overall, and profits rose, so there was no significant difference in terms of total expenses. Meanwhile, this study is expected to contribute to strengthening professional capabilities related to cost analysis in the defense sector and serve as the basis for further research on changes in the defense cost system.

방위력개선사업 비용분석 신뢰성 향상방안 연구 - 국내 연구개발을 중심으로

비용분석은 무기체계 생산·운용 시 투입되는 자본, 시간, 노력 등을 비용요소로 분류하고, 사업 성격에 따른 분석기준에 따라 적정비용을 산출하는 활동이다. 위와 같은 과정을 통해 사업관리자는 방위력개선사업에서의 불필요한 비용지출을 방지하고, 한정적인 재원을 효율적으로 분배/활용함으로써 투자효율의 극대화를 이룰 수 있다. 이러한 비용분석 과정의 중요성에 비해 현 방위력개선사업 총사업비 산출 시에는 사업단계별로 체계화된 비용데이터 수집·관리 없이 사업이 진행되고 있으며, 비용분석 과정에서 수집된 비용데이터가 사업단계 및 분석기관별로 산재되어 있고 자료를 작성하는 형식 또한 문서나 데이터 형태로 혼재되어 있어, 연계성이 부족하며 상호활용이 불가하다는 단점을 가지고 있다. 이에 본 연구에서는 비용분석 관련 방법론 그리고 획득단계별로 수집된 비용데이터를 조사·분석하는 과정을 통해 현 실태 분석을 수행하였으며 데이터 수집 및 체계화 방안을 도출하였다. 도출된 비용데이터 수집 및 체계화 방안을 통해 획득단계 비용분석 시 요구되는 비용자료들을 체계적으로 수집·관리함으로써 향후, 무기체계 획득사업을 추진함에 있어 수집 데이터 상호 활용성 증대, 비용분석 업무발전 그리고 방위력개선사업 비용분석 결과 신뢰성 향상 등에 기여할 수 있을 것으로 기대된다. Cost analysis is an activity that classifies the capital, time, and effort invested in producing and operating weapons systems as cost factors and calculates appropriate costs according to analysis criteria that depend on the nature of projects. Using this type of analysis, project managers can maximize investment efficiency by preventing unnecessary expenses in defense force improvement projects and efficiently decompose/utilize limited resources. If a project is carried out without systematic cost data collection and management at each project stage, calculations of total costs defence improvement projects and cost data collected during cost analysis are suspect. In addition, the format of data is mixed, and linkages between data are lost. In this study, current situation analysis was conducted by investigating and analyzing cost data collected using a cost analysis-related method, acquisition stage, and data collection, and a systematization plan was derived. Systematically collecting and managing cost data acquisition for cost analysis using the derived cost data collection and systematization plan is expected to enhance the interoperability of collected data, cost analysis, and improve the cost-effectiveness of defense force improvement projects.
